I. PURPOSE:

To ensure that all information, material, tools, equipment, manpower and adequate
supervision are available during execution of Installation, termination and testing of
control cables. Also to ensure that work steps area analyzed and all safety measures
are taken so that work can be done in a safe and timely manner.

II. SCOPE:

This Method Statement outlines and defines responsibilities of the Contractor for the
execution of all preparatory works and works related to the Installation, termination
and testing of control cables for this project, and as a guideline for the detailed
planning, safety and actual execution sequences, which will be tackled, further
during the course of project.

III. DEFINITION:

IV. RESPONSIBILITIES:

1. The company is responsible for identifying any possible hazards due to operations
or maintenance activities of plant and equipment in the vicinity of this project.

2. Contractor will provide positive confirmation of all works carried out in this project
and comply with approved Inspection Test Plans.

3. Contractor shall employ professionals with good experience for all installation
activities, ensuring best workmanship while taking into account all required safety
precautions.
4. Assigned Site Manager is responsible for implementing this Method Statement.
Safety Officer/Supervisor is the custodian of the HSE procedure. He is to assist and
monitor supervision compliance with the procedures.
5. SWL (Safe working load) to be mention not enough strength considering the
Capacity of the material to be lifted.

VI. METHOD OF WORK:


 Method statement and permit to work (PTW) to be available on site
throughout the work.
 All the work shall comply with relevant international and local authority
regulation.
 All members involve in this activity shall discuss the method statement via
toolbox talk before the commencement the work.

Cable pulling in direct buried trenches.:

 The team engaged in the cable installation shall be briefed with the content
of this method statement via toolbox talk before the commencement the
work.
 Before laying in cables, inspect the trench work to ensure that the trench
bottom is of a smooth and firm contour and free from all sharp materials or
obstructions.
 Cable Drum location shall be identified, inspected and prepared to ensure
leveled surface without loose soil.
 Check cable drum holding stands and shaft load bearing capacity to ensure
suitability for drums weight.
 Cable drum holding Jacks shall be located adjacent to cable trench with
proper position for pulling direction.
 Solid mild steel bars / Shafts shall be used to support the cable drum.
 The cable drums shall be loaded & unloaded on to the cable jacks by proper
crane / boom truck.
 The wooden packing of the cable drum shall be carefully unpacked without
causing any damage to the outer sheath of the cables.

 The cable drum shall be positioned in the cable stands as per the
manufacture direction of rotation of the cable drum.
 Pull cable into position by hand, where possible using an adequate number
of operative roller guides suitably positioned along the cable length
 Corner rollers will be installed at trench change of direction and suitably
secured by the support of sand bags.
 Ensure that enough workers are positioned as near as possible to each other
to monitor the cable travel speed and cable position along cable route length
while the cable is in motion.
 At equipment end cables will be properly coiled in figure 'eight' (∞)
formation near to the foundation for dressing to equipment terminal box.
 Coiled cables shall be covered for protection if required till pulled to final
equipment connection point.
 Do not allow cable to twist or rotate about its longitudinal axis
 Cables shall be marked at both the ends with the tag number as per the cable
schedule.
 Ensure that sufficient cable length kept for dressing, Glanding and
termination at both ends.
 Record the used length of cable from each drum. This is to ensure that the
balanced quantities of cable on the drum are known.
 Cables will be sealed at both the ends properly to prevent the ingress of
moisture. The cable ends remain on the drums shall also be sealed properly
once the cable installation is completed.
 Follow manufacturer recommendation project specification for cable
bending limits when cables are to be pulled in a change of directions.
 Upon completion of cable installation, cables will be tested for the insulation
resistance values & continuity test using a calibrated testing device suitable
for the cable. The values will be recorded by QC.
 Cables going to the same panels shall be coiled in the same place as much
as
possible.
 Coiled cables shall be removed carefully not to develop any twist or kinks
during installation.
 Cables going to each panel shall be temporarily dressed on the floor and
cable trays immediately after installation; final dressing shall be done after
installation of all cables.
 During cable installation and dressing crossing of cables shall be avoided as
much as possible.
 Ensure that Insulation Resistance test and continuity tests are completed
and accepted for all the cables before the commencement of back filling
 Power cables and signal cables shall be segregated.

Installation of Cables in Underground Ducts:

 Cables shall be installed in ducts where there is hard standing or vehicular


passage as per relevant cable routing drawings.
Nylon draw cords shall always be left in ducts.
 Ducts shall be suitably sealed with proprietary cable sealing arrangements if
specified.
 Duct bank shall be checked to ensure no foreign objects are blocking the
ducts.
 All corner rollers will be installed at trench change of direction and suitably
secured by the support of sand bags.
 The cables will be uncoiled from the drum and will be placed on the rollers.
 Draw rope shall be installed in spare PVC duct.
 Upon completion of pulling and dressing of the cables the installation will be
inspected as per ITP, inspection request signed off
 Cable tagging shall be done in the trench , panel side and Field side
 Empty space for future cable laying shall be maintained as per slandered and
verified after installation

