Vijayawada: Amidst growing
tensions in Godavari districts
over Mudragadas padayatra,
senior Congress leader and for-
mer MP V Hanumantha Rao
was forcibly shifted from East
Godavari to Vijayawada and
been detained in a private hotel
since Monday night.
V Hanumantha Rao was de-
tained by the police in Rajama-
hendravaram and later he was
taken to Kovvur, Eluru and -
nally to Vijayawada late on
Monday night.
Hanumantha Rao, who has
been strongly demanding for
the Kapu reservation, stayed
inside in a hotel room and made
it clear he would not go to Hy-
derabad. When police tried to
shift him to Hyderabad, he
made it clear that he would
commit suicide by jumping
from the third oor of the hotel.
He alleged that the police mis-
behaved with him.
If the police forcibly try to
send me to Hyderabad, I will
commit suicide by jumping
from the third oor of the hotel
room, said angry Hanumantha
Rao and added that he was nei-
ther a terrorist nor am anti-so-
cial element.
I have no intent to go Kir-
lampudi to join padayatra. I will
stay a hotel in Vijayawada as
long as I wish, he commented.

drababu Naidu, he alleged that

equipment for tests and treat-
ment.
Patients coming with heart re-
lated complaints to GGH would
undergo ECG and echo tests as
there was no equipment for
other investigations and the pa-
tients would be advised to get
further treatment at Guntur
General Hospital which has bet-
ter facilities for cardiac patients
to perform cardiac surgeries.
The GGH lacked equipment
like treadmill test, angiogram
and cath lab. Due to lack of
proper technician at treadmill
equipment that test was not pro-
vided at the GGH.
Poor patients with heart ail-
ments were forced to go to pri-
vate hospitals for treatment

Chirala became the national
taekwondo champion.
Shaik Rahamat Bashas father
is a tailor and to lend a helping
hand to the latter, he, too, started
tailoring to support his family.
Basha started practising taek-
wondo in 1996 in boys high
school, Chirala under the guid-
ance of Rashid. Though Rashid
was shifted to Guntur, he contin-
ued practice and later followed
the tips of his senior and friend
Salavuddin.
Last week, he went to Haryana
chasing his dreams and today re-
turned to Chirala as a champion.
Rahamat Basha wanted to be-
champion. He has no guidance
about how to prepare for it and
no money to support him during
tournaments, but friends helped
him to realise his dream.
His friends oered monetary
help to attend the Sixth Open Na-
tional Taekwondo Champi-
onship-2017 held in Faridabad of
Haryana, between July 21 and 23,
organised by the Defence Taek-
wondo Academy, Association of
Haryana Taekwondo and
Haryana Olympic Association.
It was his rst tournament out-
side Andhra Pradesh. Due to the
budgetary limitations, he trav-
eled without any one to assist in
the bouts. But he won the hearts
of locals after each match and at
the end he became the champion
of Open National Taekwondo

MW Bhadradri Thermal Power
Station (BTPS) in Manuguru
should also be completed on a

wanted works to begin on 4000
MW Yadadri Ultra Mega Power
project at Damaracherla and the
project should be completed
within 36 months. Since the
time limit for 720 MW plant in
Kothagudem expires by next
year, measures should be initi-
ated to set up 800 MW new
plant there. He clarified that no
matter, whatever may be the
pressures, power projects con-
struction works would not be
given to private parties. In this
context, the Chief Minister re-
minded that all the power gen-
erating projects and plants were
handed over to Public Sector
Undertakings and this policy
was being implemented with
commitment, dedication and to
the letter and spirit.
The Chief Minister expressed
satisfaction that the PSUs like
the BHEL and Genco are living
up to the expectations of the
government in setting up these
plants and generating power.
Since the PSUs are generating
power, it is ultimately good for
the people and it is possible to
give concessions to farmers and

measles elimination and Rubella
control by year 2020 and as part
of the eorts, Measles Rubella
(MR) vaccination campaign will
be conducted in all 13 districts of
Andhra Pradesh from August 1 to
September 8, said the Director of
Health and Family Welfare, Dr
Aruna Kumari, on Tuesday. She
said children from 9 months to 15
years will be administered one MR
vaccine injection.
She addressed a workshop or-
ganised by AP government in part-
nership with UNICEF and WHO
in a hotel on Tuesday. Addressing
on the occasion, she said measles
was one of the leading cause of
death among young children.
About 1.34 lakh children died in the
world including 49,2000 in India
alone due to measles, she said. She
said 95 percent children get immu-
nization with MR vaccination.
She said around 68,47,297
school children at 61,528 schools
would be administered with MR
vaccine initially. About 3,122 vehi-

