1.0.

SCOPE

1.1.

This specification defines the minimum requirements for the supply of driven motor operated
valve's actuator, completely mounted on the valves, to be installed on the platforms in the Dutch
sector of the North Sea.

1.2.

Supplier's scope shall include the following items as a minimum:


delivery of the valves/actuators, completely hooked-up, including all necessary materials
(e.g. actuator/valve connections, glands etc.) to reach a reliable and proper working unit.
testing of the valve and actuator assembly.
delivery of the required documents/drawings.

1.3.

All materials and activities not explicitly described in this specification, but which are necessary,
shall be delivered and executed by Supplier.

1.4.

Supplier is responsible to obtain from valve's manufacturer all necessary pertinent information,
such as valve type no. valve dimension, break-away torque, stem and body connection etc., to
insure proper working of the completed valve and actuator assembly.

1.5.

Supplier shall inform the Buyer of any conflict, which arise and obtain written clarification from
Buyer before commencing fabrication.
All conflicts between the requirements of this specification related contract documents; national
standards codes of practice and the enquiry document shall be referred to the designer for
clarification. Where conflicts occur, the order of precedence shall be:

4.0.

STANDARDS, CODES AND REGULATIONS

4.1.

The requirements of the standards, codes and regulations as listed in the related documents
(refer to section 3 above) shall be met unless specifically excluded by this specification.
All equipment specified herein shall conform in design, material and performance with the latest
editions (with amendments) of the IEC codes and Standards current at time of order placement.

4.2.

Where the use of other codes and standards is required by Dutch Authorities, such codes and
standards will prevail, provided that they are at least as stringent and safe as Company
Requirements.

5.0.

CERTIFICATION

5.1.

Certification procedure will be in accordance with the requirements of Staatstoezicht.op de


Mijnen (SodM).

5.2.

Electronic equipment located in hazardous areas must be certified in accordance with 94/9/ECATEX for the correct classification. Only equipment with certificates issued by the certified
inspection bodies will be accepted.

5.3.

All pressure equipment shall comply with the requirements of Directive 94/23/EC and provided
with an EC declaration of conformity. The certifying authority will be a notified body as defined in
the Directive 97/23/EC (such NoBo could be Lloyds etc.). Supplier, in consultation with the
NoBo, shall designate the items which are subject to approval and advise buyer accordingly.

6.0.

AREA CLASSIFICATION/ENVIRONMENT

6.1.

The valve and actuator assembly will be installed outside on the platform deck in processing
area (refer to specification 610 for environmental conditions).

6.2.

Equipment located in hazardous areas shall be certified and installed in accordance with the
certificate.
Only equipment with certificates 94/9-EC ATEX will be accepted.

6.3.

The degree of protection of all electrical items shall be IP 56 (or better) in accordance with IEC
60529.

6.4.

All items external to the control box shall be suitable for prolonged exposure to direct sunlight
and salt laden atmosphere (e.g. labels etc).

7.0.

DESIGN REQUIREMENTS

7.1.

General

7.1.1.

This specification describes the minimum requirements for linear- , multi-turn and quarter-turn
electric motor driven valves actuator. This specification shall be read in conjunction with the
related valves datasheet.

7.1.2.

Supplier shall supply a proper actuator assembly for each (control) valve suitable for use with
the specified power supply (single phase or direct current power supply) as stated in the related
valves datasheet.

7.1.3.

The assembly shall include the supply of the driving (coupling) mechanism, proper design and
high duty performance, which is considered as the main interface between the actuator part and
valve body part.

7.1.4.

The valve actuator has to be considered as an individual self-contained reliable unit. It shall be
designed for direct drive suitable for continuous remote electrical operation. The design shall
also allow installation on a valve at any operating angle.

7.1.5.

The actuator assembly shall be designed for high durable system using top quality materials, all
suitable to perform continuous high modulation duties (min IEC level S9) with minimum wear.
The selected materials shall also be suitable for the specified environmental conditions and for
outdoor installation in a processing area.

7.1.6.

The valve actuator shall include all required features such the electric motor, power gearing,
motor controller with the necessary safety/control and maintenance aspects (i.e. travel and
thrust/torque limitation, electronic logic controls and monitoring facilities), operation devices
etc. Basically a modular construction type shall be preferable.

7.1.7.

The unit shall require minimum effort for maintenance (maintenance-free). For rotating
components (e.g. gearing train etc.), preferably self-lubricating material will be applied.

7.1.8.

The unit shall have high resistant for vibration (shock resistant; min 1 g rms in 10 to 1000Hz).
All connections among the components must be properly secured in order to avoid mismatching
and discontinuity of operation.

7.1.9.

The unit shall have fully proven design and technology, suitable to perform transition from
electronic input signal into mechanical forces for driving the valve trim.

7.1.

7.1.10.

The basis for actuator sizing shall be the specified (available) power supply and the required
maximum torque/thrust of the valve. As stated in section 1.4, it is the Suppliers responsibility to
obtain the required data from the valves Supplier for different process conditions as specified
in valve datasheet. The actuator and the associated components shall be designed to withstand
a maximum power/load without damage.

