STANDARD OPERATING PROCEDURE FOR VARIOUS CRISIS


SITUATIONS

BACKGROUND:

Suicide Extremist attacks, terrorist attacks, sabotage, bombing, hijacking,


kidnapping and hostage taking are a few common methods resorted to by terrorist
elements/extremist groups. Primary groups that are targeted for extremist action of
different hues include Government officers, Police/Military forces, business, public and
the media. Extremist groups at times prefer to execute kidnappings and indulge I hostage
taking as a means of acquiring publicity and money from Governments, business houses
or individuals in authority in furtherance of their so-called goals. The motive for
kidnapping can be both political and criminal. Kidnapping for ransom is a popular tactic
resorted to by extremist groups to obtain concession from the Government to expose the
latters vulnerability, besides projecting its so-called goals and objectives before the
world.
1. Recent terrorist attacks have demonstrated that no country is immune to
threat of extremist attack. They can strike at will, choosing the time,
place and method of operation. They have attained high degree of
sophistication and ingenuity in the method of operation
2. Targets of attack have shifted to softer, more vulnerable, higher value
targets having a tremendous impact on national psyche. Target include
historical monuments, places of worship, important Government
building, vital installations and symbols of democracy and governance.
3. In the above circumstances it is impetrative to have a standard operative
procedure that is based on an effective counter extremism strategy and
one on that clearly helps all agencies and organizations to plan, train
and equip personal to have a co-ordinate effort in successfully fighting
terrorism in any form..

II. OBJECTIVES:

The dealt means of man made crises, gives a better image to Government.
Disaster management, is definitely a part of good governance.

The objectives of this SOP are


i) To plan an effective response to the crisis situation

ii) To pinpoint the duties and responsibilities of police personnel and


other civil agencies.

iii) To mitigate the sufferings of the general public and take confidence
building measures.

III. PREPARATORY STAGE:

(i) Designated Officers to be briefed at regular intervals to ensure constant


updation of SOP.
(ii) SP (Security) shall update the names and telephone numbers of the officers
every six months or whenever the changes are required.
(iii) SP (Security) shall check inventory of materials required for crisis and
replenish it every six months / earlier if required.
(iv) Mock Drills shall be conducted once in six months to check preparedness.
Mock Drills helps in fine tuning the crisis management plan and prompt
response during crisis which will help reduce extent of damage to persons
and properties.
(v) Maintenance of update records of site plans of sensitive locations shall be
done by SDPOs in all the four regions.
(vi) SP/SB to undertake periodical assessment and appreciation of potential
threat and target and prioritize them.

IV. COMMITTEES STEERING THE CRSIS MANAGEMENT:

In general, the committees constituted at the National, State, District


and Sub Divisional level only governs the crisis management.

1. NATIONAL CRISIS MANAGEMENT COMMITTEE:

At the National level, the Command, Control and Co-ordination of the emergency
responses will be overseen by the National Crisis/Disaster Management
Committee/Authority (NCMC) with the

i. Cabinet Secretary as CHAIRPERSON and


ii. The Secretary/Principal Secretary to the PM;
iii. Deputy National Security Advisor

i. Terrorist attack / Hostage situation.
ii. Assassination or attempted assassination of an Indian or foreign dignitary.
iii. Major mutiny or large scale of desertion in the police.
iv. Large scale exodus of people/refugees from any neighbouring country.
v. Communal/Caste Riots
vi. Armed Intrusions from Sea
vii. Attack on vital installations
viii. Major rail accident or sabotage

that may be a target for the terrorists for causing devastation.

VI. POLICE CONTROL ROOM

On receipt of information of any crisis situation the Police Control Room at Police
Headquarters will function as nerve centre of all activities relating to Police
Department. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other
three regions will take position in the Control Room to supervise communication and
ensure proper recording of all information / messages in the register with the Control
Room. Control Room should posses the site plans of all identified targets and other
places where public gather in large numbers like Malls, Theatres, and Prominent
Hotels, which may figure as possible targets. Control room also should have the
contact numbers of Nodal Officers of all Departments and allied services.
SP(Wireless) shall take the following steps for initiating relief and rescue operations:-

i. Officer in-charge control room will immediately inform the concerned State and
Area committees and the Nodal officers of the other Departments concerned with
the crisis. He shall personally coordinate and supervise the flow of communication
and other operations during the crisis.

ii. Officer incharge control room shall sent regarding crisis information to the Nodal
officers of Fire Department, Traffic, Special Branch, and other civil bodies such
as municipalities, major hospitals by available mode of communication in the
event of a collapse of the wireless network.

iii. Besides the General Diary the CCR incharge shall also record the happening in a
separate log book designed for this purpose.

