ABSTRACT

The impact of the implementation of healthy Papuan card policy to public health
services at EllyUyo Community Health Center, Ardipura district, south of Jayapura
City

This study aims to determine the impact of the implementation of healthy Papuan
card policy to public health services at Elly Uyo Community Health Center, Ardipura
district, south of Jayapura City. Health problems are the greatest challenge because of
the vast geographical area and conditions that require much access to health services in
Papua.

Research method that writer use is associative research form, that is to know
relation between two variables studied. Indicators of policy implementation variables
consist of communication, resources, disposition, and bureaucratic structure while
indicators of the public health service variables are health services that are available and
sustainable, acceptable and reasonable, accessible, accessible, and qualified. Collection
techniques that the authors use are interviews and distribution of questionnaires to
some employees and communities who visit the community health center. Processing
technique in this research is qualitative by using simple percentage formula according to
Anto Dayan. Technique of data analysis is quantitative analysis supported by result of
interview, therefore writer use method mix or combination in technique analyze.

The result of the research shows that there is a significant correlation between the
impact variable of the implementation of Healthy Papuan Card (KPS) policy toward
public health service at EllyUyo Public Health Center, Ardipura District, Jayapura South
District, Jayapura City
.