Installation of above ground cables:

 The cable ladder, trays, truncking and conduit installation shall be completed
for the full run of the cable length before start installing cables as possible.
 The cable ladder, trays, trucking and conduit shall be checked for any debris
and the same shall be cleaned.
 All the cable ladder, trays, trucking and conduit shall be inspected and
accepted as per relevant ITPs, and RFIs signed off before commencing with
the installation of cables.
 The mobile scaffolding, if required, shall be arranged and approved from
scaffold personnel, which will be in place before the commencement of cable
installation.
 The rollers shall be placed in the cable trays/trunk or adjacent to the cable
trays to suit the site conditions and properly secured.
 The cables when pulled in different directions follow the manufactures
instructions for bending limits and the project standards.
 Ensure spare space is available in each ladder, tray, trucking and conduits
and they are not overfilled as per project specification.
 Cables shall be protected from sharp edges during installation and dressing.
 For cables passing through the wall, opening shall be sealed by means of
approved sealants upon completion of the cable installation and dressing.
 The cables will be properly secured with tie wraps to the ladder / trays.

Cable Glanding and Termination

 The selection of cable gland will be verified for its suitability for cable type,
size, rating and area classifications.
 All the cables inside the panels will be dressed and segregated for control,
signal and alarm cable
 Proper tools shall be used for cable glanding in order to avoid any damage to
the cable.
 Proper crimping tools and the dies shall be used for termination of cables.
 The entire body of cable shall enter a gland and the outer sheath of the cable
shall not be removed before entering the water proofing seal.
 cables shall have individual cores identified by means of suitable permanent
ferrules bearing the same numbers at both ends
 All cable terminations will be carried out using proper type of lugs as per
terminal suitability.
 Cables shall be tested and continuity checked before termination on
equipment / sensor or PLC
 Manpower involved shall be technical , termination at PLC panel shall be
verified by control vendor
 Sufficient length with spare & looping wire to be maintained in the panel
trunking after splicing as per standard practice

Field test on Cables:

 Quality control check list shall be filled and signed by inspection witness
team
 Cable continuity and megger test to be done prior termination
 Prior starting the test ensure that cables both ends are completely
disconnected from the Panel and Instrument terminals
 Ensure that all parties concerned are aware of the impending tests, and
barricade the area to guarantee the safety of personnel.
 Inspection request listing all cables under test to be submitted to QC
department as per relevant ITP.
 Test equipment shall have valid calibration certificate.
 Cables Test shall be as following sequence:

o Insulation resistance and continuity test for cables on drum after


delivery to site prior pulling.
o Insulation resistance and continuity test for cables after glanding and
termination.
o For insulation resistance test, cable rated voltage shall be considered
for required test voltage, cables rated 300/700 volts, for insulation
resistance test “Megger “Use 500 Volt test voltage.
o OTDR test shall be performed and result shall be recorded for Fibre
optic cables after completion of splicing / termination of the cable.

VII. Safety:

1. Safety Officer shall be assigned to work full time during the Installation of trunk,
cable tray and raceway shall ensure availability of a valid gate pass or work permit
and signed by the concerned authorized person.
2. A Job Hazard Analysis shall be prepared and submitted to the client / consultant
prior to starting the work and attached to the work permit.
3. Every access/exit will be kept free from obstacles, materials, equipment, etc.
4. Temporary safety signs shall be provided at all access/exit routes, etc.
5. All equipment/machines shall be fitted with fire extinguishers and inspected by the
Safety officer.
6. Proper illumination of the work area and access / escape / exit areas shall be
provided while working at night.
7. All activities should be stopped immediately in case of emergency and work permit
to be revalidated before to start the activity again.
8. Ensure that working area is free from cloths, rubbish, tools, wooden planks,
boxes, etc. and is kept in a clean and tidy manner.
9. Contractor shall maintain well housekeeping standards at all times.
10. Mobile Phones and other electronic gadgets will not be used while work is in
progress except for Project Manager / Engineer or Supervisors of Contractor.
11. Proper Safety and Induction training shall be provided to personnel who will be
working at project site.
12. All installation and construction work shall be in compliance with HSE Manual.

13. All Personal Protective Equipment shall be approved by Safety officer and are
required to be worn at all times while in the project site.
14. Barricades, warning tapes, signs, etc. shall be posted, as per project
specifications, to prevent entry to unauthorized personnel into the working area.
15. Ensure that the access way is clear and does not present any tripping hazard.
16. Ensure availability of appropriate communication equipment.
17. Check and verify escape routes and assembly points in the vicinity of the work
area.
18. All lifting gear, material handling equipment, small tools etc. shall be duly certified
and appropriately color coded.
19. All Lifting gear and their operators shall be third party certified and inspected
before every use by a competent person.
20. All riggers shall be third party certified.
21. The Cables and accessories shall be properly secured on the transport which
shall not be driven at more than 10 Kmph between the warehouse and the site
location.
22. Loading / Off-loading and movement of Cables and accessories shall not be
carried out under adverse weather conditions.