cent). Between the two Censuses, mar-
riage has remained the biggest reason
for migration, dropping marginally to
49.35 per cent of all migrants in 2011
from 50 per cent in 2001. The number
of men saying they migrated either after
birth or with the household rose at a
slightly faster pace than women in 2001-
11: 207 and 74 per cent for the rst rea-
son and 199 and 54 per cent for the lat-
ter. Numbers dropped for both genders
reporting other reasons in 2001-11, but
it fell more for women (17.5 per cent)
than men (15 per cent).

BEING DENIED TREATMENT
Kota (Rajasthan): A seven-month-old sick tribal child,
carried 6 km on the shoulders by his relatives to a health
centre, died allegedly after being denied medical treat-
ment in Shahabad area of Baran district. Authorities,
however, dismissed the family's allegations, saying the
child, suering from pneumonia, was prescribed medi-
cines by a doctor who also asked them to get him admit-
ted to the CHC but they went home instead. According
to grandmother, Kosabai, the child, Sunny DeolSahariya,
was suering from cough and cold since Sunday. Yester-
day, Kosabai, accompanied by her husband and Sunny's
mother, Sumantabai, carried him on their shoulders to
the community health centre 6 km away from their vil-
lage Chorkhadi. They reached the CHC around noon
when they were informed that the doctor on duty had
left for home as his duty hours were over, she alleged.
When they reached the doctor's residence, he told them

the district hospital in Baran which is 80 km away. They
waited for sometime, hoping to arrange an ambulance
to the district hospital but were unsuccessful. They even-
tually started for their village to arrange money to reach

died in their arms. They had to carry his body back to
the village on their shoulders as they could not nd an
ambulance, she alleged. Chief Medical and Health Ocer
Baran said that after the matter came to light, he sent
Deputy Chief Medical and Health Ocer Rajendra
Meena to the spot this morning to probe the incident.
Meena claimed that when the family approached the
doctor, Ashok Meena, at his residence, he prescribed the
child medicines and asked the family to get him admitted
to the CHC, the Deputy CMHO said. However, the family
members, instead going to there, went straight to their
home. The child was suering from severe pneumonia,
Meena said. He said the statements of the family mem-

C risil has estimated that banks would need to take a 60 per
cent haircut, worth Rs 2.4 lakh crore, to settle 50 large
stressed assets with debt of Rs 4 lakh crore, under the process of
National Company Law Tribunal under the Insolvency and Bank-
ruptcy Code in FY 2018. It will certainly have a dent on the prot

come out with a proposal of increase in capital infusion over and

I
ndian household savings pat-
terns have been witnessing
some massive structural
shifts of late. Households in India
have historically been quite risk-
averse and wary of investing their
savings in risky assets. A pursuit
of safe bets has always driven In-
dia towards making investments
in unproductive assets like gold.
This pattern is slowly changing
over time, especially since de-
monetisation in November 2016.
In the last decade and a half
ending March 2016, as the GDP
grew from Rs 0.23 lakh crore to
Rs 1.36 lakh crore, household sav-
ings as a ratio of GDP had fallen
from 22 per cent to 19 per cent.
At the same time, nancial sav-
ings as a percentage of household
savings has fallen from 45 to 40
per cent. Thus, not only had
household savings been falling,
the rate of nancial savings as a
proportion of overall savings was
also coming down. The allure of
physical assets had been increas-
ing.
However, post demonetisation,
a non-linear shift towards savings
in nancial assets has been no-

I n 2016, as many as 96.5 per
cent of rural elementary gov-
ernment schools had toilets, but
more than one in four (27.79 per
cent) were dysfunctional or
locked, according to data col-
lected for the Annual Status of
Education Report (ASER). Only
about 68.7 per cent of schools
had working toilet facilities for
students.
In 2016, the ASER survey was
conducted in 589 of 619 rural
districts, and surveyors visited
17,473 schools. ASER has been
collecting data on water and
sanitation infrastructure in
schools since 2009.
The proportion of schools
with toilets increased 7.43 per-
centage points from 2010 to
2016. Functional toilets have in-
creased 21.45 percentage points
in the same period. But the rate
of progress is now slowing, and
government agencies do not col-
lect data on usable toilets.

