government of change.
There is a clearly visible,
overwhelming euphoria over the
prospects of incoming Jacinda
Ardern-led government being a true
government of change.
The euphoria is written all over the
mainstream and social media.
And those in mainstream media
who are not subscribing to this
euphoria of change (read Mike
Hosking) are facing social media
trolling for their seemingly over-
indulgent views of resisting the
change in the government.
Probably Mike Hosking is
suffering from a myopic vision,
where often one gets too obsessed
with what one is able to see very
closely and lives in fear of the
unknown of what it is unable to see
clearly.
It is time for Mike Hosking
and other disgruntled political
commentators to move on and accept
the change of the government.

rebellion is an absolute farce.

Ms Ardern has every right to bring new ideas,
vision, and the new direction in the way to run
New Zealand for the next three years (and after
if New Zealand electorate would choose that
next time when they get a chance to vote for
the government.)

ew Zealanders are being warned in
advance about the winds of change
coming their way, possibly at a
whirlwind speed, in the first 100 days of the
Jacinda Ardern led new government.
There is an unmistakable sense of urgency
in the comments, speeches, and body language
of Prime Minister Jacinda Ardern and the key
members of this new incoming government
about the possible changes in the direction of
the government within the first 100 days.
According to Ms Arderns own admission, the
new government would act fast to implement
the Labour Partys families package, tertiary
education policy and the minimum wage
increase.
Here are explanations of few major policy
areas that this government intends to act
expeditiously in the first 100 days.
Minimum Wage Increase
The incoming government has already
announced that it will raise the minimum wage
from $15.75 an hour to $16.50 next year, and
then to $20 by April 2021.
The decision has been widely welcomed
by trade unions and workers unions, although
raising some concerns in the business
community and among farmers about meeting
higher costs.
Experts are not unanimous on the realistic
impact of this decision on the efficacy of
running businesses profitably and funding the
additional cost of the increase in wages.
Tax Breaks for small business
Immediately after announcing an increase in
the minimum wages, the incoming government
businesses to bear the cost of an increase in
minimum wages without affecting the viability
of businesses. This consideration has given
some strength to the naysayers of increase in
minimum wages, though its very early days to
draw any conclusion. But its not yet clear if
this will surely be looked into in the first 100
days of the government.
Housing
Housing is one area where this government
intends to move very fast, although Prime
Minister has sought to rationalise the huge
expectations set earlier by their partys election
promise of building 100,000 affordable houses
in the next 10 years.
Local MP from Te Atatu, Phil Twyford has
been appointed as the Housing Minister, and he
has already announced a commitment to start
building Kiwibuild houses as soon as possible.
Earlier today, Twyford has revealed to the
Herald the first in-depth details of the incoming
Governments new $2 billion KiwiBuild
scheme, explaining how 100,000 new
residences will be built in the next decade.
Healthy Homes Guarantee Bill
The incoming government would be passing
the healthy homes guarantee bill, which will
require all rentals to be warm and dry.
Its not yet clear how homeowners would
plan to bear this additional cost, if any, without
sharing the burden with the tenants.
Families Income Package
As a commitment to Labours families
income package, the incoming government
would be scrapping off the already legislated
$2.2 million Tax cut.
Best Start payment for families with babies
and toddlers.
The Family package calculator on the Partys
website reveals that families on lower annual
household incomes of $65000 with one child
between 3-12 year would be eligible for only
$1 per week.
A family on an annual income of $50000
with one child (between 3-12) would be eligible
to get $44 per week ($2,302 every year) and the
same family with two children would be getting
$71 per week ($3696 every year).
Baby Boost
All parents will receive $60 a week for each
child in their first year, once paid parental leave
had ended.
For those families earning less than $79,000
a year, the payments would continue until the
child turned three and will begin to abate at a
rate of 20.8c/$1 above the threshold.
The paid parental leave would be extended
from 22 to 26 weeks starting from July 1, 2018.
Education
The incoming government plans to
immediately intervene to realise their election
promise of free tertiary education by 2021 with
making the first year of free from January 1,
2018.
This will be for domestic tertiary and
returning students (international students would
not be eligible for this waiver).
Increase student allowances and living cost
loans by $50 a week from January 1, 2018 (only
domestic students are eligible).

