1. BRIEF DESCRIPTION
The objective of this method statement is verifying the healthiness of cable prior installation and
termination of cable in panel and checking of cable attenuation in between two termination points.

2. REQUIREMENTS:
MANPOWER: 1 Team (in each team 2 persons)

EQUIPMENTS: Fusion Splicing Machine, Fibre Optic Cleaver, Optical Time Domain Reflectometer
(OTDR), Optical Power Meter & Laser Source, Splicing Van 4x4 Nissan

3. SAFETY PRECAUTIONS
 The works will be carried out by experienced technicians. Under the supervision
experienced engineers from both the Sub-Contractor, main contractor and the
Client .
 The engineers will brief the personnel involved in the activity before the works
Commence. This will involve going through the method statement.

o Adequate housekeeping shall be maintained.


o Use of adequate foot ware.
o Adequate lighting shall be provided.
o Provision of Waste disposable bins / bags.
o keep walkways clear from cords, material and debris
o Use appropriate cut resistant gloves for hand protection
o Use safety Goggles for eye protection.
o Lose fitting cloths must not wear.
o Remove debris and protruding nails from the span/tray
o Use safety cons around the place of cable closure installation work.
o Clean all equipments after use
o The correct tool must be used for the task and use of wrong tool must be avoided.
o Only competent personnel shall perform the work. All personnel shall wear hard hat,
safety glass, safety boot , hand gloves
o Splice panels and patch panels: Terminate or splice distribution cables inside panels
or boxes to protect the fibers from damage. Boxes or panels may be rack-mounted
or wall-mounted. All should have locks to prevent unauthorized entry.
o Racks and cabinets: Enclosures for patch panels and splice panels are used to
terminate and organize cables. Use appropriate cable management hardware on the
racks to route and separate cables.
o Use only adhesives approved by the manufacturer, and employ adhesive curing
times in accordance with the manufacturer’s instructions.

o Use Of Cable Ties


o Fiber optic cables, like all communications cables, are sensitive to compressive or
crushing loads. Cable ties used with many cables, especially when tightened with an
installation tool, are harmful to fiber.
o Once installation is completed, connectors should be covered with an appropriate
dust cap and stored in a safe location waiting testing or connection to network
equipment.

5. 4 a) POST INSTALLATION TEST


Continuity & Attenuation Test

 Post Installation test to confirm the healthiness of cable prior termination procedure
and this test will proof whether the cable is applicable to use for channel
communication and all the fibers shall be tested by the OTDR in one direction @
1310nm and 1550nm. This will ensure the continuity of the cable and will show if there
is any damage in the existing cable.

Documentation:

 The OTDR test result will be provided in the hard copy form in labeled ring binder with a
witness signature verifying execution of all tests.
 The documentation package will consist of the following:
a. Calibration Certificate
b. OTDR test in one direction @ 1310nm & 1550nm with OTDR.
Pass criteria for each fiber:

Maximum loss Requirement: Optical Cable Loss < or = 0.400 dB/km [1310nm]

Maximum loss Requirement: Optical Cable Loss < or = 0.250 dB/km [1550nm]

Note: Any damaged to the cable sections that have been discovered before or during
installation, by OTDR tests or observations after installations shall be documented and
reported immediately to the Engineer in charge of the project.

6. 4 b) TERMINATION OF FOC CABLE:


Termination of the Pigtails inside the patch panel.

The FOC will be prepared and dressed up to the Patch Panel and the cable will be taken
inside the Patch Panel through the cable gland or as per JB vendor termination design. At
least 20 meters of the cable will be coiled and kept under the floor.

The outer sheathing of the cable will be stripped and the steel tape amour of the cable will
be earthed with the grounding kit in the Termination Box.

The fibres from the loose tube will be pulled in the plastic transparent tube for protection
and it will be dressed in the Splice Cassette. At least 10 meters of Flexible fibre will be coiled
in the cassette.
Splicing of all FOC shall be carried out by means of a fusion-splicing machine & optical fibre
cleaver.

