Osceola County Commissioners Alan Tiedt, Pam Wayne and Roger Elkins take the oath of office
at Tuedays commissioners meeting.

Diverse slate of activities face commissioners

during first meeting of the year
By Andy Duffy

REED CITY A trio of

meetings, or even a quartet, awaited the Osceola
County Commissioners
when they met Tuesday
in Reed City for their first
official activities of the
new year.
First on the slate was
the new years organizational meeting. At the
meeting Karen Bluhm,
the county clerk, swore in
the board members. The
commissioners then reelected Larry Emig and
Alan Tiedt as the chairman and the vice chairman of the board.
After the 10-minute
organizational meeting,
Emig called to order the
meeting of the committee
of the whole. Among the

issues facing the commissioners was the question

of how to handle employee sick and accident coverage. A change of insurance policies ushered in
an eight-day elimination
period instead of leaving
the one-day elimination
period intact that is required by the countys
union contract. The commissioners recommended
fixing the problem by
voting to reimburse employees adversely affected
by the change. They will
take further action at a
later meeting.
Following the meeting
of the committee of the
whole, the commissioners in regular session
approved the recommendations arrived at in the
committee meeting. The

approved recommendations included:

approving a $3,000 appropriation for the West
Michigan Regional Sobriety Court
giving the go-ahead for
the purchase of two patrol cars for the sheriff s
department. The cars will
cost $23,734 apiece.
scheduling a public

three item photograph?
Proof of a festive and
happy New Years Eve!
We pictured corks; if you
look closely you will see
that they were specifically
from three (now, presumed
empty) champagne
bottles. Ever wonder
why the corks which are
pulled from champagne
or sparkling wines are
mushroom-shaped unlike
the cylinder shaped corks
from wine bottles? There is
a simple answer. Both varieties of bottles are actually
plugged with identically
shaped (cylinder) cork.
The effervescent, bubbly
nature of the beverage is
what transforms the shape

over time.
Cork manufactures tell
us that once the lower portion of the cork is squeezed
into the neck of the champagne bottle, this lower
portion (and not the top
crown, which is left above
the glass rim, then capped
with metal and held in
place with a small metal
cage), compresses. When
we open the bottle that
lower stem immediately
begins to expand creating the mushroom look.
It attempts to regain its
original width of the cap
but is only able to expand
into the familiar somewhat
conical mushroom-stem
dimension. This explains
why with many partially
consumed wine bottles,

one is able to force the

original cork back but never is one able to muster a
champagne cork back into
place. Oh and those that
sell the corks would also
like you to know that the
more that cork expands,
the better it was in the first
place. Get out your ruler.
The typical champagne
cork poised to go into the
bottle is 31 millimeters in
diameter; its lower portion
is compressed nearly in
half in the bottling process
to 18mm.

Evart has a new police officer on the beat, but he is
an old face around town.
Ryan Douglas was recently hired to replace
Cheyenne Kalman who
recently left the department to join the Osceola
County Sheriff s Department.
Douglas is a 2012 graduate of Evart High School.
He attended Mid Michigan Community College
where he earned an associate degree in criminal
justice followed by police
academy at West Shore
Community College.
Douglas said his father
was an Evart police officer for 25 years, so he
grew up knowing the
lifestyle.
Douglas said becoming a police officer in
his home town has some
advantages. When a call
comes in, he already
knows where he is going,
and he knows the people.
Because he is a familiar
face, he said, it is easier
for people to talk to him.

Water and sewage rates

on the rise in Evart
By Andy Duffy
Weekly Voice

EVART Water bills

will be going up again for
Evart residents after action taken by the city council at Tuesdays meeting.
The ready-to-serve fee
will rise 30 percent. A person currently paying a a
ready-to-serve fee of $5 per
month will see his fee rise
to $6.50 per month. The
commodity fee, the cost of
the water, will rise from
$2.37 per 1,000 gallons to
$3.50 per 1,000 gallons.
Sewage rates will rise
from $6.67 per gallon to
$6.80 per gallon.
The sewage rates,
though, will see no increase in the ready-to-serve
fees.
The new rates will go
into effect immediately
and will appear on the bill
for January usage. Council
member Ralph Carlson,
saying the increase was too
steep, cast the lone dissenting vote.
Council member Dan Elliott, who made the motion
to increase the rates, said
the new rates will be comparable to those of many
cities.
Casey Keysor, Evarts
mayor, said a substantial
increase was required
to close the gap between
water system costs and
revenues.

Rest assured that the

city of Evart is not going
out and frivolously spending money, Keysor said.
Nobody wants to see
a rate increase, council
member B J Foster said.
He addded, though, that
raising rates was the right
thing to do.
We went through a lot
of numbers. It was a difficult decision to make,
Keysor said.
The loss of large industrial users has reduced the
citys water and sewage
revenues. In both 1994 and
1996, for example, Evart
water customers used
about 8 hundred million
gallons of water. After Ventra built cooling towers to
save water and Dean Foods
closed its Evart operation,
water consumption in
the city dropped dramatically. In 2015, total water
consumption in the city
dropped to just under 300
million gallons.

The most intensively
