NHAI Awards Contract for 4-Laning of Panchkula-Yamunanagar Section of
NH-73 (new NH-344) in Haryana.

The National Highways Authority of India (NHAI) has issued Letter of Award (LOA)
for development of following section in the state of Haryana under NHDP Phase-III:

industrial centres of Haryana. Development of Panchkula-Yamunanagar Section from km
157.192 to km 176.400will improve connectivity to various villages and towns and confer boost
to the economy of the area by way of providing access to various places of business and tourist

Gammon Infrastructure Projects Ltd has informed BSE that the Company has received the letter of
award for the Four Laning of UP/Haryana Border - Yamunanagar - Saha -Barwala - Panchkula
section of NH -73 from km 71.640 to km 179.249 (total length - 104.77 km) in the State of Haryana
from the National Highways Authority of India (NHAI) on design, build, finance, operate and
transfer (DBFOT) toll basis.

The project cost, as estimated by NHAI, is Rs. 934.93 crores. The Company will receive a grant
of Rs. 279 crores during the construction period of the project.

The concession period of the project is 22 years, including a construction period of 2.5 years.

The existing 108 km long stretch of NH-73 (New NH 344) between Panchkula to
Yamunanagar connects Haryana to state of Uttar Pradesh and passes through Barwala,
Sahjadpur, Saha, Jagadhari cities. This highway passes through Khol-hi-raitan wild life sanctuary
at two section from km 175.350 to km 176.00 & 177.090 to km 177.500 and leads to Saharanpur
and Roorkee.

The project has been divided into three packages. Package-I and Package-II have already
been awarded on EPC mode. The balance length of 19 km has now been awarded on EPC mode
which starts from km 160.356 near Barwala town and ends at km 179.249 at Panchkula. The
project would be completed in 24 months from the date of commencement of the project.

It will have 4 major Bridges, 3 major Junctions, 25 minor Junctions, 1 Flyover, 1


Vehicular Underpass, 1 Pedestrian Underpass, 2 Overhead Bridges for crossing, 10 Bus Bays
and 9 km long service road on both sides.

National Highways Authority of India (NHAI) and Gammon Infrastructure subsidiaries


have mutually agreed to terminate the concession agreements signed between them for
two road projects to be undertaken in Haryana and Odisha.
The major reason pointed out for the termination of contract between the companies
was the lack of land clearances for both the projects, because of which the work on the
projects was getting delayed, despite of them being awarded in the year 2012.
NHAI was trying to get the requisite clearances, but the time taken for the land
clearances was stretching too long and nothing was working out in favour of the project,
which resulted in mutual termination of the concession agreement between the
companies.
NHAI had awarded the two road projects to Gammon Infrastructure subsidiaries in the
year 2012, which included
i) four laning of Haryana/Uttar Pradesh border of Yamunanagar-Saha-Barwala-
Panchkula section
ii) upgrading of Birmitrapur Barkote section of Odisha
Yamunanagar-Saha-Barwala-Panchkula section
The Yamunanagar-Saha-Barwala-Panchkula section road project involves four laning of
the section upto Haryana/Uttar Pradesh border on NH-73, a total length of 108 km
under NHDP Phase-III on BOT basis. The total cost of the project is Rs 1,376 crore.
This road project was awarded to an SPV floated by Gammon Infrastructure Projects
named Yamunanagar Panchkula Highway.
On 30 July 2012, Yamunanagar Panchkula Highway and NHAI had signed a
concession agreement for the project.
NHAI gave the Letter of Award (LoA) to Yamunanagar Panchkula Highway on 26 March
2012. The concession period for the project was 22 years, including a construction
period of 2.5 years.
On 14 March 2014, NHAI and Yamunanagar Panchkula Highway signed an agreement
to terminate the contract.

Due to inordinate delay in grant of necessary approvals for diversion of forest


land, the concessionaire of the project has issued notice to NHAI for closure
of the project, citing reasons of uncertainty in obtaining approvals, non-
availability of land and escalation of cost of construction material, rendering
the project unviable,

he Gammon Infrastructure and NHIA have stopped the concession pacts for two road projects because of the lack of
land clearances. The 2 projects allotted to Gammon in 2012, consists of the Yamuna agar Panchkula project in
Haryana and the Birmitrapur Barkote project in Orissa.

Gammon Infrastructure informed that the terminations were done by the mutual thinking between NHAI and Gammon
Infrastructure.

The concession agreement on the four-laning of the UP/Haryana border Yamunanagar-Saha-Barwala- Panchkula
section of 71.64 km to 179.249 km was signed in July 2012. The complete cost of this project was Rs 1,375 crore and
NHIA permit Rs 279 crore. While the concession agreement of the Birmitrapur-Barkote section of NH 23 (211.20 km
to 336.81 km). The total cost of this project was Rs 1,000 crore and NHIA permit Rs 311 crore.

As per the senior official of Gammon the company has achieved financial closure on both the projects. While the line
of credit for the Yamunanagar Panchkula project was to the tune of Rs 950 crore and for other project it was Rs 500
crore.

An official says that they realized the time taken for land clearance is too long. NHIA was also working to get those
land clearance but nothing goes right for this project they mutually decided to end the concession agreements.

As per the industry source these projects may come again for re biding when NHIA gets the land clearance.
The share price of Gammon Infrastructure Projects was 1.59 percent in Bombay Stock Exchange.

The four-laning of 105-km stretch of National Highway-73 from Yamunanagar to Panchkula has been approved by
The State Wildlife Board (SWLB).

The NH-73 of 19.21-km, falls in the Khol Ki Ratan Wildlife Sanctuary and within the eco-sensitive zone (ECZ) of the
sanctuary.

As one of the two toll plazas falls in the ECZ of the said sanctuary, the stretch is a major roadblock in the execution of
the project. The concessionaire has to acquire loan to make the highway against the toll plazas and the banks have
reportedly refused granting loan.

Satpal Kaushik, a senior Congress leader said , Granting the approval to the stretch of the NH-73 falling in the
sanctuary area, the Haryana Government has proved that it is not biased against any area of the state.