The FC/PC pigtails (1.5m long) based on respective drawing will be spliced on the individual
fibers & will be terminated on the face plate of the patch panel and all pigtails shall be
numbered.

The theoretical splice loss readings, which are displayed on the fusion splice machine, shall
be kept to a maximum of 0.10 dB to reduce the number of re-splicing. The minimum splice
loss shall be 0.05dB.

The actual splice loss of each individual splice shall be equal to or less than the stated splice
loss in the contractual specification.

Note: All fibre cores (including spare fibre core) shall be spliced in all termination locations.

7. 4 c) OUTDOOR JOINTING OF FOC CABLE:

The Fibre Optic Cable will be prepared and dressed up to the Joint Box, and the cable will be taken inside the
Joint Box through the cable gland, which will be protected by heat shrink. At least 10meters of the cable will
be coiled from both side and kept along side of the Joint Box.

Splicing of all fibre optic cables shall be carried out by means of a fusion-splicing machine and optical fibre
cleaver.

Both the cables that have to be jointed will be prepared and splicing shall be carried out in the outdoor Joint
Box.

The theoretical splice loss reading, which is displayed on the fusion splice machine, shall be kept to a
maximum of 0.10 dB to reduce the number of re-splicing. The minimum splice loss shall be 0.05dB.

The actual splice loss of each individual splice shall be equal to or less than the stated splice loss in the
contractual specifications.

During the splicing all fibre cores shall be numbered at the terminal as well as the joint pits in order to case
the maintenance task.

Note: All fibre cores (including spare fibre core) shall be spliced in all splicing locations.

Splice Loss Analysis


Once all the cables have been spliced, each individual splice loss shall be measured in both directions by
means of an OTDR with checks at 1310 & 1550nm. The Splice loss average of both readings should not
exceed 0.05 dB.

If the average splice loss is greater than 0.05 dB on any two fiber spliced, then the splice shall be remade.
Maximum attempts to re-splice a particular high fiber shall be made to bring the actual splice loss within the
0.05 dB.

Documentation

Site Test Report Forms will be duly filled by the splice loss results and will be supported by the OTDR trace
records.

8. 4c) END TO END TESTING OF FOC CABLE:


End-to-End Testing using OTDR

General Requirements: After installation of fiber optic cable completion, will conduct fiber loss tests of
the entire length of cable, demonstrating that all requirements of this specification are met. This test
shall be conducted at both 1310nm and 1550nm light wavelengths. All testing shall be performed with
an optical time domain reflectometer (OTDR) and Power meter & Laser source. Bidirectional testing is
required for the end to end acceptance testing.

The use of launch box is required if the testing cable length is below 100mtr. Testing shall be conducted
on all components of the FOC outside the plant, including fiber cables and splice points. All splice losses
and end to end losses shall be recorded by the OTDR.

 Shall place a team of testing engineers at the start (origin) of cable location and also place
another team at the end (remote) of cable. The OTDR shall be located at both end of the
FOC backbone during the testing.

 The pulse width setting of the OTDR shall be set to the lowest possible setting while
allowing the full length of FOC to be measured for faults or reflective events.

 Reset OTDR with required information and clean both fiber connector and fiber port in
OTDR to remove all internal debris and water locking agents before testing.

 Test buffer tubes in consecutive order in accordance with optical cable colour coding.

 Setup the OTDR to test the individual fiber strands, with the same setting as tested by the
manufacturer, including but not limited to the specific test wavelengths, pulse width,
acquisition time, index of refraction, cable span and event thresholds.

 Test the fiber at each 1310nm and 1550nm for minimum of 15 seconds from Fiber Optic
Patch Panel (origin end) to fiber optic Patch Panel (remote End) to measure the attenuation
per kilometer. After testing all results of fibers are recorded

 Analyze the tested fiber for anomalies and verify the fiber characteristics, such as length
and signal loss or attenuation, versus the specified engineering requirements.
 Record the test data. Label the fiber trace with associated fiber number in relate to cable
route. It is required for each fiber strand tested that the documented information includes a
trace image, detailed OTDR setting per trace, and any associated event tables.