VII. QUICK RESPONSE TEAM


During crisis, the services of the response team in zero time will produce high-
end results in timely control of the situation and proper rescue operation. Quick Response
team under the headed of the local SHO with adequate equipment should suitably be
constituted, trained and deployed.
QRT shall move in light / powerful vehicle.
QRT shall be in communication with CCR.
QRT shall be armed in consonance with the anticipated threat.
Bomb Disposal Squads may be grouped with certain specific QRTs

VIII. STATE HOSTAGE NEGOTIATING TEAM

Negotiations help to buy time in

i. Preparing prepare for next phase of action by tactical team.


ii. Diverting attention of the terrorists till the arrival of the additional experts
iii. Help in gathering intelligence
iv. Delaying and diverting the hostage takers plans, intentions and actions
v. Wearing out resistance and attention of extremist
vi. Help in the securing safe release of hostages by convincing the hostage
takers

SHNT headed by concerned area Unified Commander, shall consist of


Psychologist, linguists, law enforcement officers, and trained negotiators. All the team
members should have received extensive training in hostage/crisis negotiations.

Hostage Reception Centre

A Hostage Reception Centre should be established in a secure place in the vicinity


of the place of incident. Released/ rescued hostages would be an invaluable source of
information to the law enforcement personnel as well as to the NSG Task Force. It is also
possible that some of the extremists may themselves pose as released hostages in order to
make good their escape. The hostage Reception Centre should therefore cater to the
following:
i. The selected area should be safe, secure and away from the reach of media and
relatives of the hostages.
ii. It should have adequate logistic backup in terms of medical facilities including
psychologists and other specialists, arrangements for rest and refreshments, child
care faculties etc.
iii. Trained interrogators from IB and State Police and the NSG Task Force
commander should to present to obtain first hand information about the situation
inside the area held in siege b the extremists. Information from the hostages
regarding the strength, deployment, weapons and state of mind of the extremists
would be invaluable to the Task force for planning the launching of its operations.
iv. Initial screening of the hostages should be carried out, with particulars reference
to the comparison of suspect hostages with available criminal database.

v. The Centre should provide psychological support and succors to the released
hostages.

IX. QUICK REACTION UNIT (QRU)


The Quick Reaction Unit shall provide additional force with proper
equipments for immediate response in case of a terrorist strike.

Commandant / IRBn shall constitute 8 Quick Reaction Teams of 20


members. Of them 5 teams are to be deployed in Puducherry and one each in the out
laying regions of Karaikal, Mahe and Yanam. The QRU shall function under the control
of DC / IRBn in Puducherry and AC / IRBn in Karaikal and incharge / IRBn in Mahe and
Yanam regions. In case assistance of Local / Central Police, those units are taken and they
form a part of QRU.

X. MOCK DRILLS

Mock drill is aimed at ensuring preparedness / proper response in emergency


situation and correcting defects notice any where in the drill to improve response to the
situation.. The drill is meant for bringing together different departments and agencies
involved in the emergency situation for a better coordination.

XI. MEDIA:

SP (CID) in Puducherry, Inspector Coastal PS in Karaikal, Inspector SIGMA (INT) in


Mahe and SI (PCR Cell) in Yanam shall handle the Press carefully. No other officer shall all
communicate with them.

XII. CONTROL AND COMMAND

a. The Concerned SSsP and SP in Puducherry, Karaikal and SP in Mahe /


CI Yanam in Yanam shall reach the crisis point immediately.

b. The State Crisis Management Committee shall inform the Home


Secretary, Govt. of India, MHA control room , IB control room, NSG
control room (When NSG is to be called in) at the earliest and keep
them regularly updated

UNIFIED COMMANDER:
The following officers will function as Unified Commanders during the crisis and
they will supervise and co-ordinate the entire arrangements.

The following officers will function as Incident Commanders during the crisis,
they will supervise, and co-ordinate the arrangements at the crisis point.

XIII. COMMAND POST

The Command post will be set up near the incident area where the crisis occurs.
SP (CID) in Puducherry, Inspector (Coastal PS) in Karaikal, Inspector (SIGMA) in Mahe
and SI (PCR Cell) in Yanam shall COMMAND the COMMAND POST at the crisis
point. He shall cordon off the area affected, handle the media carefully and shall co-
ordinate with the Control Room.

