METHOD STATEMENT INSULATION RESISTANCE TEST

MEGGER TESTING AT LAYDOWN AREA

1.0 GENERAL
This method statement describes the technical requirements,
activities, methods and requires site management to be executed in
carrying out for the construction of field junction boxes for the JG
SUMMIT stage expansion project. Which is located in Barangay
Simlong, Batangas City, Philippines.

5.0 WORK PROCEDURE


5.1 Preparation
1. Megger instrument shall be having valid calibration.
2. Megger with range 500V/1000V shall be used for conducting the
test.
a. Megger range 500V shall be used for wire testing
b. Megger range 1000V shall be used for cable testing

5.2 Pre-Test Preparation Megger Testing


1. The leads used for connecting megger testing with the circuit should be
fault free and the two connecting leads should have electrical continuity. It
is checked by touching the free ends of the leads together while the megger
button is pressed on to check for zero resistance.

5.3 Electrical Continuity Test Megger Testing


1. Connect the free megger test probes to any two conductors required to
be teste.

2. With all the appliance connected or the two ends of the conductors
shorted and all switches switched ON the reading shown on the megger
should be zero. If the reading shows infinity then there is an open circuit.
The fault should be traced and rectified.
3. For cables, the extreme ends of any two phase is shorted and when the
test is conducted the reading should be zero, if the meter reads infinity or
some value of mega ohms, then there is a fault in the cable and it should be
rectified. Same procedure shall be repeated for other 3 conductors of the
cable.

5.4 Short Circuit Test / Insulation Resistance Test

For Wires

For wires the circuit is tested, Megger range should be 500 V.

1. Between phase and neutral.


2. Between phase to earth.
3. Between neutral to earth.

With the other ends of the circuit conductor open, the value should be
infinity for all the test. If the value is zero there is short circuit or the
insulation of the wire is damaged.

For Cables

For cables, the megger range should be 1000 V, and both the ends
of the cable shall be kept open and test shall be conducted
between phases and neutrals as follows:
1. R to Y
2. R to B
3. Y to B
4. R to N
5. Y to N
6. B to N

All these readings should be infinity, if otherwise the cables / phases are
faulty and should be rectified.

The test result shall be recorded in a format for VPCI / Fluor reference and
record.

6.0 HAZARDOUS ANALYSIS

This section defines all potential job safety hazards arising from the
general works and the hazards during and until the completion. Job Hazard
Analysis and the corresponding mitigation measures are tabulated and
expounded in the herein enclosed.

6.1 HEALTH, SAFETY AND ENVIRONMENT

6.1.1 SUBCONTRACTOR’s delegated Safety Officer and/or Safety


Supervisor shall be on Site at all times and responsible for the safely
coordination with CONTRACTOR regarding the requirement needed to
execute the work.
6.1.2 Delegated SUBCONTRACTOR’s Safety Officer and/or Safety
Supervisor will enforce minimum safety requirements such as PPE for
workers, identify Hot and Cold Permit if needed and to arrange and
coordinate with the SUBCONTRACTOR’s Field Supervisor of Site Engineers
regarding safety concerns to prevent accidents.

6.1.3 SUBCONTRACTOR’s Safety Officer and/or SUBCONTRACTOR’s Field


Supervisor / Site Engineers will also be responsible during and after work
hours in all workplace at site to be able to prevent any incident due to
obstructions and other protruding objects.

6.1.4 Nurse and first aiders shall be available at all times during the
progress of construction. They shall ensure that first aid kits shall be readily
available at all times within the working area.

6.2 SAFETY PROCEDURE FOR INSULATION TESTING (MEGGER TESTING)

6.2.1 The Insulation Testing work shall be undertaken in accordance with


site safety rules, regulations and approved procedure.

6.2.2 Wherever necessary, work permits will be obtained prior to any


work being carried out and work will commences in accordance with
specific measures as indicated in work permit.

6.2.3 All necessary Personal Protective Equipment (PPE) will be provided


and to be worn in accordance with the site safety requirerments.

6.2.4 Site working area will be kept in clean and tidy manner after any
work activities have been carried out.

6.2.5 Morning Tool Box Meeting (TBM) shall be held daily at site detailing
potential hazards associated with the work, and implement necessary
action, thereby minimizing or eliminate hazard exposure to workers.

6.2.6 Barricade protection unauthorized person access to Relocation
