Out-Of-State Educator Applying for IL Licensure

CREATE A LOGIN ID AND PASSWORD ON ELIS:


 Go to www.isbe.net
 Click on Tab entitled “Teachers” located in the blue bar on the top of the ISBE home page.
 Click on “Log in to ELIS.”
 Click on “Educator Access – Login to your ELIS Account.”
 Enter Login ID and Password for ELIS – OR -- If you have never created an account in ELIS, then you
will need to click on the underlined “Former ECS user/first time ELIS user” to create a user ID &
password for the ELIS System.

To apply for an IL Professional Educator License:

 From your ELIS Home Page, click “Apply for Professional Educator License,” choose type of license
and comparable grade range, follow prompts/questions, and pay application fee online.

 Documents required for Out-Of-State Applicant/Teaching License will be: (1) official transcripts in a
sealed envelope from Regional Accredited University; (2) State Approved Program Verification Form
#80-02, completed by the University; and (3) a copy of valid/current Out-Of-State teaching
certificate/license. Transcripts can be sent electronically from University directly kbrewer@roe51.org,
or official transcripts in a sealed envelope can be mailed to Regional Office of Education #51, Attn:
Kellie Brewer, 2201 S. Dirksen Parkway, Springfield, IL 62703. A copy of out-of-state
license/certificate can emailed or delivered to the Regional Office of Education to be imaged into the IL
State Board of Education/ELIS system. The SAP form must be completed by the University in which
your teaching program was completed, and that University must send this form directly/electronically to
the IL State Board of Education as indicated on the top of the form. \

 Once your application/documents required for your license are received and imaged into the ELIS
system, the IL State Board of Ed will evaluate your application/documents. The IL State Board of Ed
will evaluate your application and send you an email indicating that your PEL Teaching License has
been issued or they will issue you a Deficiency Letter.

 It is very important that you register your PEL license as soon as it is issued. This license is not valid
until your registration is paid.