SOP FOR CRISIS MANAGEMENT

U T of Puducherry has four enclaves Puducherry region (functioning as


Headquarters of UT of Puducherry) Karaikal located at a distance of 130 Kms on the
south in Tamilnadu, Yanam at a distance of 720 Kms on the eastern coast in Andhra
Pradesh and Mahe at a distance of 650 Kms on the western coast in Kerala.

I. TERRORIST ATTACKS (HOSTAGE SITUATION):

In the eventuality of a terror attack like the 26/11 Mumbai situation, where
terrorist groups took over important commercial / key installations with hostage situation,
upon the receipt of information, the following actions are to be taken.

i. SP (Wireless) in Puducherry and Incharge Wireless in all the other


three regions should take over of the command of CCR and direct
Quick Reaction Team (QRT) and the Quick Response Unit with its
equipments to the spot. He should inform the situation to SPs, SSPs
concerned.

ii. SSP concerned should reach the spot immediately.

iii. SP (Wireless) in Puducherry and Incharge Wireless in all the other


three regions should inform all concerned Nodal officers including
the Fire brigade and Health Services for directing their officers
concerned and services to the crisis point and shall monitor
communication for effective operations.

iv. SP (Wireless) in Puducherry and Incharge Wireless in all the other


three regions who takes over command of CCR should inform the
State Crisis Management Committee headed by Chief Secretary,
about the crisis and regularly inform them of developments.

v. Collectors in Puducherry and Karaikal, Regional Administrators in


Mahe and Yanam, who are the UNIFIED COMMANDERS, should
communicate with the State Crisis Management Committee
regarding seeking assistance of Central Govt, if warranted.

vi. SSP (C&I) shall co-ordinate with NSG hub at Chennai in case of
necessity.

vii. SP (Wireless) in Puducherry and Incharge Wireless in all the other


three regions should arrange for a separate Control Room for the
NSG personnel adjoining CCR.

viii. SP (MT) should provide adequate transport arrangements for the


arriving outside force from their alighting point to the crisis point.

ix. QRT deployed at the site should form an inner cordon around the
crisis point in order to isolate the area, localize the incident, and
prevent the perpetrators from getting away

x. QRT on reaching the crisis point should also gather maximum


information, which may be useful in the action against terrorists
subsequently.

xi. QRT should evacuate the innocent people trapped inside the target
area on priority.

xii. The jurisdictional SP in Puducherry, Karaikal, Mahe and CI


Yanam should deploy generators and floodlights to light up the
scene of incident.

xiii. SSP of Puducherry and Karaikal, SP in Mahe and CI in Yanam,


should arrange for mobile telephone jammers to prevent terrorists
from communicating with their handlers/colleagues outside. Care
shall be taken that this shall not affect communication of local
authorities.

xiv. Incharge CCR should monitor wireless communication, also do the


same with the help of experts if the terrorist uses that mode of
communication.

xv. SP (CID) in Puducherry, Inspector (Coastal PS) in Karaikal,


Inspector (SIGMA) in Mahe and SI (PCR Cell) in Yanam, shall
establish an outer cordon to prevent unauthorized persons / media
persons from entering the inner cordon thereby tampering with
rescue / relief operations and further investigations.

xvi. In the event of bomb blast, there are possibilities of multiple/chain


explosions, as also chances of an explosion at a particular site to
divert the attention from the main target, hence the SSP concerned
should reinforce security coverage at vulnerable targets to avert or
deal subsequent attacks/explosions

xvii. If the terrorist group is willing to enter into negotiations the State
Hostage Negotiating Team (SHNT) headed by Unified
Commander of the area concerned consisting of one Psychologist,
one Law Enforcement Personnel, linguist and trained negotiators
should be engaged, to negotiate with them. Armed personnel from
a distance should give proper cover to the team. The armed
personnel should not be near the terrorists while the negotiation in
process, which may irritate terrorists.

xviii. SP (Wireless) in Puducherry and Incharge CCR in other three


regions should direct the police photographer / Videographer to the
crisis point.

xix. SP (Wireless) in Puducherry and Incharge CCR in other three
regions should issue a red alert. CIs shall monitor all border pickets
of the region and direct all the officers otherwise not engaged in the
vicinity to reach ground zero.

xx. SP (CID) in Puducherry, Inspector (Coastal PS) in Karaikal,


Inspector (SIGMA) in Mahe and SI (PCR Cell) in Yanam, shall
handle the media persons.