The ministry has taken actions like prema-

against 381 civil services ocers, including 24
from the Indian Administrative Service (IAS)
ocers, for being non-performers and allegedly
being involved in illegal activities, he said.
It highlighted these measures in a booklet
titled '3 years of sustained HR initiatives: Foun-
dation for a new India' and in a presentation
made before Prime Minister Narendra Modi
recently.
"To ensure accountability of bureaucracy,
the government has made probity and perform-
ance the twin pillars on which good governance
rests," the booklet said.
Strict action has also been initiated against
ocers on foreign postings who were continu-
ing on such assignments beyond their approved
tenures, it said.
"These strict measures have gone a long way
towards inculcating a sense of discipline and
accountability in the bureaucracy and have sent
a message to employees to either perform or
perish, while having a positive impact on the
performing workforce," the ministry said.
It said the records of 11,828 Group A ocers,
including 2,953 all India services like the IAS,
the Indian Police Service (IPS) and the Indian
Forest Service (IFoS), were reviewed.
The service records of 19,714 Group B ocers
were also reviewed to eliminate the deadwood
and the corrupt.
In the presentation before the prime minis-
ter, the ministry said action was taken against
381 bureaucrats.
A total of 25 Group A ocers, including one
IAS and two IPS, and 99 Group B ocers were
prematurely retired by the government, the
ministry said.
As many as 21 civil servants, including ten
IAS ocers, deemed to have resigned, it said.
The penalties like dismissal, removal or com-
pulsorily retirement and cut in pension was
imposed on 37 Group A ocers that included
ve from the IAS.
In addition to this, 199 Group A ocers, in-
cluding eight from the IAS, were penalised on
remuneration, it said.
The ministry, while highlighting its initia-
tives, said there was "visible demonstration of
the will of the State in punishing wrongdoers".

on Tuesday reported its smallest
prot in 18 quarters as the price

liance Jio led to a massive 75 per
cent fall in its April-June earnings.

of 2017-18, at Rs 367 crore, was
74.9 per cent lower than the year-
ago period, and the company

improve your three-year-old tod-
dler's ability to recognise and fol-

new evidence that children start
to learn about some aspects of
reading and writing at an early
age.
"Our results show that chil-
dren begin to learn about the sta-

ters appear together less often,
before they learn how letters rep-
resent the sounds of a language,"
said study co-author Rebecca
Treiman.
An important part of learning
to read and spell is learning
about how the letters in written
words reect the sounds in spo-
ken words.
They analysed the spellings of
179 children from the United
States aged three years, two
months to ve years and six
months, who were pre-phono-
logical spellers -when asked to
try to write words, the children
used letters that did not reect
the sounds in the words they
were asked to spell, which is
common and normal at this age.
The older prephonological
spellers showed more knowledge
about English letter patterns
than did the younger prephono-
logical spellers.
The ndings are important,
Treiman said, because they show
that exposure to written words
during the three-to-ve-year age
range may be important in get-
ting children o to a strong start
with their reading, writing and
spelling skills.
"Our results show that there is
change and improvement with
age during this period before
children produce spellings that
make sense on the basis of
sound." Treiman said.
It opens up the possibility that
educators could get useful infor-
mation from children's early at-
tempts to write- information
that could help to show whether
a child is on track for future suc-
cess or whether there might be a
problem, he explained.
The research appears in the
journal Child Development.

huge reservoirs of water trapped under
the surface in the form of volcanic 'glass
beads', which could be extracted and used
by astronauts in future lunar colonies, sci-
entists have found. A new study of satellite
data found that numerous volcanic de-
posits distributed across the surface of the
Moon contain unusually high amounts of
trapped water.
The nding of water in these ancient
deposits, which are believed to consist of
glass beads formed by the explosive erup-
tion of magma coming from the deep lunar
interior, bolsters the idea that the lunar
mantle is surprisingly water-rich. Scien-
tists had assumed for years that the inte-
rior of the Moon had been largely depleted
of water and other volatile compounds.
In 2008, researchers detected trace
amounts of water in some of the volcanic
glass beads brought back to Earth from

