The Mindanao-Sulu
Pastoral Conference (MSPC)
was held in Davao City where
it started in 1971. The theme
this year was Building
Communities: Worshipping,
Teaching and Serving
where pastoral dialogue, lay
leadership and the Muslim
situation, and similar current
issues were discussed together
with the newly concluded war
in Marawi.
His Eminence Orlando
Cardinal Quevedo, OMI,
Archbishop of Cotabato
presented the situation in
Mindanao and challenged the
249 delegates from the clergy
and faith communities to have
a thorough understanding of
the Muslim struggle and the
conflict between Christians
and Muslims. The delegates
from Mindanao include
a cardinal, archbishops,
bishops, social and pastoral
directors, seminary rectors,
representative from the
academe, women religious
groups, youth apostolate,
migrants, laity from the family
and life apostolate, BEC or
GKK, council of the laity, and
inter-religious dialogue.
As generally observed,
the Church of Mindanao is

celebrated their 44th Annual
Grand Reunion on September
30, 2017 at the Our Lady of

trying her best to become
a new way of being Church
by strengthening her faith
communities that include the
Basic Ecclesial Communities
(BEC) and other religious
communities or organizations
in the parishes and chapels. It
has also tried to continue to
build the social apostolate that
was expanded to include the IP
(Indigenous People) and IRD
(Inter-Religious Dialogue).
Attendance were from
21 archdioceses/dioceses
with 5 sub- regions namely
Archdiocese of Davao,
Diocese of Digos, Mati and
Tagum (DADITAMA); Diocese
of Kidapawan, Marbel and
Archdiocese of Cotabato
(KIDMACO); Archdiocese of
Cagayan de Oro, Diocese of
Butuan, Surigao, Tandag and
Malaybalay (CABUSTAM)
Diocese of Dipolog, Iligan,
Pagadian, and Prelature
of St. Marys of Marawi
(DOPIM); Archdiocese of
Zamboanga, Diocese of Ipil,
Prelature of Isabela, and
Apostolic Viacariate of Jolo
(ZAMBASULI).
For 46 years MSPC
convened once every three
years and the opening mass
this year was celebrated at the
historic San Pedro Cathedral
with Davao Archbishop
Snows Parish, El Salvador City.
It was attended by more than
a thousand of CFLA workers
in the entire Archdiocese of
Cagayan de Oro.
The theme of the Grand

speaker, and the four points
to consider in responding to
the parish as communion of
communities. This was the
same concern reiterated by
Pope Francis as tawag sa
kabag-ohan: the Churchs
constant renewal (ecclesia
semper reformanda); the
spirituality of communion;
has been declared as the Year
of the Parish, the fifth year of
the 9-Year Plan announced by
the Catholic Bishop Conference
of the Philippines (CBCP) on July
13, 2012.
This is a year when we
discern deeply not only the
structures of governance in the
respective parishes but also the
quality of faith, the fellowship,
the sense of belonging and the
communion of the parishioners
through active participation.
The priority for this year is
forming and revitalizing the
Basic Ecclesial Communities
(BECs) in every parish as agents
of communion, participation
and mission, together with
other Faith Communities, Lay
Organizations, Movements and
Associations.
The theme is also in line with
the PCP II vision of the Church as
community of disciples that live
in communion and participates
in the priestly, prophetic and
kingly mission of the Church as
the church of the poor. For PCP
II, this vision of the church finds
expression in the Basic Ecclesial
Communities. As we continue
this 9-Year Journey, we are raising
a banner of hope and renewal of
the Church with the motto, Live
Christ, Share Christ for a truly

popular devotions and the
Holy Eucharist; and the
dialogue of IP and IRD.
The present efforts at
Church renewal should center
on the parish. Without parish
renewal, the family and Basic
Ecclesial Communities will
not find strong supportive
ambience, and will continue to
feel isolated. (PCP II, #604).

The highlight of the 44th
CFLA Annual Grand Reunion
was a Holy Mass with nine
priests concelebrating with
Most Reverend Antonio J.
Ledesma, SJ, DD, Archbishop
of Cagayan de Oro. There was a
procession and enthronement
of the Patron Saints of every
parish of Vicariate 2 before
the Mass. Msgr. Rey Monsanto
gave a very interesting
talk about the topic Mitis
Iudex Dominus Iesus. This
document is an Apostolic
Letter of Pope Francis about
the Code of Canon Law
pertaining to cases regarding
the nullity of marriage and its
reforms. These reforms are
the result of an expert group
appointed to study the current
state of law and practice in the
Church as far as marriage law
is concerned.
The said Apostolic Letter
embodied reforms guided
by seven specific criteria:
1) That there be only one
sentence in favor of executive
nullity; 2) A single judge
under the responsibility of
the bishop; 3) The bishop is
judge; 4) Increased brevity

