The recruitment and receipt of applications for the forthcoming Teacher items for Elementary, Junior and Senior High Schools of the Schools Division Office of Olongapo City for School Year 2017-2018 shall begin on January 11, 2017. The recruitment procedure, evaluation, selection and hiring of qualified teachers shall be conducted according to the provisions of DepEd Order No. 7 and 22, s. 2015 for elementary and junior high schools and DepEd Order No. 3 and 32, s. 2016 for senior high schools, 2, The issuance of these Guidelines aims to: a. Integrate and further institutionalize the primary objective of the K to 12 Basic Education Program, which is to enhance the over-all quality of basic education in the country by hiring highly-competent teachers, and b. Uphold the Department's mandate under the Magna Carta for Public School Teachers (Republic Act 4670) to promote and improve public school teachers’ employment and career opportunities as well as to attract more people with proper qualifications to the teaching profession, 3, The step-by-step procedure in the recruitment and evaluation of teacher-applicants is contained in Enclosure No. 1. 4, Applicants for the elementary and junior high school shall submit one complete set of personal folder/portfolio directly to the principal of the elementary and secondary school with a written application letter supported by documents enumerated in the attached Omnibus Certification of Authenticity and Verification of Documents Submitted Enclosure No. 2 which shall likewise be accomplished by the applicant. The applicant for senior high schools shall submit directly to the Division Office. 5. Applicants shall submit only one application folder to the school nearest to his/her residence. In the deployment or assignment of teachers to public elementary or secondary schools, priority shall be given to bona fide residents of the barangay, where the school is located. Provided, that the teacher possesses all the minimum qualifications for the position as required by law. 6 The Screening Committee in the elementary school shall be chaired by the School Head with four (4) teachers as members. The committee at the secondary level shall be chaired by the School Head. The Department Head concerned and three (3) teachers from the different learning areas shall be members. For small secondary schools that do not have department heads, the School Head shall be the Committee Chair with four (4) subject leaders from different learning areas as members. The composition of the Division Selection Committee is in Enclosure No. 3. 8. _ All teacher applicants in the Registry of Qualified Applicants in SY 2016-2017 who were not hired on permanent status in the public schools need to re-apply as the RQA is good only for one year as provided in the DepEd Order. 9. To better facilitate the application process, a color-coding scheme shall be followed. All applicants must have their documents in a colored folder assigned to the position they are applying for.
