History
Badagry is a coastal town located at the western tip of Lagos
State. The town is recorded to have emerged as a major
settlement in the 15th century and was originally named Gbagle.
Its position on the southern edge of the Yoruba hinterland and its
sheltered position along the creeks made the town an important
slave port and established Badagry as an influential political
centre in the triangle of influence between Lagos, Abeokuta and
Badagry. It served as a refuge for exiled Lagos Oba’s [Ajosun,
Akitoye] during the turbulent period preceding the 1861 annexation
of Lagos by Britain. It is estimated that half a million slaves were
shipped through Badagry during the slave trade. Badagry was
absorbed into the Colony of Lagos in 1863 and is ruled by the
current king Oba Akran.
Badagry was also a prominent point on the east – west trade along
the creek system stretching from the western fringes of the Niger
Delta to Ouidah in the Republic of Benin, but earns its historic
reputation as one of the major Slave Ports on the erstwhile Slave
Coast of the Gulf of Guinea. The eventual abolition of the slave
trade and development of Lagos Island reduced the importance
of Badagry as the British Colonial Government invested in modern
shipping and rail infrastructure in the early 20th Century as trade
shifted to agricultural commodities. The town houses relics of the
slave trade and old missionary and colonial buildings.
Project Background
The project site is set in the area known as the Badagry Slave Port. It’s
approximately 1 kilometre in length and stretches along the South of
Marina Road.
The aim of this report is to present the key strategic principles that
we have considered in creating a holistic masterplan design. One that
celebrates the richness and privileges afforded through the history imbued
in the site, whilst introducing a new and vibrant development that should
be sustainable, inclusive, and promote social and economical wellbeing
for the adjacent communities.
key princiciples
• The aim of the proposal is to create a sustainable masterplan
framework for the site within the context of the Badagry town.
• The provision of good mass transportation hub. utilising the water ways Masterplan Concept diagram
from Lagos Island and encouraging service providers in the neighbouring
countries to stop at this destination.
Precedents
During the course of the design process, we have studied other cities
that can inform and benchmark some of the idea being proposed for the
Badagry Marina. Tanzania is of particular interest because of its history
of slave trade. It has since developed those areas and integrated them
into new urban environment which subsequently attract tourism without
impacting the cultural heritage and the historic setting. The two main
cities that we can draw parallel with are Dar Es Salaam and Stone Town in
Zanzibar.
Dar Es Salaam
Dar Es Salaam is a thriving city on the coast of Tanzania, but it is of
surprisingly late origin. It was only ‘imagined’ in 1862, by the Sultan of
Zanzibar. Until then, the harbour on which Dar es Salaam is built was
unoccupied. In the early part of this century the government embarked on
a nationwide initiative to develop the coastal fringes of the country. This
programme considered the coast as a unique part of the environment
endowed with scenic, diverse and rich resources.
Dar Es Salaam
Strategic Context
Badagry is a coastal town on the
Lagoon off the Gulf of Guinea. It
is situated between Metropolitan
Lagos and the border with Benin at
Seme. Its estimated population is
240,000 inhabitants.
Local Context
Directly opposite the site is the
Gberefu Village situated at the
northern fringe of Topo island.
There is another jetty located here
that marks the beginning of the
journey to the “Point of no Return”.
This is a 3 Kilometer trek to the
Atlantic shoreline. It is estimated Slave Jetty
that over half a million slaves
walked this same path to various
destinations in Europe and the
Americas.
Point of no return
Historic Context
The project site is at the Historic
Heart of Badagry Town. It is in
close proximity to buildings of
great heritage importance, such 4

The Approach
The Masterpan form is derived
from the existing urban form.
The new shoreline profile is a
combination of the offset of the
Marina road and creating an indent
in the area where slave jetty and
the anchors are located. This
geometry ensures that the Slave
jetty area remains untouched and
also creates a counter point to the
alignment of the road. A bay area
in consequently formed at the point
adjacent to the baracoons. The
proposed marina profile will allow
the water’s edge to interact with
the slave port area (i.e. the Slave Previous proposal
Jetty and Anchor plinth) thereby
creating a Marina Bay.
The Vision
The bay area i.e. the slave port
should have a more distinctive
footprint. The idea is that the
trees would radiate concentrically
about the geometry of the bay,
terminating in seating and eating
areas along the waters edge.
Public Realm
The area within the development
exclusion zone should be
dedicated to the public realm,
landscaped with local tree species
with the provision of seating areas
where the public can enjoy the
scenery and view the historic sites.
Built Form
The scale and height of the
buildings set within the masterplan
should respond and complement
the context of the setting. It is
proposed that the maximum
building height be set between 4-5
storeys. The higher massing should
be towards the East and west
boundaries of the site.
Accsessibility
Transport
• Improve public and private transport routes to the site, encourage the
use of the waterways . Provide pedestrian walkways and cycling paths
for the site and for further expansion and integration into the marina
development.
Land Use
• To secure integrated mixed use development
• To generate vibrancy and vitality in the day, evening and at the weekend.
• To encourage a range of employment opportunities both during and Vieiw from inside the Pavilion looking towards the Heritage Park
