Abstract
It was ever known of Man his ambition and constant development to
obtain high positions both in social and occupational life. This interest is
the basic thing to obtain wanted administrative. The policy of promotion
is followed by organizations to reduce the average of positions transfer
between organizations by providing them with trained and experienced
human resources.
The policy of promotion and transfer of the employees to provide these

organizations with real needs if human resources to avoid the problems
effecting the performance of employees which reflect completely on the
performance of the organization.
The researcher attempts to find out solutions for this issue, so this study
tackles its topic in four chapters, first includes two researches. First
research tackles Promotion and includes the concept of promotion, its
definition, significance, consideration that must be taken in putting the
policy of promotion, chances of promotion, programming of promotion,
conditions of promotion, benefits of programmed promotion, principles
of promotion and problems of promotion organization. Transfer, its
definition, need for transfer, purpose of transfer, benefit of transfer,
causes of transfer, types of transfer, principles of transfer and its basic
factors.
Second research tackles Performance. It includes introduction,

historical background to evaluate and measure performance, performance
management operation, characteristics of successful performance
management and usage of performance management.
The study also tackles the employee's performance:

It includes introduction, concept of employee's performance evaluation,
significance of performance evaluation, problems and challenges of
performance evaluation, methods required to deal with performance
evaluation problems, factors requires to evaluation performance, purpose
of evaluation performance, who is responsible for evaluating
performance, level of evaluating, method of evaluation and applied
standards, characteristics of appropriate standards of performance, testing
personal according to evaluation result, who officials are informed with
the evaluating results, management and application of evaluation results,
aims and field of applications of performance evaluation results, petition

to performance results, usage of evaluating results, success factors for
performance evaluating system, system evaluation, advices to develop
performance evaluation, mistakes occurred during the evaluation by the
supervisor, training evaluators, method of preparation of the performance
reports, factors of success of the performance report and the usage of
performance report.
The second chapter includes two researches, first tackles the

methodology, and second tackles a description for the society and sample
of the study and statistical methods used in the study.
The third chapter includes a presentation, analysis and explanation of the

results.
The fourth chapter includes two researches, first tackler the conclusion
and second tackles the recommendations.