BECOMING COMMUNION: JOURNEYING TOWARDS A
VISION OF CHURCH IN MINDANAO
To the People of God in Mindanao:
We, 249 delegates -- bishops, priests, religious and laity -- to the 16th
Mindanao-Sulu Pastoral Conference (MSPC XVI), have come together in
Davao City on October 16-20, 2017, to discuss the theme, The Parish as
Communion of Communities.
This theme focuses on Basic Ecclesial Communities (BECs) and other
lay faith communities in the parish. Starting with MSPC I in 1971, the local
churches in Mindanao have striven to introduce BECs as a new way of
being Church (see Acts 2:42-47; Acts 4:32-35). Heeding the call of the
Second Vatican Council (1962-65) for a more participatory church and a
new style of servant leadership patterned after the heart of Jesus, MSPC
assemblies have touched on various aspects of BECs that have helped the
local churches to address current issues from the Martial Law period in the
70s and 80s up to the present crisis in Marawi.
In his homily at the Opening Mass in San Pedro Cathedral, Archbishop
Romulo G. Valles of Davao pointed out four constants in the life of BECs: the
Church, the Eucharist, the power of the Word, and the power of personal
witness of faith.
In his keynote address, Bishop Guillermo D. Afable of Digos dwelt
on four points: the Church in need of constant renewal (ecclesia semper
reformanda); the spirituality of communion; popular devotions and the New
Evangelization; and the Indigenous Peoples Apostolate and Interreligious
Dialogue.
Based on the collated reports from the five sub-regions of Mindanao,
the assembly reflected on three key areas pertaining to BECs. Some of the
salient points are noted below:
I. BECs in terms of Communion, Participation and Mission
Among the best practices are:
Worship/Liturgy e.g., Sunday celebration in the absence of a Priest,
celebrations of the Word (Kasaulogan sa Pulong); devotional practices
like the family rosary; celebration of the sacraments at the chapel or
zone levels.
Formation of Local Leaders e.g., BEC-based catechesis; preparations
for the sacraments.
Service e.g., livelihood programs; mutual aid (dayong); environmental
advocacy; drug rehabilitation programs; Alay Kapwa.
Among the challenges are the following needs:
More participation among the men folk
More integral faith formation of leaders and members in the BECs
Levelling off between lay leaders and parish priests in forming BECs
II. Relationship between BECs and other Lay Faith Communities
apostolate is also active in terms of programs and inculturated liturgy.
Some parishes offer scholarships and livelihood programs for IP
communities.
IRD and IP exposure should be included in the seminary formation of
future priests.
Parishes should observe special commemorations like the Indigenous
People Sunday and the Mindanao Week of Peace, and more.
Parishes should include IRD and the IP apostolate in their pastoral
plan.
MSPC XVI gratefully acknowledges the zealous ministry of religious
priests, sisters and brothers among Muslims and IP communities.
IV. Pastoral Situation of Mindanao
Reinforcing the call for Interreligious dialogue were the presentations
of Orlando B. Cardinal Quevedo, OMI of Cotabato and Bishop Edwin S. de
la Pea, MSP of Marawi on the current situation in Mindanao and particularly
in the ongoing Marawi crisis.
Referring to an earlier joint message by Catholic bishops and Muslim
religious leaders in Informal Peace Talks convened by the SantEgidio
Community in Rome, Cardinal Quevedo expounded on countering violent
extremism in all religions; pursuing the peace process and the proposed
Bangsamoro Basic law; promoting peace education and IRD; understanding
the magnitude of the war on drugs, issues of human rights and Martial Law;
and acknowledging the hopes of many ordinary Filipinos for change to end
widespread poverty and corruption.
On his part, Bishop Edwin A. de la Pea, MSP recounted his two heart-
breaking visits to Fr. Teresito Chito Suganob after his escape and rescue
from his captors in Marawi. The Bishop stressed the bright light in the
conflict: the solidarity among ordinary Muslims and Christians in sharing a
common humanity in times of need. He invited the dioceses in Mindanao
to join Duyog Marawi, a relief and rehabilitation effort spearheaded by the
Prelature of St. Mary in Marawi, with the help of the Redemptorists and other
groups.
On its final day, the assembly broke up into sub-regional and diocesan
groupings to identify action points for the next three years.
We express our deep gratitude to the host Archdiocese of Davao for
their exceptional conference management and durian hospitality. As we go
back to our 21 Ecclesiastical Jurisdiction 5 Archdioceses, 13 Dioceses, 2
Prelatures and 1 Apostolic Vicariate, we affirm our commitment to continue
to build and strengthen BECs in our parishes as a vibrant communion of
Christ-centered communities. May Our Lady of Fatima, to whom we have
consecrated the entire Church in Mindanao, be our constant guide in this
centennial year of her apparition and in the years to come.