xxi. SP (Wireless) in Puducherry, In charge Wireless in all the other


three regions should inform the DC/IRBn in Puducherry, AC/IRBn
in Karaikal and I/C IRBn in other two regions for the deployment
of extra force at the crisis point.

xxii. SSP (C&I) shall summon experts to the spot if necessary..

xxiii. Inspector (CID) in Puducherry SI (Coastal PS) in Karaikal, SI


(SB) Mahe and ASI (Dharialdippa OP) Yanam shall liaise with
Hospital authorities to ensure timely help for the injured and
should keep records of the injured / deceased in the hospital,
including taking the photographs of the deceased.

xxiv. The Jurisdictional SP should post adequate men for covering the
other vital installations, historical monuments and places of
worship.

xxv. The SPs concerned in Puducherry, Karaikal, Mahe and CI in


Yanam should arrange for conducting inquest of deceased persons.
However, corpses of suspected extremists preserved in respect of
the suspected extremists corpses preserved for identification in
future.

xxvi. If the hostages or attackers are foreign nationals Collector in


Puducherry, Karaikal and Regional Administrators in Mahe,
Yanam should communicate to MEA through the National Crisis
Management Committee and State Crisis Management Committee
for assistance from the concerned Embassies/Missions having
national, racial or religious affinities with the victims/attackers.

II. TERRORIST ATTACKS (WITHOUT HOSTAGE SITUATION):

In case terrorist groups have caused serial bomb blasts and planted such
bombs in important commercial / key installation or monuments, malls, theatres, hotels,
parks, etc., upon receipt of information, the following actions need to be taken.

i. SP (Wireless) in Puducherry and Incharge Wireless should take over the


command of CCR and inform all concerned including the SSP,SP
concerned and DGP, also shall monitor communication for the effective
operation.

ii. SSP concerned on receipt of the information should reach the crisis spot
immediately

iii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three


regions should direct the Quick Reaction Team (QRT) and the QRU with
its equipments to the spot.

iv. QRT reaching the spot should initially shift the injured persons to the
Hospital under escort since injured militants may be among them. QRT
also shall form inner cordon in the area and evacuate public from the
vicinity, as there are chances of more explosions, which may result in
more causalities.

v. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three


regions shall inform the Senior Officers / leaders including DGP, CS, HM,
CM and LG, including the State Crisis Management Committee.

vi. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three


regions shall sensitize the Nodal Officers of Fire Brigade to keep the
organization in readiness and to depute concerned personnel to the crisis
point.

vii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three


regions shall sensitize the Nodal Officers of Health Services to keep the
organization in readiness and to depute the Medical Officers with
emergency kit and Ambulances to the crisis point.

viii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three


regions shall direct all the police / government ambulances towards the
crises point to transport injured persons.

ix. In the event of bomb blast, there are possibilities of multiple/chain


explosions. There are chances that an explosion at a particular site may be
caused to divert the attention from the main target, hence the jurisdictional
SP and CI Yanam should reinforce security cover, to all other vulnerable
targets to avert or deal with subsequent attacks/explosions

x. Collector in Puducherry and Karaikal, Regional Administrators in Mahe


and Yanam, has to inform the State Crisis Management Committee for
getting the central resources, if warranted.

xi. SP (CID) in Puducherry, Inspector (Coastal PS) in Karaikal, Inspector
(SIGMA) in Mahe and SI (PCR Cell) in Yanam, will form the outer
cordon. They will not allow any unauthorized person to cross the cordoned
area, also ensure removal of unwanted persons from the crisis point who
may cause disturbance to the rescue operations and investigation.

xii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three


regions shall direct the service of Sniffer Dog, Bomb Detection and
Disposal Squad, to the crisis point for identifying explosive devices.

xiii. CIs of concerned jurisdiction shall alert public by using P A system by


requesting them not to handle any suspected devises and to inform police
in case of any such objects traced.

xiv. SP(Wireless) in Puducherry and Incharge wireless in all the other three
regions should communicate with the neighbouring State Police to check
border pickets.

xv. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three


regions should direct the Police Photographer / Videographer to the crisis
point.

xvi. SSP (C&I) shall direct the investigation team to the spot.

xvii. Handling of the press requires special attention as the press could disturb
the operations by the elite forces, hence SP (CID) in Puducherry, Inspector
(Coastal PS) in Karaikal, Inspector (SIGMA) in Mahe and SI (PCR Cell)
in Yanam the Officer shall ensure the proper handling of the media
persons.

xviii. SP concerned in Puducherry, Karaikal, Mahe and CI Yanam should


arrange for conduct of inquest of deceased persons, but in case of corpse of
suspected militants care shall be taken to preserve it.

xix. The State Crisis Management Committee shall liaise with MHA, and if
situation warrants to call NSG/Special commandos.