7.1.11.

The torque/thrust output sizing of the actuator shall be based on maximum torque/thrust from
open to close position (or vice versa). The break-away torque/thrust shall be based on maximum
differential pressure across the valve. A safety factor of 30% shall be included for sizing.

7.1.12.

The noise rate produced by the valve actuator shall not exceed the specified requirements.
Standard requirements shall be curve Noise Rate 60 (55 dbA) measured at one metre distance.

7.1.13.

Supplier shall advise Buyer of the design and type of all seals. Supplier shall also advise the
material mark-up of all components having frictional contact with the seal.

7.4.14

Painting, protective coatings and the procedures for the preparation of surfaces shall be as
specified in the general painting and coating specification, specification 525 (latest revision).

7.2.

Construction Requirements

7.2.1

All mechanical and electrical structures and items such as steel pipe, tubing, flanges, fittings
and appurtenances shall be in accordance with authorised requirements.

7.2.2.

All structural elements shall be designed with equal or higher safety factors than those for the
valve, based on the maximum forces which may occur during operation. The actuator unit
assembly shall have a rugged construction to withstand fatigue occurrences which may cause
by external forces and/or vibration.

7.2.3.

All moving parts shall be adequately protected. When the valve is actuated, there shall be no
visible movements (for non-linear valve).

7.2.4.

The actuator body shall be of fully enclosed design to preclude the possibility of injury to personnel
during operation. The actuator must also be capable of being lubricated without dismantling the
actuator body.

7.2.5.

The construction of the actuator shall have high safety degree to prevent injury. Supplier shall
describe the procedure for operation and maintenance of the actuator.

7.2.6.

The actuator shall be entirely weather proof and offshore proof suitable for use in the specified
area. The construction shall be such that its performance shall in no way be impaired by
corrosion or icing.

7.2.7

The actuator valve assembly shall have a visual position indicator to indicate the fully open and
fully closed position of the valve locally.

7.2.8.

The actuator unit shall have separated terminal compartment, separated from the main
electronic compartment and the driver/motor unit. Those compartments shall be properly
sealed in order to reduce risk of dust/moisture ingress.

7.2.9.

The motor design shall have low inertia suitable to perform high modulation duty with nonperiodic load and speed variations, capable for continuous unrestricted modulation (refer to
section 7.1.5) at full rated load. Preferably a brushless 24 VDC permanent magnet type motor
will be used (with minimum insulation class F refer to IEC60034 and NEMA).

7.2.10.

The actuator unit shall be equipped with the necessary components in order to achieved high
performance quality/accuracy (resolution 0.1% or better).

7.2.11.

The actuator motor shall also be provided with the necessary devices/components and features
for safe operation. This shall include the protection against overheating and violation of the
maximum load as a minimum. In case this situation has occurred, the proper action will be
carried out by the actuator control unit internally without interference from external system.

7.2.12.

The actuator shall have integrated device/component in order to maintain the power supply
quality (e.g. DC/DC converter in case of 24 VDC power supply is required for the actuator).

7.2.13.

Unless otherwise specified, the actuator shall also be provided with driving mechanism to allow
operation of the valve manually.

7.2.14.

The system shall be designed to generate sufficient forces capable to hold the valve at a desired
position during operation. A locking mechanism, configurable and resettable, may be installed
within the unit in order to provide this feature.

7.2.15.

The unit shall be designed for low power consumption. The necessary devices/components and
control dynamics to fulfill this features shall be integrated within the unit.

7.3

Functional Requirements

7.3.1.

The unit shall be provided with the facility to receive/send the following type of signals:
Input signal (from platform control/safeguarding system)
analogue (4-20 mA, HART, Foundation Fieldbus, Profibus)
discrete
pulse
Output signal (to platform control/safeguarding system)
analogue (4-20 mA, HART, Foundation Fieldbus, Profibus) for feedback signal of the
valve position
relay output for valve status (with configurable switch form/type i.e. SPST, NO/NC;
switch rating max 5 Amp)
The type/protocol of input signals (4-20 mA, HART, Profibus, Fieldbus, pulse, discrete etc.) and
the classification (EExd, EExi etc.) are specified in the related datasheet.

7.3.2.

The unit shall also allow operation of the valve in the following control modes from the platform
control system:
modulating
on/off
The required control mode is specified in the related datasheet.

7.3.3.

The actuator unit shall have wide range of configurable control/operation options and diagnostic
features for maintenance purposes. Configuration handling shall be made possible upon
dedicated software via an external PC and/or field device communicator.
Supplier shall make this configuration and analysis/diagnostic software tools available without
any restriction (license-free) for customer use.

7.3.4.

The unit shall have logging facility, integrated within the unit, for logging the performance and
diagnostic data. Visualization and access to those data shall be made possible via the
configuration and analysis/diagnostic software tools (refer to section 7.3.3).
A list showing the standard performance and diagnostic data shall be made available.

7.3.5.