There is need for continuous dialogue to

address conflict and rivalry.
We recognize the charism of various lay
faith communities and encourage them to
participate in the various ministries of the
parish (1Cor 12).
Other lay faith communities can help BECs
in the parish in terms of formation programs,
resource mobilization, and more.
Parish pastoral plans can include the role of lay
faith communities and explore their integration
into BEC life within the parish (EG #28-29)
The bishop and the parish priest are signs of
unity in overseeing BECs and other Lay Faith
Communities in the diocese as well as in the
parish.

III. Interreligious Dialogue (IRD) and Indigenous

People (IP) Apostolate in the Parish

Not all parishes have IRD or IP apostolates;

however many among the clergy are open to
IP and IRD programs.

It was the memorial of the Holy
Guardian Angels and Abp. Ledesma
reminded everyone in the assembly
that each one has his/her guardian
angel. He pointed out that the TMM
sisters are also performing that role
by guarding and forming Christian
communities wherever they are. He
shared three dimensions of religious
life. First, it is at the service of life
itself. Chastity, poverty and obedience,
a profession of striving to follow
the fullness of life according to the
Gospel values, in terms of sharing our
possessions with others in the world.

while Pope Francis was still a cardinal,
he said that religious life is at the
center of the Church. It is at the very
core of witnessing of the Church, of the
evangelical counsels to the imitation
of Christ who was poor, chaste and
obedient. It is at the very heart of the
mission and evangelizing work of the
Church today. Religious are witnesses
called to be at the service of the Church
itself, to the various ministries that
they are involved in and also at the
service of the local communities.

Informal Peace Talk on Mindanao in Rome
The Comunita di SantEgidio which
is a Lay Association in Rome dedicated to
evangelization and charity in more than 73
countries throughout the world organized an
Informal Peace Talk on Mindanao in Rome
on September 14-16, 2017. They have been
engaged in the Mindanao peace process
starting September 2013 when a community
delegate officially joined the International
Contact Group in the Peace Talks.
In this years gathering there were seven
delegates from Mindanao namely Cardinal
Orlando Quevedo, Archbishop of Cotabato;
Most Rev. Antonio Ledesma, Archbishop of
Cagayan de Oro; Bishop Edwin dela Pea of the
Prelature of Marawi; Dr. Al-Hajj Murad Ebrahim,
Chairman of the Moro Islamic Liberation Front;
Dr. Said Zamahsari Salendab, Secretary
General of the Hayatul Ulama in Mindanao;
Dr. Ustadz Abdulmuhmin Mujahid, Executive
Director of the Regional Darul Ifta-ARMM; and
Mona Lisa D. Pangan, witness from Marawi,
Lanao del Sur. The other five delegates

The Informal Peace Talk on Mindanao
was a 3-day Islamic-Christian Dialogue
hosted at the headquarters of SantEgidio
in Trastevere, Rome that aims to gather
significant Muslim and Christian figures on
a round table discussion in order to reflect,
discuss and share the difficult and complex
situation of Mindanao. The area is now
facing the spread of many uncontrolled forms
of violence that elicit a dramatic symbol to
the painful situation of the destroyed city of
Marawi, which is not far from Aleppo in Syria.
In the morning of September 14,
the whole delegation went to Vatican City
for a courtesy call and a meeting with His
Eminence Msgr. Paul Richard Gallagher,
Current Affairs Secretary for Relations with
States of the Holy See. The testimonies
of Bishop Edwin dela Pea and Mona Lisa
Pangan on the Marawi situation followed at
the SantEgidio headquarters. In the evening
a special prayer for peace in Mindanao was
organized at the Basilica of Sta. Maria in
Trastevere. Many people attended the prayer