Mr Twyford revealed to the NZ Herald the first

new $2 billion KiwiBuild scheme, explaining
how 100,000 new residences will be built in the

in the housing market will be addressed by
changing immigration laws

Union supported groups demand
return of deported Indian students

I
n a move that could easily be termed as
the first litmus test of the new Labour-led
government, Union supported groups are
raising demand for the return of the deported
Indian students.
Migrant Worker Association the group
at the forefront of leading several public
protests earlier in the year including the one
at the Unitary Church in Ponsonby, Auckland,
where deported students had sought refuge
for some time against executive orders of the
then government, is organising a public event
on Sunday, October 29, calling upon the new
Labour-led government to allow return of those
deported students back to NZ.
Let us unite in solidarity with our unfairly
deported students to demand their return to New
Zealand, the Migrant Worker Association said
in a press release about the event on Sunday.
At that time the Labour party was fully
supportive of those deported students with
former Labour Leader Andrew Little, and
then Kiwi-Indian List candidate Priyanca
Radhakrishnan (now MP) visiting students
in Church to offer their solidarity with the
students.
The Party had then promised to conduct a full
investigation into the unfair deportations when

mmigration Lawyer Alastair McClymont
who has been arguing the case of several
Indian students deported earlier this year,
with the Immigration New Zealand (INZ)
believes that the new government needs to be
told early on about the student deportation issue
before the civil servants at INZ could influence
the decision making of the new government.
Mr McClymont was speaking with The
Indian Weekender on the plans of a protest
organised by Union supported group Migrant
Worker Association on Sunday at the Unitarian
Church, Ponsonby Auckland.
IWK: Are you aware of the protest event
planned on this weekend by the Mi-
grant Worker Association demanding
the return of deported Indian students?
Mr McClymont: Yes, its even more than that.
As you would be aware that there is a group
of students who took sanctuary in the church
asking the government to get involved in the
student fraud issue in which they got caught up
on. There were a lot of Labour and Green MPs
and other politicians who provided support.
Now that there is a change of government, the
people who were involved in the protests are
starting the campaign again, asking the new
government to get involved and do something
not only for students but also to deal with
bigger issues that caused these problems in the
first place. I mean to say not just student visa
but also worker exploitation, family residence
visa application, family reunification issues... a
whole lot of immigration issues.
IWK: Any reason for being so quick in
raising the demand again with the new
government?

been at the centre of public attention and the
national political scene from mid last year

Immigration Lawyer Alastair McClymont,
who has been arguing with the Immigration

Mr McClymont had then said it is far from
over.
He had then filed a complaint to the
Ombudsman about how the students characters
were assessed with a specific emphasis on their
case that the students were not aware of what
their agents submitted on their behalf.
The complaint is still with the Ombudsman
and Mr McClymont is confident that an early
reminder to the new government is the right
thing to do for the best interest of those deported
students.
There seems to be an expectation that several
MPs of the Labour and Green Party who had
previously supported students would be in
attendance at the event on Sunday at 3 p.m. as
now is the time for action on the promises made
to deported students.

Mr McClymont: Very much so, because the
Labour and Green MPs at that time have been
saying that the previous government did not
show any humanitarian concern towards the
migrants. The danger really is that once the
new government settles in the office, the civil
servants will get their ear in and try to influence
decision making. So its important that the
new Minister of Immigration and the new
government knows very early on, that the people
are listening and they want accountability, and
they dont want civil servants to take control
and dominate the new government.
IWK: How confidants are you that the
new government would be intervening
immediately resulting in the return of
deported students?
Mr McClymont: At the time when students
took sanctuary in the Church, they were visited

t was a first for the Garden Citys
Diwali celebrations organised
every year by the city-based
Indian Social and Cultural Club
(ISCC).
A Mallakhamb troupe from
Mumbai, comprising of Mr Rajesh
Amrale, Mr Rajesh Mudki and Mr
Abhishek Maurya, performed in front
of more than 10,000 people, with the
wider community mesmerized by the
ancient Indian gymnastic sport. Their
manager Mr Himay Lakhani who has
taken the trio to China, Germany,
Denmark and Mexico, among other
places, was grateful for the energy

