Dear Secretary Bello:

Greetings!
This is in reference to Administrative Order No. 10, series of 2018 on the
implementation of the Enhanced Comprehensive Local Integration Program (E-CLIP),
that aims to harmonize all government interventions and efforts for a complete package
of assistance to former rebels (FRs), to be carried out by the inter-agency Task Force
Balik-Loob. This program, when properly implemented, hopes to bring back misguided
individuals to mainstream society.
An introductory inter-agency meeting was convened on June 4, 2018 which
discussed the E-CLIP as a program, the status of assistance provided to the
surrenderees, and the recently concluded activities.
To realize the program objective, may I request from your Department a focal
person whose rank is at least an Assistant Secretary, as well as an alternate whose rank
is at least a Director, who will attend regular meetings of the Task Force. Also being
requested is a list of existing programs of your Department with brief descriptions, that
may be included in the assistance package for these FRs.