Training (DoPT) has been instructed to
put up a proposal on the induction of
outsiders in the middle rung of min-
istries that deal with economy and in-
frastructure.
Instructions have come from the
Prime Ministers Oce to prepare a
broad outline of modalities for selecting
private individuals for appointment in
the ranks of deputy secretary, director
and joint secretary. The move was in re-
sponse to a central government stang
policy paper where the DoPT had indi-
cated a huge shortage of ocers in the
middle management level.
In 2005, the second Administrative
Reforms Commission (ARC) recom-
mended an institutionalized, transpar-
ent process for lateral entry at both the
Central and state levels.
Issues
Stagnation in bureaucracy means

cratic functioning. Historical data
suggests there is a 53% chance that
an IAS ocer is transferred in any
given year. As a result, political loy-
alty rather than professional quali-
cations often represents an alter-
native path to success.

isting structure also needs an overhaul-
ing to remove known stagnation.
India civil services portray all the 10
characteristics of Weberian Ideal bu-
reaucracy. For example hierarchy, a di-
vision of power. Reforms are the need of
the moment, internal and external, an
insulation from pressure from the polit-
ical executive, lateral entry and more
mechanisms to ensure accountability,
neutrality and transparency.
Need for lateral entry
In a 21st century economy, a quarter
century after liberalization, that
means the need for specialized skills
and knowledge to inform policy-
making and administration is more
important than ever.
The rst ARC had pointed out the
need for specialization as far back as
in 1965.
The Surinder Nath Committee and
the Hota Committee followed suit in
2003 and 2004, respectively, as did
the second ARC.
While there is a higher chance of jun-
ior ocers who have acquired spe-
cialized knowledge and skills gaining
much-prized Central government
postings, there is no correlation be-
tween the postings and their area of
specialization. That correlation
comes into existence only at a late-
career stage. Political interference
and the use of transfers as carrot and
stick further complicate the picture,
often making it dicult for bureau-
crats to stay in a posting long enough
to gain relevant expertise. Thus the
need for lateral entry.
Australia, Belgium, New Zealand,
the UK, the Netherlands and the US
identify specic senior positions that
are open to appointments from a
wider pool of civil servants as well
as private-sector executives with rel-
evant domain experience. Lateral
entrants bring their own work cul-
ture, and this enables renewal and
adaptation in government organisa-
tions.
Lateral entrants could also induce
competition within the system.
When civil servants are made to
compete with outside talent, the
lethargic attitude will diminish. So
the prospects of lateral entry will al-
ways propel overall eciency.
Civil servants should also be encour-
aged to move out and work for dier-
ent sectors on a short-term basis to
enrich their knowledge and enhance
their motivation and eciency.
Shortfall in numbers
There is an overall 20% shortfall of
IAS cadre ocers alone in 24 state
cadres. The Baswan Committee
(2016) has shown how large states
such as Bihar, Madhya Pradesh and
Rajasthan have a decit of 75 to over
100 ocers and their unwillingness
to sponsor ocers to go to the Cen-
tre on deputation is understandable.
Lateral induction is, therefore, a
small step towards essential house-
keeping in central government
stang and ought to be supported.
Target oriented
Outside talent from the private sec-
tor is more likely to be target-ori-
ented, which will improve the per-
formance of the government. Also,
more competition will encourage ca-
reer civil servants to develop expert-
ise in areas of their choice.
Improved
governance
The conventional wisdom on lateral
entry is that it infuses fresh energy
and thinking into an insular, com-
placent and often archaic bureau-
cracy. It enables the entry of right-
minded professionals and the
adoption of best practices for im-
proving governance.