They were moved by the homily of Cardinal
Orlando Quevedo and the testimony of Bishop
Edwin dela Pea as regards the situation of
the victims, hostages, the current status of the
Prelature and the ongoing conflict in Marawi
City. Moreover a special prayer was also
offered for the speedy release of the hostages,
including Fr. Teresito Chito Suganob, from
the hands of the ISIS-inspired local terrorists
group.
Much of the second day was spent
discussing possible interventions on the
perspective of the construction of peace
in Mindanao as well as the drafting and
finalization of the joint declaration dubbed as
A Cry for Peace in Mindanao. A meeting with
the Italian Ministry of Foreign Affairs followed
whereby Ms. Pangan was asked to share
her personal experiences, the life situation
and program interventions to the internally
displaced persons in Marawi City. The
participants then visited the Great Mosque in
Rome where the Muslim delegates headed by
Chairman Murad said the Maghrib prayer.
On the last day of the meeting, the
approved joint declaration was read and
signed. The declaration points out three

that Jesus Christ gave his life and died

out the important task of catechists,
that is, to lead the people to Christ.
Catechists share in the transformation
of hearts of the young and adults
through their presence and sharing of
their faith-filled experiences with God.
He mentioned that in Dansolihon,
many couples received the sacrament
of matrimony because the catechists
gave them formation. In Initao, more
than two hundred couples attended
the formation and catechesis before
the mass wedding. These couples
are nominal Catholics and they were
taught about Christ, the Virgin Mary,
the Saints, the Sacraments, the Word

77 students receive Sacrament of Confirmation

On October 7, 2017, seventy-seven
students of Corpus Christi School,

confirmation from Archbishop Antonio
J. Ledesma, SJ,DD, Archbishop of
Cagayan de Oro. Archbishop Ledesma,
in his homily said, we are invoking the
gifts of the Holy Spirit in our lives, the
spirit of wisdom, and understanding,
also the spirit of right judgement and
courage, the spirit of knowledge, spirit
of hope and presence of the Lord.
During the sacrament of
confirmation, one is considered young
adult Christian, who knows the meaning
of his/her faith. He/she understands
what it means to be a Christian, and to
be able to witness to the Word. He said
everyone should be thankful to ones
parents, catechists and teachers who
form his/her Christian faith.
Abp. Ledesma said on the day
of Pentecost, the spirit of the Lord,
descended upon the apostles in the
form of strong wind, in the form
of different languages, where they
can speak and understand, and they
became missionaries to other parts
of the world. After the death of Jesus
Christ, they feel discouraged and
were afraid to go out. As young adult
Christians, we too can share our faith
to our neighbours , to our society. In
that way, we become missionaries of
faith, and share the Good News of
Gods love for each one of us, he said.
He said we ask the Lord to
strengthen our faith, to give us the
courage to share the wisdom and
the love of the Lord to one another,
to ask for the spirit of wisdom and
understanding, to seek the truth, to
stand for the truth, and to have courage
to stand for what is right.

3. Inter-faith and intra-faith dialogue should be
promoted as a means of understanding and
appreciating other cultures and religions and
enhancing cooperation. This dialogue has
to move from the highest to the grassroots
levels of society. Dialogue starts with self-
examination to move biases and prejudices.
4. We welcome current efforts at writing a more
inclusive history of Mindanao that explores
the root causes of conflict and depicts
significant events and personalities from
Muslim and indigenous people communities.
5. We commit ourselves to reach out to our
youth, who will be the future leaders of
our Mindanao communities. They have
so much to contribute towards building
our communities with a renewed vision of
Mindanao as our shared homeland.
6. We appeal to our legislators and government
officials to prioritize and expedite the
passage of the proposed Bangsamoro Basic
Law (BBL). This has been delayed since the
signing of the Comprehensive Agreement
on the Bangsamoro (CAB) in March 2014.
An approved BBL shall provide a positive
alternative to violent extremism.
7. We fully endorse the call of Duyog Marawi
(accompany Marawi), spearheaded
by the Prelature of St. Mary in Marawi
together with local government units and
civil society organizations. The united
efforts of volunteers of different faiths are
the best example of working and living
together in peace and solidarity.
On a personal note, the three-day
meeting in SantEgidio was not only a meeting
of minds but it was also a moment of deep
prayer and reflection. It was also a celebration
of Monas 20th year of engagement in inter-
religious dialogue which started in Silsilah
summer course of April-May 1997 in Harmony
Village, Sinunuc, Zamboanga City. The Inter-
religious Dialogue Intensive Course coupled
with immersion in a Muslim family and the
Special Course served as her foundation
to take the path that is less travelled the
path to build a culture of dialogue and
peace in Mindanao. A deep-felt gratitude
to Fr. Sebastiano DAmbra, PIME who
recommended her to be part of the beautiful,
wonderful and fruitful meeting on Informal
Peace Talks on Mindanao in Rome by the
Comunita di SantEgidio.
