TERMS OF REFERENCE
LITERACY COACH
1. BACKGROUND

The Government of Belize (GOBZ) has requested assistance from the Caribbean Development
Bank (CDB) in financing the scaling up of the Youth and Community Transformation (YCT)
project in at-risk communities in Dangriga and San Ignacio/Santa Elena. These communities are
challenged by, inter alia, increasing crime and violence, anti-social behaviour and limited access
to social services. The Youth Resilience and Inclusive Social Empowerment (RISE) project will
address these challenges by supporting the expansion of, and access to, existing social services as
well as the development and implementation of new services to reduce social exclusion among
youth and families in target communities. In the main, the RISE project will provide services to
enhance literacy and adaptive life skills, support community security and improve inter-linkages
as well as the sharing of best practices among participating agencies (PAs) working in those
communities. The project is being implemented through the Project Implementation Unit (PIU)
located within the Ministry of Human Development, Social Transformation and Poverty
Alleviation (MOHD). It is the Ministrys intention to apply a portion of the proceeds of the
financing to eligible payments under a contract for Literacy Coaches.

Engaging the surrounding communities and sustaining their active participation in programmes
and activities, to be developed and delivered in close collaboration with government ministries
and PAs, is critical to attaining project outcomes and sustaining the effective use of social
services during and after implementation. In this regard, the intervention will utilise the Project
Operations Manual (POM) incorporating a Community Participation Plan (CPP) and a Gender
Equality Guidance Note (GEGN) that were developed and are being operationalized under the
on-going YCT project.

2. OBJECTIVE

The overarching objective of this consultancy is to facilitate learning to at-risk and/or out-of-
school youths, ages 5 to 18, in interventional and remedial education classes.

3. SCOPE OF SERVICES

a. Prepare and facilitate lessons using various teaching methods, including Computer Assisted
Learning (CAL) programs;
b. Prepare quarterly work schedules;
c. Conduct testing for baseline data on students reading and math levels at the beginning and
end of each cycle;
d. Regularly monitor students, reading and math levels and evaluate programme performance in
reference to baseline data;
e. Motivate youth to believe in their capacity to learn and to take responsibility for their
learning;
f. Provide strong classroom management and small group teaching settings;
g. Develop and prepare educational and promotional materials;
h. Establish and maintain good links with partners and other relevant support services;
i. Provide quarterly reports on students performance and progress;
j. Participate in training in CAL and its use within the teaching plan regularly;
k. Attend required meetings and trainings;
l. Report any problems, incidents and concerns relating to the literacy/numeracy program; and
m. Perform other related work as required.

4. QUALIFICATIONS AND EXPERIENCE

The Literacy Coach should possess the following minimum qualifications:

a. Minimum academic degree: Associate in Primary Education;


b. Training in Pedagogy and Andragogy;
c. Minimum of five years teaching in a classroom at the primary school level;
d. Experience in teaching adolescence and adults;
e. Strong spoken and written communication skills and fluency in the English language;
f. Knowledge of Spanish and local dialects would be an asset.

5. REPORTING / SUPERVISION

The Literacy Coach will be supervised by the Director of the Organization where he/she is
placed, but will develop programs in consultation with the YCT Literacy Coordinator and
Literacy Unit (Cayo or Stann Creek) of the Ministry of Education. The administrative focal
point for the consultancy is the Project Coordinator of the YCT and RISE Projects at MOHD.

6. CONTRACT DETAILS

The successful candidate will be employed as a consultant on a contractual basis for a period of
one (1) year initially and renewable, based on a satisfactory performance appraisal.

The successful candidate-Literacy Coach will be based at the following duty station:
MOHD Office, San Ignacio Town; OR
MOHD Office, Dangriga Town.