It is both a workaround for the civil
services structural failings and an
antidote to the complacency that can
set in a career-based service.
The second ARC report points out
that it is both possible and desirable
to incorporate elements of a posi-
tion-based system where lateral en-
try and specialization are common.
Other areas of reform
The advent of big data provides a
natural opportunity to use metrics
on ocers performance in the eld
to inform promotion and retention
decisions. Seniority, after all, is a
blunt instrument for deciding who
gets promoted and who does not.
The government should consider the
proposal that ocers deemed unt
for further service at specied career
benchmarks be compulsorily retired
through a transparent, uniform sys-
tem of performance review.
Third, the government might con-
template allowing IAS ocers to
work more closely with their home
states. Although Indias founders
chafed at the prospect that ocers
be too closely linked with their state
of origin for fear of elite capture,
this issue could be revisited for fur-
ther consideration.
Finally, it is imperative that the
Central and state governments in-
stitute safeguards to protect against
arbitrary, politically motivated
transfers and postings of civil ser-
vants. Despite judicial prodding,
most states have stalled on such
moves.
Disturbed balance:
The proposal for lateral entry at sen-
ior decision-making levels, besides
increasing the disconnect between
policymaking and implementation,
will also result in inequitable sharing
of the benets and burdens of gov-
ernment service, with permanent
civil servants left to bear the burden
of humble implementation and
lateral entrants getting access to
glamorous policymaking posi-
tions, without having roughed it out
in remote and rural India in the
rough and tumble of Indian democ-
racy.
While there would certainly be a
beeline for lateral entrants to join
top policymaking positions, there
would be no such great desire to
serve the country at the ground level.
Previous experiences:
While there may be exceptions, the
experience of inducting private-sec-
tor managers to run public-sector
enterprises is not particularly satis-
factory. Whiz-kids from the private
sector who ran Air India, Indian Air-
lines and Vayudoot proved to be fail-
ures. Clearly, performance is vitally
inuenced by the enabling environ-
ment and the best managerial capa-
bility cannot deliver results in an ad-
verse operating environment. A
major part of the disillusionment (if
any) with civil servants can be attrib-
uted to this enabling environment
where innovation and risk-taking
have been at a heavy discount.
Deters the available talent
The best talent can be attracted only
if there is reasonable assurance of
reaching top level managerial posi-
tions. This is true for government
service as much as the private sector.
Any dilution of the potential horizon
for growth would discourage com-
petent and motivated people.
By suggesting a contract-based sys-
tem for positions of joint secretary
and above, the signal would be sent
out that only mid-career positions
would be within reach in about 15-18
years of service and there would be
considerable uncertainty about ca-
reer progression thereafter. Coupled
with unattractive salary scales and
non-entitlement to dened pension
since 2004, this would become a po-
tent trinity to deter talented persons
from aspiring to civil service careers.
Discontent among
the government personnel
Large-scale lateral induction would,
in fact, amount to a vote of no-con-
dence in the government personnel
management system, rather than in
the highly dedicated, motivated and
talented ocers who have chosen to
join the civil services.
Diculty in
assessing performance
The diculty in measuring perform-
ance in government is another ob-
stacle to be reckoned with. It is not
easy to assess the performance of a
secretary to the government, given
the sheer complexity and amor-
phous nature of the job.
The induction of lateral entrants
would not by itself suce for better
performance orientation and en-
hanced accountability. It would be
as dicult to measure the perform-
ance of lateral entrants as it would
of career civil servants.
and nurtures talent from within instead
of seeking to induct leadership from out-
side. Any failure in this matter is prima-
rily a failure of the system to identify and
nurture talent at the appropriate stage.
For this, the remedy lies not through lat-
eral induction but through more rigor-
ous performance appraisal and im-
proved personnel management.
In this context, the government
could contemplate hiring outside
talent to head certain pre-identied
mission-mode projects and public-
sector entities where private-sector
expertise could be invaluable like
in the case of Nandan Nilekani and
Aadhaar. Similarly, leadership posi-
tions in large infrastructure projects
could be lled through open compe-
tition between civil servants and
market talent.
The recruitment and service rules
for such posts have to be clearly de-
ned and made incentive-compati-
ble, and the processes managed
transparently. A credible statutory
agency like the Union Public Service
Commission or an autonomous
agency like the Bank Board Bureau,
established to hire heads of public-
sector banks, should be entrusted
with the responsibility of recruit-
ment.
All this, coupled with competition
among both serving bureaucrats and
market participants, would help
avoid many of the aforementioned
pitfalls associated with general lat-
eral entry. Further, this would be in
line with the lateral entry strategy
adopted by more developed parlia-
mentary democracies like the UK.
Such an approach would have to be
complemented with liberalised
norms that allow civil servants to
work outside government with
multilateral agencies, nonprots and
corporations for short periods. By
enabling exposure to market prac-
tices and fresh ideas, this, as much
as infusing outside talent into gov-
ernment, is likely to help achieve the
objectives of lateral entry itself.
Conclusion
Indias civil services need reform.
There is little argument about this. In-
ternal reformssuch as insulation from
political pressure and career paths
linked to specializationand external
reforms such as lateral entry are com-
plementary, addressing the same de-
ciencies from dierent angles. In order
to bring in the reforms, there are some
supporting conditions that are neces-
sary: First, political commitment for the
reforms is essential. Second, the involve-
ment of IAS ocers in the change
process from the very beginning can ac-
celerate the process.
Expected Questions
The Indian bureaucracy requires ur-
gent reforms. Critically analyze.
The Prime Ministers Oce has re-
cently instructed DoPT to prepare a
proposal for later entry into min-
istries dealing with economy and in-
frastructure. Discuss the need of lat-