The configuration data shall be stored in a non-volatile continuous memory (e.g. EPROM). Reprogramming/configuring of the system shall not be required in case of power failure.

7.3.6.

The actuator unit shall also utilize the following control modes:
normal (auto):
Valve will be controlled from platform control system in automatic mode.
stop:
Valve control operation will be terminated; valve will stay at last-position.
test:
Valve will follow a pre-defined test routine (test cycle) in order to discover any discrepancies.
These operation modes shall be made selectable locally. A status indication shall be provided
on the actuator unit showing the current status of the selected mode.
Locking facility, mounted on the actuator unit, shall be made available to prevent the selected
operation mode from faulty handling.

7.3.7.

The actuator shall have dynamic controlled output speed features in order to eliminate position
overshooting. It shall also have adjustable/configurable stroking time. The stroking time from
fully open to fully close position (vice versa) will be defined in the related datasheet.

7.3.8.

At loss of main power supply or input signal, the actuator shall drive the valve to a specified
position (fail position). Supplier shall provide the actuator with the necessary electrical storage
device/component to fulfil this feature. When applicable, rechargeable battery back-up facilities
shall be made available. Recharging time shall be kept to minimum (< 5 minutes or better).
The fail action position of the valves shall be configured within the actuator as specified on valve
data sheet.

7.3.9.

The unit shall have comprehensive control valve performance characteristic (linear, equalpercentage, quick opening, and customer pre-defined curve). The valves characteristic is
configurable using software tools (refer to section 7.3.3).

7.3.10.

Travel stops shall be provided with the unit to allow the actuator to set its own travel limits.
Those limits shall be made configurable using the configuration tools (refer to section 7.3.3).

7.3.11.

The actuator nameplate shall indicate the following data as a minimum:


maximum rated output torque
purchaser's order number
model number
serial number
manufacturer
tagnumber
fail position

7.3.12.

If required for safe shipment and to protect material against damage, the actuator and the
valves shall be packed separately. Supplier shall supply a spare set of necessary gaskets.
Supplier shall be responsible for installation of shipping stops and adequate sealing to prevent
subsequent ingress of moisture and dirt.

8.0.

DRAWING AND DOCUMENT REQUIREMENTS


Supplier shall supply the specified documents/drawing as listed in the SDR (Supply Document
Requirements) as a minimum.

9.0.

WARRANTY
Supplier shall have final responsibility for the design, supply and optimum performance of all
equipment supplied under this specification.

10.0.

SPARE PARTS
Supplier shall submit a detailed list giving description, material, price and delivery of items
recommended for start-up and commissioning of the equipment.

11.0.

INSPECTION AND TESTING

11.1.

Inspection testing and all certification requirements of the equipment shall conform to the rules
as per Section 4.0.

11.2.

Supplier shall provide all requested data, certificates and dossier materials in the time frame
indicated in the enquiry proposal.

11.3.

The test shall include a performance test for each system. Each test shall be
monitored/measured such that the volume and time of discharge can be checked or verified.

11.4.

The valve actuator shall be mounted on the valve and shall be completed with all necessary
auxiliaries for inspection and testing in the factory.

11.5.

The complete unit shall be visually inspected for satisfactory workmanship and compliance with
purchase order requirements.

11.6.

The complete unit shall be tested for correct operation with energized equipment and power
drive in all required control modes. The valve shall be at least one time opened and closed by
manual operation. During the operation tests the performance of all auxiliaries and items shall
be checked for correct mechanic operation.

11.7.

Completed actuator shall be tested for connection, stresses and leakage with pressurized
systems.

11.8.

The test shall include the checking of the following data (as a minimum):
a.
Maximum and minimum output torque or thrust at the valve stems connection.
b.
Open/Closing stroking time
c.
Functional test (incl. configuration/diagnostic data review/check)

11.9.

Testing tools, equipment and facilities shall be made available by the manufacturer and shall be
in satisfactory conditions.

11.12.

Each actuator/valve assembly shall have a test certificate outlining the results of the above tests.
Detailed records of all tests shall be provided and become the property of Buyer.

11.13.

Defect discovered during inspection shall be rectified and repaired to Buyer satisfaction.

12.0.

PACKING AND SHIPMENT

12.1.

If required for safe shipment and to protect material against damage, the actuator and the
valves shall be packed separately. Supplier shall supply a spare set of necessary gaskets.
Supplier shall be responsible for installation of shipping stops and adequate sealing to prevent
subsequent ingress of moisture and dirt.

12.2.

Supplier shall provide costs with the quotation for packing and transport to Buyer's nominated
construction yard.

12.3.

Valve/actuator assembly shall be packed in accordance with good transport practice. The
assembly shall be protected against any functional or surface damage during transport and
storage.

12.4.

A wood skid shall be bolted to the base of the assembly for lifting and/or sliding during loading and
unloading.

12.5.

Manufacturer's transport plugs and caps, if any, shall be reinstalled prior to transport. It shall be
Supplier's responsibility to protect supplied valves, instrumentation etc. in accordance with
manufacturer's recommendation
