PROJECT HVT- is a massive and reinvigorated conduct of anti- illegal drugs operations targeting
illegal drugs personalities and drug syndicates.

PROJECT DOUBLE BARREL: RELOADED reinvigorated campaign adhering to the principles

of Managing Police Operations to ensure that operational lapses during the implementation of
Campaign Plan Double Barrel and Double Barrel Alpha will not be repeated. It is the conduct of
vigorious and unrelenting campaign against illegal drugs focusing on the clearing operations of
drug affected barangays and the accounting of HVTs. Focused on two-pronged approach

1. OPLAN TOKHANG: Revisited a practical and realistic means of accelerating the drive
against illegal drugs in affected barangays. It involves: a)revisiting of drug personalities who
have already surrendered; b) To conduct visitation led by the Unit Commander himself on drug
personalities who have not previously surrendered. All Oplan Tokhang Part 2 operations shall
be strictly done with Brgy. Chairman and/or Brgy. Officials (Pro`l/City/Municipal/Barangay
ADACs), Church leaders or representatives and shall be led by Unit Cmdrs.

2. OPLAN HVT Part 2 is the upper barrel approach which focuses operations against high value
targets as identified in the PNP Anti-Illegal Drugs Campaign Plan: Double Barrel Alpha.