Another highlight of the October
21, celebrations held at the Horncastle
Arena, was the Canterbury Police
rocking the floor again, after
making their dbut last year. Who
else but Inspector Hirone Waretini,
Canterbury District Manager for
Maori, Pacific and Ethnic Services,
was the show-stopper, who with
his troops charming the crowd with
their electrifying dance moves on
Hindi movie songs. We aimed to
better our last years performance
and going by the response, we might
have, he said after the performance.
Like last year, the police wanted to
use the biggest Indian festival in
the South Island to show something
different and connect with the ethnic
communities.
Overall, for the 11th year in a row,
Christchurch Diwali showcased the
rich culture, history and traditions
of the sub-continent to the wider
community. Also, as a testimony
to the multicultural nature of
New Zealand, the event also had
performances from Latinzone and
ONeill School of Irish Dance. 36
girls from the Irish dance group and
the Latin American dance group
performed to Bollywood numbers,
which was wonderful, noted Mr
Thomas Kurian, Chairman of the
Diwali Organising Committee
at ISCC.
Encouraged by the continuous
support we have been getting
over the years, we wanted to put
on an even better show this time
around. As such, there were over
27 performances demonstrating the
talent of more than 359 participants.
The attendance was also better than
last time, and initial estimates put
that figure to close to more than
10,000, Mr Kurian added.
Apart from the
cultural performances,
another major attraction
of the event was the
trade and craft stalls.

Committee informed,

18 food stalls as part of
the celebrations. The
interest and participation
from among the business
community has also
risen over the years.
Meanwhile, Mr
Kurian also shared
that the theme for this
years Diwali was
Festivals of India, with
decorations at the entry
foyer depicting 12
festivals from all parts
of India including Holi,
Onam, and Baishakhi,
among others.
Talking about next
years Diwali, he added,
Our aim is to make
the entry free for all at Christchurch
Diwali. But with so much costs
involved, we cant do it unless
Christchurch City Council takes
over the event or at least part of it.
We have talked to them about it in
the past and will do so again in the
future. Until such time, we have to
have an entry fee to recover - more
than $150k - what is needed to
organise the event.
Essentially, our citys Diwali
celebrations are a platform for
Indians settled in South Island for
showcasing their talents. A testimony
of this was the performance by the
Buller High School from the West
Coast on Bollywood numbers.
Next year, we have planned some
innovations as part of Diwali, which
would be revealed in due course, he
concluded.

he Southland Multicultural
Council (SMC) also hosted the
Diwali Night 2017 at the Southern
Institute of Technology on Saturday,
which witnessed fascinating colours
and glaring performances, informed

Not good statistical figures for any country,
leave alone New Zealand.
The huge amount of delay inrestructuring
and decision making had to impact New
Zealand in the coming months.
The decision to raise the minimum wage
and free education for first year for the
tertiary students by the newly formed Labour
government may help activate the sentiments of
the people.
But there will be impact on the taxpayers
from any decision making by this government.
There is a cost to every policy.
And the tax payers are the ones who equalise
the market by paying from their pockets.
Each sector of high performing output is
likely to continue feeling the effects of this hit.
We as citizens will have to endure anera
ofuncertainty and an introduction of a
wholegamut of new themes,prospective ideas
and changes.
The market equilibrium will fall back into
place over a considerably longer period of time.
To be honest, markets dont like economic
insecurity. Citizens dont like so much
autocracy. It is a democracy and not a kingdom.

the main displays of the effects of
climate change in the country and

The main contingent will arrive
at Blenheim Airport in military

helicopters will be based out of
Omaka Airfield.

Ships off the coast between Kaikoura
and the Marlborough Sounds as other
elements of the contingent arrive by
sea over the beach in Okiwi Bay and
across the wharf at Picton.
This element of the contingent will
have Army trucks, Light Armoured
Vehicles (LAVs), the Medium Heavy
Operational Vehicle (MHOV) and
Light Operational Vehicles (LOVs).
Once the contingent has
established itself in various locations
throughout Marlborough, youll
see regular day and night patrols
conducted by soldiers either on foot
or in vehicles.

