ABSTRACT

The research located at the Office of Population and Civil Registration of Jayapura
City aims to: 1) To know the performance of the apparatus in the Office of Population and
Civil Registration of Jayapura City; 2) To know the quality of public services in the Office of
Population and Civil Registration of Jayapura City; 3) To know the factors that influence the
performance of apparatus and the quality of public service in the Office of Population and
Civil Registration of Jayapura City.
This research is a mixed research between qualitative research and quantitative
research using descriptive statistical method in data processing with tabulation technique. The
research problem formulated in the form of research question that is: 1) How the performance
apparatus in the Office of Population and Civil Registration of Jayapura City; 2) How is the
quality of public service in the Office of Population and Civil Registration of Jayapura City;
3) Factors influencing the performance of the apparatus and the quality of public services in
the Office of Population and Civil Registration of Jayapura City. Show that through the
indicators of research on performance variables are: Ability (ability) employees, Employee
Motivation, Employee Productivity, Level of Performance Achievement are important factors
that affect the performance improvement of employees or apparatus in the Office of
Population and Civil Registration of Jayapura City.
