Dear Governor Dayton,

As you know, Super Bowl LII will bring one million visitors to the MinneapolisSaint PaulBloomington area over a
period of 10 days in January and February of 2018, culminating in the Super Bowl itself on February 4, 2018 at U.S.
Bank Stadium in downtown Minneapolis. Our highest goal is ensuring that each and every visitor has a memorable
and safe experience while maintaining high levels of service for our residents and businesses.

To that end, the Minneapolis Police Department is the lead law-enforcement agency coordinating public-safety and
security measures for Super Bowl LII. However, because the Super Bowl is a federally-designated Special Events
Assessment Rating Level One event, the 888 officers of the Minneapolis Police Department cannot by themselves
meet of all the safety and security needs of the 10 days of Super Bowl LII while maintaining public-safety operations
for the entire city, even with the assistance that we will be receiving from other local law-enforcement agencies.

Therefore, in order to ensure that local professional law enforcement is fully prepared to meet and respond to
security needs related to Super Bowl LII, we are requesting that from Friday, January 26, 2018 through Monday,
February 5, 2018, Minnesota National Guard support, assist, and supplement the efforts of local law enforcement,
with the Minneapolis Police Department in the lead. We make this request upon the recommendation of law
enforcement and senior State and City agencies and staff, including from your office and ours. This request is result
of an ongoing planning process between law enforcement agencies on the state and local levels.

The Guard will perform routine security tasks such as pedestrian safety, traffic control, security for key venues and
infrastructure, and transport that supplement the Super Bowl-related work of Minneapolis police and other local law
enforcement. Most importantly to us, the Guards assistance will ensure that the Minneapolis Police Department will
have all the necessary resources to continue to meet the needs of all Minneapolis residents, businesses and non-
Super Bowl visitors in all our neighborhoods and communities during the 10 days of Super Bowl LII.

This is a routine request: at nearly every Super Bowl since 2002, local law enforcement has been supplemented and
supported by National Guard from the host state. The only exceptions were Super Bowls that were hosted in Texas.
In 2017, for example, the 5,200 officers of the Houston Police Department were sufficient to meet the security needs
of the Super Bowl and to continue to provide public safety to the residents of that city during that time.

Thank you for considering this request. We look forward to continued multi-agency cooperation to ensure that
Super Bowl LII is safe and enjoyable for everyone.