the great financial crisis. Meanwhile,
India has grown at 5.7 percent YoY
(2017 Q2), which is below the
average growth seen during the last
two years of the second stint of the
United Progressive Alliance (UPA)
regime (2009-2014).
One of the major factors that
has contributed to such a sharp
slowdown in Indias GDP growth,
according to the Modi governments
critics, was demonetisation. While
demonetisation has certainly
impacted our short-term economic
growth prospects, one has to ask
what our central bank has done to

inconclusive and messy.
As a benchmark, it may be relevant
to note that Indias GDP in 2016 was
estimated to be $ 2.26 trillion. The
total number of people killed since
the US led war against terror began
in October 2001 has crossed 370,000
and the number displaced is upwards
of 800,000. And the violence
continues.
Will the latest warning by the
Trump team have the desired effect
on the Pakistani Inter Services
Intelligence (ISI) and the deep-
state in that country? It is difficult to
be optimistic.
Three high-level political visits in
end September frame the intractable
nature of the Afghan war. They were
dramatically illustrated by events in
Kabul. Mattis arrived in Kabul from
Delhi (September 26) and a few
hours later the airport was subjected
to rocket fire by the local Taliban.
This attack on the Kabul airport led
to a delay in the visit of Abdullah
Abdullah, CEO of Afghanistan, to
Delhi.
It is pertinent to note that in their
support economic growth.
The Reserve Bank of India (RBI)
has to answer a simple question:
Why have policy rates declined by
only 200 basis points when inflation
has declined 700 basis points since
2013?
The central problem lies in the
fact that the RBI has yet to accept
that inflation in India is in a secular
downtrend.
In February 2015, the RBI and the
government had signed a monetary
policy framework that envisaged that
public remarks in Kabul and Delhi,
the two men reiterated the imperative
of closing down safe havens and
sanctuaries for terror groups and
dismantling the infrastructure in the
region that supports such bloodshed.
The not-so-subtle reference was
to Pakistan and its deep-state that
continues to support groups such as
the Haqqani network, the Lashkar-e-
Taiba and its affiliates.
This brings us to the third visit
that of Pakistani Prime Minister
Shahid Khaqan Abbasi in end
September to the US, where he
asserted that charges of Pakistan
sheltering terrorists were untrue,
and that the only cross-border
movement of terrorists was from
Afghanistan to Pakistan!
Abbasi went further and
categorically ruled out any role
for India in the reconstruction of
Afghanistan, adding, Zero, we dont
foresee any political or military role
for India in Afghanistan.
This inflexible veto that Pakistan
has accorded unto itself in relation
to the internal affairs of Afghanistan
the inflation target for FY17 and all
subsequent years shall be four per
cent with a band of two per cent.
Since September 2013, the RBI has
managed inflation in the decided
band. Much of this management
has been due to depressed oil prices.
At the last meeting of its Monetary
Policy Committee (MPC), the RBI
increased its inflation forecast for
2HFY18 to 4.2-4.6 per cent, implying
a mean forecast of 4.4 per cent and
made the point that the extent of
the rise in inflation, excluding food

and the brazen manner in which it
continues to deny the role being
played by Rawalpindi in supporting
terror groups lies at the core of the
political and military challenge for
the US, India and Afghanistan.
This was reiterated during the
Mattis-Nirmala Sitharaman (Indias
Defence Minister) meeting in Delhi.
A highly respected US marine
corps general, Mattis has first-hand
experience of the war in Afghanistan
and is deeply aware of Pakistani
duplicity, wherein the US taxpayers
money is being spent to attack and
kill US military personnel.
The (George W.) Bush and
(Barack) Obama administrations
were aware of this fundamental
contradiction -- that in September
2001 -- before 9/11, Pakistan was one
of just three nations in the world who
recognised the Afghan Taliban and
their regime in Kabul at that time.
Yet the White House chose to
overlook this contradiction and
allowed Pakistan to become a non-
NATO ally in the global war on
terror. Further ironies followed, for
in October 2001, when the US and its
allies were bombing Afghanistan, the
wily General Pervez Musharraf was
able to strike a deal with the Pentagon
and safely withdraw Pakistan army
personnel in Afghanistan who were
assisting the Taliban.
The metaphor hunting with the
(US) hounds and running with the
(Taliban) hare could not be more apt.
But the more relevant question
that many US citizens ask in anger
is how the worlds lone superpower
could allow such perfidy to continue
for years. This is the question that
President Trump is seeking to
answer and introduce a much needed
corrective to the US South Asia
and fuel, has been somewhat higher
than expected. Also, implementation
of farm loan waivers by states may
result in possible fiscal slippages
and undermine the quality of public
spending, thereby exerting pressure
on prices.
Despite this slight increase in
its forward guidance of inflation
expectations, the RBI will have to
accommodate at least a 25-50 basis
points cut as monetary support to the
economy will need to be extended as
the central government will have to
cut spending in the later part of the
year as 96 percent of the budgeted
fiscal deficit for FY18 has been
exhausted as of August 2017; and
(2), even as the efficacy of a rate cut
can be questioned, the government is
publicly exerting pressure on the RBI
to cut rates.
Globally, inflation is nowhere to
be seen. The Federal Reserve has
no clue why average wages and the
overall price level in the US economy
has been extremely tepid and well
below the two per cent target. The
same is the case with Japan and the
Eurozone.
Thus, it comes as no surprise
that even though talks of monetary
policy tightening in the US, the UK
and Eurozone have begun, they