III. HIJACK AND FORCIBLE SEIZURE OF AIRCRAFTS

In the eventuality of hijack and forcible seizure of aircrafts from the airport, the
following actions need to be taken.

i. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other


three regions shall direct the QRT and QRU with the equipments to
the crisis spot.

ii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other


three regions shall inform the State Crisis Management Committee
and other higher officials LG, CS, DGP, SSP concerned and inform
them about further situation.

iii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other


three regions should communicate with the nodal officer of fire
brigade for directing the officers and fire tenders to the crisis point.

iv. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other


three regions should alert the nodal officer of health service for
directing the medical officers, ambulances to the crisis point.

v. SP concerned in Puducherry, Karaikal, Mahe and CI in Yanam


region should communicate with SSP concerned about the
requirements for dealing with the crisis.

vi. The SSP concerned should communicate with State Crisis


Management Committee to liaise with Central Agencies for
assistance elite forces like NSG Commandos. Until such
reinforcement, SSP concerned can seek assistance, from
neighbouring state of Tamilnadu in respect of Puducherry, Karaikal
and Kerala, Andhra Pradesh in respect of Mahe and Yanam
respectively for immediate response.

vii. In case of hostage situation, if the hijacked aircraft is with


passengers, attempt to be made with the State Hostage Negotiating
team.

viii. SP (CID) in Puducherry, Inspector (Coastal PS) in Karaikal,


Inspector (SIGMA) in Mahe and SI (PCR Cell) in Yanam, will form
the outer cordon and remove public to being victim in the cross fire.

ix. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other


three regions shall direct police photographer / videographer to the
spot.

x. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other


three regions should ensure that DC/IRBn in Puducherry, AC/IRBn
in Karaikal and incharge IRBn in Mahe, Yanam region sends extra
force to the spot immediately.

xi. SP (CID) in Puducherry, Inspector (Coastal PS) in Karaikal,
Inspector (SIGMA) in Mahe and SI (PCR Cell) in Yanam shall brief
media persons at regular intervals

xii. SP (CID) in Puducherry, Inspector (Coastal PS) in Karaikal,


Inspector (SIGMA) in Mahe and SI (PCR Cell) in Yanam shall
ensure the transportation of hostages released to Hospital and the
militants to a safer place under proper escort if caught with injuries,
on intimation to the SSP and SP concerned.

xiii. SP concerned in Puducherry, Karaikal, Mahe and CI Yanam should


arrange for conduct of inquest of deceased persons, but in case of
corpse of suspected militants care shall be taken to preserve it.

xiv. SP concerned and CI Yanam shall arrange for generators and ensure
uninterrupted power supply at the crisis point.

IV. SUDDEN MUTINY BY POLICE FORCE

This is a very peculiar case where Police force refuses to take order from senior
officer. In such an eventuality the following action, need to be taken immediately:

i. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions on receipt of such information, intimate the
same to all senior officers of and above the rank of SSP and the
State Crisis Management.

ii. Senior officers above the rank of SP should immediately rush to


the spot and try to persuade the men to return to work.

iii. CIs concerned should rush to Police Stations, SP (PAP) to


Gorimedu armoury and Deputy Commandant (IRBn) to central
Armoury for ensuring securing of arms.

iv. SSP concerned, can process the request for the Central Para
Military Force, to MHA through State Crisis Management
Committee. Until then the service of the neighbouring State Police
force can be requisitioned.

v. SP (Wireless) in Puducherry and Officer Incharge (wireless) in


other three regions shall ensure unauthorized communication is not
aired misleading or misguiding the agitating police personnel and
direct the police photographer / Videographer to the crisis point.

vi. Senior Police Officers who reach the spot during a mutiny by
police or armed police should initially disperse them, as the
situation will if more personnel join them.

vii. Inspectors and SHOs shall go to their respective Circle and Police
Stations to ensure that no police personnel leave the duty place to
join the mutiny. They shall also recall all their men who went on
duty off, leave and keep them as reserve in the Police Station

viii. Jurisdictional SP should act very promptly in coordination with the


CIs and SHOs.

