Customer Pre-Qualification Program


In light with DEWA strategic objective provide better customer proposition and based on the
brainstorming session conducted in 9th November 2015 with Infrastructure Information& Permits (II&P)
customers. II&P is delighted to launch the customer prequalification program.

The aim of this initiative is to bridge the knowledge and communication gap with customers whoever seek
II&P services.

Therefore, II&P hereby advise all customers/companies to nominate their professional representative(s) for
the aforementioned initiative. II&P is ready to receive the official nomination letters endorsing your
nominees name(s), total years of experience, years of experience in Dubai, designation and one page only
of his/her resume.

Receiving official nominees commences in 12th December 2016 and will be closed in 5 February 2017.

You are highly urged to nominate only professional representative(s) who have the rigorous knowledge of
II&P technical requirements and processes pursuant to the below criteria.

You are urged to nominate your representatives who attended the training sessions conducted by II&P in
the last two years.

This initiative is compulsory which will include all the customers whosoever seek II&P approvals.

Customer prequalification program consists of the following phases.

Criteria for the first phase of the program


Approval of the nominated candidates will be subject to 20 minutes interview to test the candidates
knowledge toward:

A. Infrastructure NOC Technical Manual.


B. Infrastructure NOC Submission Guidelines.
C. general knowledge of II&P requirements and NOC Business processes.
D. Technical knowledge in Utility Services in relation with NOC along with site condition.
E. TS&C (Technical Services &Coordination) relevant work as per TS&C Guidelines:
Infrastructure Project Completion Certificate.
Infrastructure Project As-built Approval.
Material Sample Approval (HV Cable Diversion & Betterment Work).
Material Specification Approval (HV Cable Diversion & Betterment Work).
Estimate for HV Cable Diversion.
Bill of Quantity for DEWA future Ducts approval.
Electrical Sub Contractor Approval for cable diversion work.
1. The proposed candidates will be interviewed by a panel from II&P starting from 19 December 2016,
the date, time and venue will be notified in due course.
2. Candidates who failed to pass the interview will be granted one more chance only to have another
interview, the date and time to retake the interview will be notified.
3. Once the interviews for all customers completed, all the approved representatives will be granted a
free of cost identification card entails all the details about him/her and the company too. Approved
customer representative should bring their identification cards for every visit to II&P.
4. The custody of the granted cards is the sole responsibility of the approved representative.
5. The approved representatives will be the sole party authorized to approach II&P department.
6. The first approval granted by II&P to the nominated representative(s) will be valid for one year,
revalidation of the approval will be subject to the customer representative performance track
records.
7. In order to promote the knowledge and improve the representatives performance II&P is conducting
regular training sessions (free of cost) to all the representatives. Attendance of these training sessions
is compulsory. Attendance of these sessions will be considered during revalidations.
8. Customers site staff are not authorized to directly approach II&P for any kind of discussion including
the technical discussions pertaining to site issues without approaching their approved
representative(s) for close review of the case to ensure compliance with DEWA/II&P requirements.
If in the opinion of the approved representative(s) technical discussion is required with II&P.
The approved representative should send an email to request a meeting 24 hours before the
date of the proposed meeting (with exception of the emergency/critical cases, which should
be evaluated by II&P manager(s)). In all cases the approved representative MUST attend the
requested meeting.
9. To maintain professionalism, the performance of the approved representatives will be subject to
close monitoring and evaluation, to figure out the qualified and non-qualified representatives.
10. The customer/company is free to replace their approved representative(s) at any time, in order for
the new nominated representative to start his/her tasks, he/she should first pass II&P interview as
mentioned above.
11. Any approval granted by II&P does not prejudice II&P rights to halt and withdraw the approval(s) at
any time from the approved representative(s) due to his/her unprofessional performance or
unacceptable attitudes. Withdrawing such approval will be officially notified to the concerned
company.
12. Starting from 16th July 2017 II&P will deal with approved representatives only.

Customer prequalification program will boost II&P industrious endeavors to offer its services swiftly to meet
DEWAs customer satisfaction.

Therefore, it is compulsory for customers/companies to adhere to all the aforementioned requirements


within the stipulated time.

Criteria for the second phase of the program


II&P planned second phase of this program to create an automatic evaluation system to evaluate customers
and representative(s) performance. The commencement of the second phase will be officially notified to you
alongside with its details in due course.
