Dear Mr. Anoso,

After exhausting many possibilities, we regret to inform you that Engineering and
Development Corporation of the Philippines (EDCOP) is respectfully begging off from this
Assessment and Remediation of Existing Structures for Angat Dam.

Much as the Project is of great interest to EDCOP to participate in considering our


involvement as a firm and that of our key staff in this multi-purpose facility circumstances
and some of the basic requirements of the consulting services, we believe are beyond our
capability, much less to our control.

We have endeavored to come up with a responsive, effective and yet efficient plan for the on-
site physical and geological assessment of the power tunnel, penstock and the tailrace tunnel,
seeking guidance from international associates and other experts in underwater surveys
(tunnels, underground facilities and harbor, underwater installations), including the use of
robotics and remote operate vehicles (ROVs). After almost a month of queries and research,
we have concluded that we cannot take on full guarantee on the accurateness of
investigation/assessment results and rather, pass them on to more qualified and more
reputable underwater surveyors.

We thank you and appreciate the opportunity to participate in this endeavor. It is also our
hope that should there be other areas where our firms technical expertise and vast knowledge
of the Angat Hydropower complex are needed you will not hesitate to call on us.