 Save all test report files. All test result files are to be stored on flash drive and submitted to
engineer for approval.

 Examine bidirectional test results and prepare analysis report.

9. End-to-End Testing using Power Meter & Light Source

 Shall place a team of testing engineers at the start (origin) of cable location and also place
another team at the end (remote) of cable. The Laser source shall be located at one end and Power
meter shall be located at far end of the FOC backbone during the testing.

 Reset equipments with required information and clean both fiber connector and fiber port in
equipments to remove all internal debris and water locking agents before testing.

 Do the calibration of equipments to adjust Tx power as ‘0’

 Laser source act as transmitter and it emits light i.e., Tx and Power meter act as receiver i.e. (Rx) and
difference between emitted loss (Tx) and received loss (Rx) is calculated as each fiber attenuation
loss.

 Once the continuity test have been carried out a highly stable laser source and an optical power
meter shall be used to test the overall attenuation of the fibers from fiber optic Patch Panel (origin
end) to fiber optic Patch Panel (remote end). The loss test will be carried out in both directions @
1310nm & 1550nm.

 Test buffer tubes in consecutive order in accordance with optical cable colour coding and record the
loss after testing of each fiber.

 Analyze the tested fiber for anomalies and verify the fiber characteristics, such as length and signal
loss or attenuation, versus the specified engineering requirements.

 Examine bidirectional test results and prepare analysis report.

 The Power Meter reading shall be equal to or lower than the maximum allowed power loss budget
which shall be calculated using the following formula:
X=Y+Z+A

X= maximum permissible end-to-end loss (dB)

Y= cable length x maximum attenuation per Kilometer

Z= number of splices x 0.05(Maximum Splice Loss)

A= number of connectors x 0.5(Maximum Connector Loss)

Hence, “Pass Criteria = Total Measured Loss < Max.

 (Maximum Permissible End-to-End Loss (dB) = (Cable length x Maximum attenuation per kilometer)
+ (Number of Splices x Maximum splice loss) + (number of connectors x maximum connector loss).

For example:

At 1310nm

Cable length = 25 km

Maximum attenuation per km = 0.40 dB

Number of Splices = 5 (Out Door Splice + Indoor termination)

Number of Connectors = 2

Maximum Connector Loss = 0.50 dB

(25 x 0.40) + (5 x 0.05) + (2 x 0.50) = 10.35 dB

At 1550nm

Cable length = 25 km

Maximum attenuation per km = 0.25 dB

Number of Splices = 5 (Out Door Splice + Indoor termination)

Number of Connectors = 2

Maximum Connector Loss = 0.50 dB

(25 x 0.25) + (5 x 0.05) + (2 x 0.50) = 6.60 dB

10. 4 d) DOCUMENTATION OF TEST RESULT:

The OTDR shall include as flash drive USB for storage of all FOC signatures. Signatures of all cables
tested shall be stored on USB drive. With the help of OTDR software is capable to read the stored
signatures from the disk and performing all measurements and analyses on stored signatures as if
the OTDR were connected live to the FOC. The analysis shall include readout of fiber loss per unit
length, splice loss measurement (amount of loss and distance), connector loss measurement,total
FOC length, generation of event table, and identification and measurement of any other reflective
events or faults.
The site test reports will be duly filled and will be supported by the OTDR trace records.

The OTDR test result will be provided in the hard copy from in labeled ring binder with a witness signature
verifying execution of all tests.

The documentation package will consist of the following:

 Calibration Certificate
 Post installation Tests prior to Splicing.
 End to End testing with OTDR tests at 1310 nm and 1550 nm wavelength.
 End to End testing with Power meter & Light source at 1310nm and 1550nm wavelength.

NOTE

 Necessary drawings and documents with client status are available prior to start the activity.

 Ensure that the necessary tools and equipments with valid calibration certificate are available prior
to start up the work

 Any damaged to the cable sections that have been discovered before or during installation, by
OTDR tests or observations after installations shall be Documented and reported immediately the
Engineer in charge of the project.