ix. SP (CID) in Puducherry, Inspector (Coastal PS) in Karaikal,


Inspector (SIGMA) in Mahe and SI (PCR Cell) in Yanam shall
handle media persons politely.

x. SP(PAP) shall ensure that no open vent of protest from the family
of police personnel takes place

V. LARGE SCALE EXODUS OF REFUGEES FROM NEIGHBOURING


COUNTRY

In such an eventuality the following immediate action, need to be taken:

i. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions shall communicate the information to the State
Crisis Management Committee.

ii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions shall direct the extra forces from IRBn and
Armed Reserve to reach the spot

iii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions shall inform the nodal officer of revenue
department and health for providing immediate relief operations
and medical services to the refugees.

iv. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions shall direct police vehicles, ambulances and
buses to Unified Commander, which may be required for
transporting the refugees to some safer designated camp.

v. SP concerned and CI Yanam should organize through the Revenue


Department from the enumeration of refugees with photograph
before transportation to identified refugee camp.

vi. The SSP in Puducherry and Karaikal, SP Mahe and CI Yanam,


should screen the refugees properly with utmost care to prevent the
intrusion of militants under the cover of refugees.

vii. SSP (C&I) shall co-ordinate with Navy and Coast Guard for
incident related help

VI. COMMUNAL VIOLENCE

Around 20% of the population of this Union Territory belongs to minority


community. Any communal incident could lead to a law and order crisis. In such
eventuality, the following course of action shall be taken:

i. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should inform QRT and QRU to reach the spot
and also the other concerned high officials including SSP, DGP
and State Crisis Management level Committee as some times such
communal spark may explode anywhere in the neighbouring state.

ii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should inform Revenue authorities immediately,
to rush to the spot for pacifying agitating groups in co-ordination
with Peace Committee Members.

iii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions shall ensure the securing and cordoning off the
area.

iv. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should alert the nodal officer of fire brigade to
direct the officers and fire tenders to the crisis point in case of
arson.

v. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should alert the nodal officer of the health
services to direct the medical officers and the ambulances if
required to the crisis point.

vi. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should direct anti riot vehicles Vajra & Varun
to the spot.

vii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should direct police photographer /
Videographer to the scene.

viii. SP (CID) in Puducherry, Inspector (Coastal PS) in Karaikal,


Inspector (SIGMA) in Mahe and SI (PCR Cell) in Yanam shall
handle media persons.

ix. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions shall direct the nearest CCR Mobile Patrol
Vehicles to the crisis spot immediately.

x. Concerned SP and CI Yanam shall make adequate deployment on


rooftops in sensible areas.

xi. SP concerned and CI Yanam shall post pickets in vulnerable areas.

xii. SP concerned and CI Yanam shall ensure proper manning of
border pickets to prevent spoil over effects.

xiii. CIs concerned shall make effective use of the PA system to prevent
panic amongst public.

xiv. SP of the concerned area and CI Yanam shall arrange for


generators and floodlights in sensitive areas to evade blackout
following power failure if any.

VII. CASTE VIOLENCE

Since more than 20% of the people are from the Schedule Castes and lower castes
and since several Scheduled Caste based Organizations and parties are active, any
violence along the lines of caste could spread to other localities and thereby creating a
crisis. . In such eventuality, the following plan of action shall be done immediately:

i. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should pass on the information to the concerned
Unified Commander and also to the Area Committees

ii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions shall inform nodal officers of revenue
department who immediately rush to the spot for pacifying the
agitating group along with Peace Committee Members

iii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should inform DC/IRBn in Puducherry,
AC/IRBn in Karaikal and incharge IRBn in Mahe and Yanam to
direct extra forces from IRBn for assisting local police at spot.
iv. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in
other three regions should direct anti riot vehicles Vajra & Varun
to the spot.
v. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in
other three regions should alert nodal officers of medical services,
requesting to keep health services, ready and to direct ambulances
with medical officers to the spot.

vi. Handling of the press requires special attention as they could


disturb the relief operations and can aggravate the situation by
carrying out the news among public. SP (CID) in Puducherry,
Inspector (Coastal PS) in Karaikal, Inspector (SIGMA) in Mahe
and SI (PCR Cell) in Yanam will handle the Press.

vii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should inform Revenue authorities immediately,
to rush to the spot for pacifying agitating groups in co-ordination
with Peace Committee Members.

