dum of understanding (MoU)
at SIDBI office in Mumbai on
March 21 to collaborate for
the growth and strengthening
of Micro, Small and Medium
Enterprise (MSME) sector in
SAARC member states.
SDF and SIDBI will agree
to work together for provid-
ing funding in India as well as

for MSMEs, co-funding of
projects in MSMEs, plan-

joint programmes wherever

here is a lot of focus on improving our
technical and vocational education in the
country. A blueprint to make the field at-

to the Cabinet soon.
This is a welcome development. It has become a
clich to say that the severe unemployment problem in
the country is down to the mismatch in skills and jobs
available. Jobs here largely means in the technical or
vocational field, also known today as blue collar jobs.
There is a good amount of truth in it as there are no
skilled people or those trained are not willing to take up
these jobs. The attitude has not changed much. Every
parent want their children to be a civil servant or a work
on a table, meaning office job.
The blueprint focuses on producing trained and

JICA Chief Representative Yumiko Asakuma who returns to Japan at the end of this month after completing her three-year tenure
in Bhutan spoke with Kuensel's Gyalsten K Dorji on her time here. Excerpts of the interview
What are some fond memories
you will be taking away?
During my tenure, the
President of JICA visited Bhutan
twice, and during the first visit
by Mr Tanaka, we celebrated the
50th anniversary of our cooper-
ation which started in 1964. Be-
fore that, for more than 10 years,
no JICA president had been
here. Mr Tanaka after going
back to Japan, he mentioned
that Bhutan is one of the good
examples of successful Japanese
cooperation and that we should
continue our cooperation with
Bhutan. I was so happy to hear
that and I was able to confirm
our role here in Bhutan. Last
year, our new president Mr Ki-
taoka visited. His first visit was to
Africa and the second to South
Asia, and Mr Kitaoka visited
only Bhutan and Nepal. And Mr
Kitaoka was also very impressed
with the Japanese cooperation
here and he also mentioned
to local media that Bhutan re-
mains a priority country. The
government of Japan as well as
JICA, consider Bhutan as a very
important country for Japanese
cooperation.
What about in your personal
life here?
I was born in Osaka and
then moved to Tokyo, and
Delhi was my first overseas ap-
pointment and then Bhutan. As

earn USD1.2 million a year. In
the next six months, the speed
will increase fourfold, and so
will the earnings, sources said.

officially opened the Internet
connection yesterday, India
started getting the bandwidth
from February 8.

It is hoped that the plan will ensure sustainable utilisation of water

dation of the Baychhu water-
shed, which is the source for
drinking and irrigation water
of the largest urban settlement
of the Punatsangchhu basin.
RESOURCE
This was a major finding
by experts who formulated the
Integrated Watershed Man-
agement Plan (IWMP) for the
Baychhu watershed.
The plan that was de-
veloped by the watershed
management division and
the forest and park services
department was launched co-
inciding with World Forestry
Day and World Water Day at
Samtengang Central School in
Wangdue on March 22.
It was found that most
farm roads in the Baychhu wa-
tershed lack proper drainage
systems, leading to increased
erosion and landslides. Many
of the cross-drains installed
were non-functional appar-
ently due to undersized hume
pipes and absence of catch
pits.
During the rainy season,
the hume pipes get blocked
with debris causing overflow-
ing and leading to landslides.
Poor water management
and road design, incomplete
construction practices, lack
of drainage systems, leakage
from irrigation channels and
drinking water pipes, and lack
of storage tanks were also iden-
tified as causes.
An intensive network of
farm roads improperly con-
structed on steep slopes has
caused erosion and landslides
along agriculture lands, while
use of chemical fertilizers pes-
ticides and weedicides have
caused a decrease in agricul-
ture productivity due to loss of
soil nutrients, it is stated in the
IWMP. Human wildlife conflict
and forest degradation due to
forest fires and deforestation
were also attributed.