major development partner in the
reconstruction of Afghanistan and
has provided aid in excess of $2
billion. During the Mattis visit

The critical military equipment
that the Afghan military needs
is a complex matter and India is
constrained by its own military
inventory gaps and the dependence
on Russian-origin equipment that
cannot be supplied without involving
Moscow in the deliberations.
The sub-text of the three visits
illuminates both the nature of
the Afghan conundrum and the

difficulties inherent in crafting policy
options that will be more effective
than what has been the cost-benefit
analysis of the last 16 years. To add
to the complexity, Beijing has also
become an interlocutor.
Even as the Mattis-Abdullah
visits were taking place, the second
meeting of the China-Afghanistan-
Pakistan (CAP) Practical
Cooperation Dialogue was held in
Kabul (September 26, 27).
Weaning Rawalpindi away from
supporting terror groups will not be
a swift binary choice and the White
House has considerable experience
in the matter. Whether President
Trump will be able to cut the Gordian
knot remains moot.

Kejriwal on Tuesday, October 24,
told the central government that
an expert committee should review the
nature and extent of control exercised by
the Central and Delhi governments over
the functioning of DMRC.
Kejriwal was replying to a letter by
Union Housing and Urban Affairs Minister
Hardeep Singh Puri, in which Puri had
agreed to set up an expert committee to
look into the Delhi Metro Rail Corporation
(DMRC).
The letter comes close on the heels of the city metro fare hike on October
10, the second increase this year, despite strong opposition from the Delhi
government. The DMRC was formed in 1995 with equal equity participation
of the central and the state government.

the issue of H1B visa as a strong
concern and sought bipartisan

same," External Affairs Ministry
spokesperson Raveesh Kumar
tweeted following the meeting
between Sushma Swaraj and the

the House Committee's Chairman

bill was also introduced earlier this

yoghurt adds a sweet and sour
aftertaste. Traditionally served as an
accompaniment to a Chole (chickpea
curry), the combination is much -
loved as a snack or even served as
breakfast.
Preparation Times: 5 min
Rising Time: 6-8 hrs or overnight
Cooking Time: 15 Min
Serves: 4
INGREDIENTS:
1 Tbsp oil
1 tsp salt
21/2 cup cups maida (plain
white flour)
3/4 cup plain yoghurt
1/2 cup warm water, as
required
Oil for deep frying
FOR GARNISH
Cover with a damp tea
towel and leave it to ferment
overnight; alternatively put it
in a warm place for at least 68
hours. (After the fermentation,
you will see tiny bubbles on
the surface of the mixture.
This means that the dough has
fermented).
Knead the dough for 510
minutes or until it is silky
smooth. Gather the dough into
a smaller bowl, cover it with a
damp tea towel, and again set
it aside in a warm place for 1
hour.
Heat oil in a deep, heavy-
bottomed pan on medium heat.
Knead the dough again, divide
and shape the dough into 6
equal-sized balls.
Using a little oil to grease the
dough ball, roll it into a circle
with a rolling pin on a rolling
board or clean countertop.

for Parineeti Chopra has started looking

As always, Opening Night is the first
opportunity for the fans to get a good look
at each competitor and their brand new cars
for the season. We have huge fields in all
divisions this season so all effort will be made
by the competitors to do well in the heats in
order to make the feature race.
At the end of the night the lights will be
turned down and well see an awesome
fireworks display. We were a bit disappointed
with the display last year so have decided to
turn it up a notch and go all out to light up the
sky around Vodafone Speedway Western
Springs and celebrate the start of the new