VIII. MAJOR FIRE

In case of any major fire accident, the following measures immediately


should be taken:

i. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should immediately inform the Nodal officer of
Fire Brigade to direct the officer and men to the spot.

ii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions while informing the fire brigade must specify in
case of chemical fire, for the fire service to reach the spot with
required extinguishers

iii. SP concerned and CI Yanam can request service of fire tenders


from the neighbouring states in all the four enclaves if needed.

iv. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should inform the electricity department
officials to shut down the power supply at the crisis point.

v. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should direct the QRT and QRU to the spot.

vi. The evacuation of nearby resident to a safer place should be the


primary task of the QRT and QRU as the fire may spread resulting
in loss of lives.

vii. SP (CID) in Puducherry, Inspector (Coastal PS) in Karaikal,


Inspector (SIGMA) in Mahe and SI (PCR Cell) in Yanam should
cordon off the area.

viii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should alert health services for directing the
medical officers, ambulances hospital services in readiness for
treating burn injuries.

ix. Inspector CID in Puducherry, SI/Coastal PS in Karaikal, Inspector


(SIGMA) in Mahe and SI/PCR Cell of Yanam should be present in
Hospital and get the details of the injured

x. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions should direct the police photographer /
Videographer to the crisis point to report to Incident Commander.

xi. SP (CID) in Puducherry, Inspector (Coastal PS) in Karaikal,


Inspector (SIGMA) in Mahe and SI (PCR Cell) in Yanam shall
ensure media persons are handled properly.

xii. Jurisdictional SP shall arrange for conduct of Inquest and


postmortem of the deceased persons with the assistance of the
SHOs otherwise not engaged on duty.

xiii. SP concerned should post adequate men to avoid mischief mongers
from stealing from the premises.

xiv. SSP (C&I) shall direct the investigation team to the spot

xv. SP concerned and CI Yanam should arrange for generators for


providing uninterrupted power supply after Sunset.

xvi. Concerned CIs shall ensure nearest water source of water supply
for fire tenders to refill.

IX. COASTAL SECURITY SENORIO

PUDUCHERRY REGION

The coastline of Puducherry, length of 25 Kms. Long, which comprises 15


fishermen villages with a population of about 25,000. As on date 1012 mechanized
fishing crafts [Steel Mechanized boat 1, Wooden mechanized boat 115, FRP
mechanized boat -84, FRP Catamaran (motorized)-812] are being operated as per the data
registered with Fisheries Department. All the villages are very close to the coastline of
Bay of Bengal. There are 16 fish landing points along the coastline besides the fishing
Harbour at Thengaithittu.

KARAIKAL REGION

Karaikal compromises 20 Kms of coastal line with 10 coastal villages having a


population of about 13,500. The villages are located at distance of 50 to 200 mts from the
seashore separated from each other at a distance of 2 to 3 KMs. There are 8 Fish landing
points, 545 registered fishing boats [18 Steel mechanized boats, 95-Wooden
mechanized boats, 349-FRP Catamaran (motorized), 83-wooden catamaran with OBM]
as per Fisheries department data.

There are possibilities of intrusion of foreign terrorist elements in to Puducherry


by sea route. In view of the above Intelligence input, the threat to offshore installations
stands considerably heightened.

The following SOP shall be adopted in case of crisis.


i. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three
regions should inform all concerned officers above the rank of SSP and
continue to update the situation.

ii. SSP concerned should rush to the crisis point.

iii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three


regions should direct the QRT and QRU, which shall position in a safe place
along coastal line around alleged place of intrusion.

iv. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three


regions shall immediately inform all bordering Police Stations to conduct
vehicle checking at all border check posts of Puducherry.

v. Jurisdictional SP / CI in Yanam depending on the area of terrorist attack


should reach the spot immediately, to plan strategies as per requirement.

vi. SSP concerned and the Jurisdictional SP / CI in Yanam, shall sensitize nodal
officers of port, CSG and Naval detachment.

vii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three


regions shall sensitize State Crisis Management Committee and nodal
officers of civil agencies.

xv. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three


regions should communicate with State Crisis Management Committee to
liaise with Central Agencies for assistance of elite forces like NSG
Commandos.

xvi. Until such reinforcement, SP (Wireless) in Puducherry and Officer Incharge


(Wireless) in other three regions can seek assistance, from neighbouring
state of Tamilnadu in respect of Puducherry, Karaikal and Kerala, Andhra
Pradesh in respect of Mahe and Yanam respectively for immediate response.

