RISDA chairman Datuk Zahidi

Zainul Abidin said the move included the establishment of halal committees, umrah and haji
handling and creating a halal-based village in Mindanao. He said the potential of the halal market
in the Philippines was also high as the Muslim population in the country amounted to about 20
million.

"This effort has also gained cooperation with the Malaysian Islamic Development
Department (JAKIM) and also the RISDA university's scholarship assistance, the University
College of Agrosains Malaysia," he told reporters after being met at the RISDA Best Revenue
Vendor Awards (RFSB) at the RISDA office here at Monday.

Earlier, in his opening remarks, Zahidi said RFSB had spent RM11.2 million a year for
vendor rental fees for vendors nationwide.

"RFSB has 250 registered vendors ... this proves the existence of business and
employment opportunities in rural areas without us being aware," he said.
1.0 INTRODUCTION

Starting from this April, the Rubber Industry Smallholders Development Authority
(RISDA) will work with the Islamic United Nations in an effort to develop industrial halal in that
country. Many steps will be taken such as the setting up of halal, Umrah and hajj committees and
creating halal food in Mindanao, said RISDA chairman Datuk Zahidi Zainul Abidin. This is
because, this plan will be seen as successful and potentially high as there are about 20 million
Muslims in the country. The chairman of RISDA held talks with representatives of Islamic NGOs
in the Philippines to seek advice to develop industrial halal that had never existed in the country
in February. This pure effort has gained much cooperation from parties such as the Department
of Islamic Development Malaysia (JAKIM) and RISDA aid scholarship university, The
University of Agrosains Malaysia College (UCAM). The Best Revenue Vendor Award (RFSB) is
a subsidiary of RISDA, which has helped to manage various services such as lorries, cargo
trailers, tankers and service and spare parts. (RFSB) has 250 registered vendors. This proves
many business opportunities that exist in the rural areas without us being aware. It is understood
that RM 11.2 million has been spent a year for rental vendors nationwide.

2.0 The Cooperation Of the Companies

The University of Agrosains Malaysia College (UCAM) and the Korean Halal
Association (Kohas) have collaborated in developing and promoting halal industry standards in
South Korea. RISDA chairman Datuk Zahidi Zainul Abidin said the collaboration was an effort
by the higher education institution (IPT) to further develop halal training internationally.
Through this endeavor, UCAM through its halal center is in charge of conducting research and
development of halal industry in South Korea and training the country's labor force in line with
current needs.
Datuk Zahidi said at a press conference after signing a Memorandum of Understanding
(MoU) between UCAM and Kohas here today this is they have receive recognition from the
Department of Islamic Development Malaysia (JAKIM) as the lead in halal training, Kohas has
chosen UCAM to develop halal professionalism in the country. Also present, UCAM chairman
Datuk Mohd. Fasiah Mohd. Fakeh and Deputy Director General (Policy) Jakim, Datuk
Mohamad Nordin Ibrahim. The MoU was signed between UCAM Vice Chancellor, Prof. Datuk
Dr. Faridah Hanam Mohd. Rashid while Kohas was represented by Senior Advisor, Jo Young
Chan. At the same time, Zahidi informed that it would enter into a cooperation agreement with
the halal certification body in the Philippines and Taiwan in becoming the leader of the halal
industry in both countries. According to him, the UCAM Halal Center has been appointed by
Jakim as an accredited training provider to implement the Halal Certification Program.

They have been involved in various partnerships both locally and internationally to
provide halal courses to individuals or companies. UCAM is also proud to have been selected as
a strategic partner of the Malaysian Halal Academy of Malaysia (MIHA) - JAKIM to penetrate
the development of a global industry seen towards supporting Malaysia's aspirations as the
world's halal hub leader. Meanwhile, Young Chan has informed that the halal industry in South
Korea is growing rapidly in line with the increasing presence of Muslim tourists from around the
world. Hence, halal development and research needs to be strengthened to face the presence of
millions of Muslim tourists each year. It is recognize that it is difficult to meet the needs of halal
food but through this cooperation it is expected to produce more labor in the industry.
3.0 Factors Influencing Halal Industry Development.

