    Abstract

    Sister city cooperation is the coupling of two different cities in the country for
    mutual fraternal relations hold mutual activity, aided by the presence of the
    similarities between the two actors. The local government in this regard international
    relations more stable with the support of the Law on Regional Autonomy, the law put
    the city or provincial governments in the international arena as one of the actors.
    Challenges of regional autonomy in the globalization era, not bypassed by the city of
    Surabaya and Kochi. Cooperation of sister city Surabaya-Kochi is a business between
    the two countries to be able to deal with the challenges of communication in the open
    network and increase understanding. The second potential equation used as capital
    city to establish and develop cooperation in the future.
