1X/DO Dynamic Refarming enables the BSC to process 1X and EV-DO services on refarming
carriers during alternative time periods. This resolves the problem of absolute radio frequency
channel number (ARFCN) insufficiency faced by telecom operators.
Functions
With the 1X/DO Dynamic Refarming feature, the 1X and EV-DO refarming carriers can be
configured on the BSS. The BSC processes 1X and EV-DO services on refarming carriers during
alternative time periods. When 1X services are idle, refarming carriers process EV-DO services.
When EV-DO services are idle, refarming carriers process 1X services. The 1X/DO Dynamic
Refarming feature improves the frequency spectrum usage and resolves the problem of absolute
radio frequency channel number (ARFCN) insufficiency faced by telecom operators.

There are no related specifications.
Impact
l Reparenting a BTS configured with refarming carriers may fail if the refarming function
cannot be enabled on the target BSC because the target BSC does not support the 1X/DO
Dynamic Refarming feature or the value of the resource control item in the license is
insufficient.
l The call drop rate may increase if the Refarming carrier forcibly releases subscribers during
service transfer.

License Control
The 1X/DO Dynamic Refarming feature is under license control.
1. When a refarming carrier processes 1X services, and the BAM time reaches the time
specified by EV-DO Service Start Time on a Refarming Carrier, the BSC starts to
convert a 1X refarming carrier to an EV-DO refarming carrier.
2. The BSC starts the timer specified by 1X Subscriber-Initiated Release Buffering Time
on Refarming Carrier. Before the timer expires, the BSC and ATs perform the following
operations:
l The BSC sets the administrative state of the 1X refarming carrier to Shutting down.
Then, ATs on the 1X refarming carrier can only initiate soft handoffs. Newly accessed
ATs are directly assigned to 1X non-refarming carriers.
l The BSC starts to update the 1X channel list.
l ATs on the 1X refarming carrier release the call legs established on the 1X refarming
carrier.
3. The BSC determines whether the timer specified by 1X Subscriber-Initiated Release
Buffering Time on Refarming Carrier expires.
l If the timer expires, the BSC performs the operation in 4.
l If the timer has not expired, the BSC waits until the timer expires.
4. The BSC starts the timer specified by 1X Hard Handoff Release Buffering Time on
Refarming Carrier. Before the timer expires, the BSC initiates hard handoffs for ATs that
have not released legs from the refarming 1X carrier to available 1X basic carriers.
5. The BSC determines whether the timer specified by 1X Hard Handoff Release Buffering
Time on Refarming Carrier expires.
l If the timer expires, the BSC forcibly releases all ATs on the 1X refarming carrier and
performs the operation in 6.
l If the timer has not expired, the BSC waits until the timer expires.
6. The BSC removes a 1X refarming carrier and then adds an EV-DO refarming carrier to
change Service Type of the refarming carrier to EV-DO. Then, the refarming carrier
becomes an EV-DO refarming carrier.
Prerequisites
l Hardware requirements
The 1X/DO Dynamic Refarming feature must be supported by BTS3606E, BTS3606AE
and fourth generation BTSs.
l License requirements
A license file that supports the 1X/DO Dynamic Refarming feature is ready for use.
l Data preparation
l Precautions
– BTSs in co-PN (OTSR/OTCR), MTMR, and HPB networking do not support the 1X/
DO Dynamic Refarming feature.
– BTSs with UBRIs do not support the 1X/DO Dynamic Refarming feature.
– The BTS3606E or BTS3606AE not configured with the CRDM does not support the
1X/DO Dynamic Refarming feature.
– Refarming carriers cannot be configured as pilot beacon carriers, HDC carriers, HTC
carriers, dedicated carriers, or carriers supporting the Intelligent Power Amplifier
Control feature.
– There must be 1X or EV-DO basic carriers in a sector configured with refarming
carriers.
– An existing carrier can be changed to a refarming carrier only when refarming carriers
process 1X or EV-DO services during the configured time periods.
– External carriers cannot be configured as refarming carriers.
Procedure
Step 1 Configure refarming carriers on the BSC.
l To add a 1X or EV-DO refarming carrier, run the ADD CDMACH command with Whether
This Is a Refarming Carrier set to Yes on the service maintenance system.
l To change an existing carrier to a refarming carrier, run the MOD CDMACH with Whether
This Is a Refarming Carrier changed to Yes on the service maintenance system.
NOTE
l When adding a 1X refarming carrier, you must add an EV-DO carrier operating at the same ARFCN
and in the same sector as the 1X refarming carrier.
l If you change an existing carrier to a 1X or EV-DO refarming carrier, you must add an EV-DO or 1X
refarming carrier so that the two carriers can work as a pair.
Step 2 Run the MOD BSCRSM command on the service maintenance system to modify the 1X or EV-
DO service start time.

Step 5 Verify the 1X/DO Dynamic Refarming feature by performing the following operations on the
service maintenance system:
1. Run the LST CDMACH command to verify that Whether This Is a Refarming
Carrier has been set to Yes.
2. Run the LST BSCRSM command to verify that Working Mode of a Refarming
Carrier has been set to Working in Time-Based Mode.
3. Run the DSP RES command to verify that OperationalStatus is Enabled,
AdministrativeStatus is Unlocked, UsageStatus is Active or Idle and Refarming
State is Active for refarming carriers during the specified service periods.

Procedure
Step 1 To deactivate the 1X/DO Dynamic Refarming feature on the BSC, perform the following
operations on the service maintenance system:
l Change a refarming carrier to a common carrier by running the MOD CDMACH command
with Whether This Is a Refarming Carrier set to No.
l Delete the refarming carrier by running the RMV CDMACH command.
Step 2 To deactivate the 1X/DO Dynamic Refarming feature on the BTS, delete a refarming carrier by
running the RMV CBTSRFMSECTORCARRIER command on the service maintenance
system.
Step 3 To add a common carrier on the BTS, run the ADD CBTSSECTORCARRIER command.