viii. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three


regions should alert nodal officers of the health services to meet out
causalities if any during operation in crisis point, and to keep health services
in readiness.

ix. SP (Wireless) in Puducherry and Officer Incharge (Wireless) in other three


regions should liaise with the Subsidiary Multi Agency Centre (SMAC) at
Chennai for future guidance of operations.

x. SP concerned should sensitize the Fishermen Watch Groups and Village


Panchayat, for getting details of intruders if any in fishermen hamlets..

xi. SP concerned and CI Yanam should direct various team above the rank of
Sub Inspectors to check lodges, railway station, bus stand and other possible
places of stay including places where large number of people gathers like
market, places of worship, etc.

xii. SP concerned and CI Yanam should direct officers above the rank of Sub
Inspectors to check Private Hospitals, Nursing Homes and clinics for injured
intruders if any.

xiii. SP (CID) in Puducherry, Inspector (Coastal PS) in Karaikal, Inspector


(SIGMA) in Mahe and SI (PCR Cell) in Yanam, shall ensure that the media
persons are handled properly

X. RESPONSIBLITIES OF UNITS OTHER THAN LAW AND ORDER
Besides the Law and Order, agencies the SOP also bring forth duties of other units
in case of such crisis / contingencies.
TRAFFIC ARRANGEMENTS

(i) The Inspector/SI in charge of Traffic arrangements would take


immediate survey of area and divert traffic from strategic points.

(ii) He will not allow inward movement of vehicles towards the


incident area except those involved in rescue operations.

(iii) He will also designate a parking ground near incident area, so that
vehicles of personnel involved in rescue operations can be parked,
else these vehicles will cause hindrance to the evacuation vehicles
and ambulances.

(iv) Vehicles of VIPs shall be allowed only upto designated parking


area, from where they will be escorted to crisis spot by escort team
detailed for this purpose.

(v) Vehicles of VIPs and rescue personnel should move out of crisis
point if possible by an alternate route
.
(vi) The traffic officer will also keep his tow van / crane ready for
clearing traffic in no time in case vehicle gets off-road in the route
of the rescue vehicles.

(vii) To divert traffic on alternate routes as and when necessary;

(viii) To provide information about traffic flow along various corridors,


especially on congested roads;

WIRELESS COMMUNICATIONS

(i) SP Wireless will ensure that soon after the disaster is reported, he
will close down all normal communication and keep the network
available for communication regarding the disaster.

(ii) He will operate a separate log to register the communication done


pertaining to disaster.

(iii) SP (Wireless) in Puducherry and Officer Incharge (Wireless) in


other three regions will contact jurisdictional SP or the command
post commander to install necessary HF/VHF sets in the command
post manned by appropriate personnel.

(iv) The flow of information should be sequential and communication


log available will serve as authenticated document for tracing.

(v) He will liaise with the SSP, SP concerned, and issue wireless sets
to the teams formed under their command, if necessary.

ARMED POLICE CONTINGENTS:

The Deputy Commandant, IR Battalion and SP PAP shall put their men on round
the clock reserve, at once on the report of crisis. They shall close down all administrative
deployments, orderlies, office runners etc., and mass up the men in their respective
camps. They shall be issued with arms, ammunition shall be in uniform and kept ready to
be dispatched for deployment, at short notice.

POST-CRISIS ARRANGEMENTS

Alertness should not be let loose with killing/capturing of the extremists or release of
hostages. It is vital that necessary lessons are drawn from the incident and disseminated to
all concerned for updating of SOP and drills and for instituting measures to prevent
recurrence of such incidents.

i. Termination of emergency should be communicated to all concerned by the State


Crisis Management Groups.
ii. Investigation team should complete the collection of evidence including the
Photographing and Videographing of the SOC before the scene is restored to the
public.
iii. The preliminary After Action Taken Report should be filed to MHA with in
48 hours by the Union Territory Administration, followed by a detail report in a
weeks time.
iv. The team shall be earmarked before the operation starts, which will start
collecting and recording the evidences at the crisis point.
v. Debriefing shall be done by the SSP concerned of the response activities including
operational effectiveness.
vi. Documentation of every fact of the operation, including response objectives and
actions, resources used and functions that all personnel performed throughout the
incident should be reviewed.
vii. Unified commander shall review the arrangements made and executed in handling
the crisis also the hurdles and difficulties faced and shall take decisions and get
them implemented on ground for over coming such deficiencies.