3.1Improvement of Education Level

The increase in educational level affects the development of the halal industry. This is the
case because a highly educated society has an awareness of the importance of maintaining
health. They will prevent themselves from eating unhealthy and fatty foods in large quantities.
For example, non-Muslims will reduce their intake of pork meat because they are fatty and can
affect their health. This situation promotes the development of the halal industry especially the
halal food industry which provides safe, high quality and clean food and standardized
guarantees. The halal food industry will continue to thrive due to the high demand of the
residents who are concerned about their health. Strictly speaking, a high level of education is
essential for the development of the halal industry.

3.2 Increase in Revenue

The increase in Malaysian income also affects the development of the halal industry.
Development of other industries such as manufacturing, electrical and electronics industries and
so on. The development of this industry has created employment opportunities for the people.
This situation has enabled the people to have a source of income to support the cost of living. For
those with a stable financial position, they will buy high quality and healthy items. For example,
cosmetics, healthcare products, and so on. In addition to halal food and beverages, the halal
industry also produces other products such as cosmetics, health care products and so on. Directly,
this will increase the production of halal industrial products and further develop the halal
industry. Ironically, the development of the halal industry is influenced by the increase of
people's income.

3.3 Number of Muslim People

The number of Muslim population in the Philippines affects the development of the halal
industry. Moslems will only take and use kosher products and foods. The number of Muslim
populations has led to increased demand for halal products. Now, not only do Muslims live a
lawful lifestyle, non-Muslims who are very concerned about health will also practice a halal
lifestyle. This situation further enhances demand for halal industrial products. In any case, the
number of Muslim population is much more influential on the development of the halal industry.

4.0 The importance Of The Halal Industry

4.1 Increase Country Revenue

The development of the halal industry increases the country's revenue. Our country that
has thrived in the halal industry will export its products overseas like the Philippines. In addition
to our country, other countries also do not miss to develop the halal industry in their country. For
example, China, Korea and Japan. The halal industry in our country also produces various halal
products such as food, health care, cosmetics and others to be exported to other countries. For
example, Malaysia's total halal food exports amounted to RM 8.2 billion last year. This situation
has increased our country's income through the exchange rate of foreign currency which is very
beneficial to our country. Therefore, the halal industry is one of the other industries in our
country which also contributes to the country's income.

4.2 Increasing Local People's Income

Local income will also increase due to the development of this halal industry. The
development of the halal industry creates job opportunities for local people. For example, halal
food and beverage dealers, bank managers, cosmetics sellers and so on. This situation has
enabled local people to have the resources to sustain their living costs. The wide range of job
opportunities and the reduction in the unemployment rate in our country. With stable income,
local people will have a better standard of living. They will buy high quality and healthy items to
meet their needs and wants. For example, fragrances, skin care products, foods, drinks, and so
on. This situation caused the halal industry to produce more halal, clean and high quality
products. Directly, this will affect the development of the halal industry. Anyway, the rapid
development of the halal industry allows local people to have income sources to cover the rising
cost of living in urban areas.

4.3 Entry of Foreign Investment

Developments in the halal industry also attract foreign investors to invest in our country.
Malaysia also has eight halal industry parks. This halal industrial park provides many facilities.
This situation encourages the entry of foreign investment into our country. Halal Industry
Development Corporation (HDC) chief executive said that so far the halal industry park has
received RM 4.8 billion worth of investments. He also said that the halal industry offers
advantages in the business especially in terms of systems and delivery and infrastructure
provided for the industry in our country has attracted many foreign investors including from
Japan, Pakistan and Australia. Investments from foreign investors enable our country to further
enhance existing infrastructure facilities. This situation allows the production of halal industrial
products to be improved both inside and outside the country. Hence, the development of the halal
industry encourages the entry of foreign investment.

5.0 Conclusion

In the nut shell, it is undeniable that the halal industry is growing over several factors.
The development of the halal industry also brings many benefits to the economy of our country.
If the halal industry is growing rapidly, this situation will make Malaysia's image more globally
more secure. This is especially important in order to ensure the goals of the 2020 vision are
achieved.
