Barangay Balibago

Historical Background
During the Spanish time, a pioneer known as Captain Aniceto Gueco ventured
northward in the settlement then known as “Kuliat”, later to be renamed
Angeles City, into a flat plain densely forested with Balibago trees growing
wildly everywhere. He established the first settlement in the place, which has
started to be called “Balibago”, after the prevalent flora in the area.
Captain Aniceto Gueco enticed people to follow and live with him in his new-
found home and soon enough, other pioneer families such his other Gueco
relatives and the families of Guzman, Enriquez, Jose Datu, Rafaelo Yambao,
and Felix De Guzman. In 1946, the position of Barrio Captain was created in
lieu of the Barrio Lieutenant, with Alberto Pabalan holding post, followed by
Felix De Guzman and Pacito Pabalan. Years later, the barangay came to
recognized in law as the basic political unit of the government and thus Barrio
Balibago was designated as Barangay Balibago, with Pacito Pabalan serving
as Barangay Captain in 1972.
After the liberation of the Philippines from Japanese Occupation, Fort
Stotsenburg grew tremendously and became the biggest overseas military
facility of the United States of America. It was later Clark Air Base. The
principal cause of the growth and development of Barangay BAlibago is the
opening of the Balibago Gate, or “Salakot” as the main gateway to the military
base and the official sanction of the U.S. Government for off-base as housing
of American servicemen and families. Many subdivisions where developed,
chief among which are Mt. View, Don Pepe, New and Old Balibago, Severina-
Diamond, R and H, Sta. Maria Village 1 and 2, and Manuela Compound, and
construction of many housing units ensued along with the establishment of
many business enterprises. This led to the influx of thousands of people from
different places in the country, flocking this barangay in search of employment
and business opportunities.
