8.

SCOPE OF WORK

&

GENERAL INFORMATION
1 Scope of Work

The Objective of work under this tender is to deliver irrigation water at


farmer’s fie ld through pressurized pipeline system for micro irrigation of the
culturable command area of the canals included in this package .
It includes all activities starting from designing, procurement, construction
of Outlet structure , fixing of APM outlet, construction of diggi , sump well and
pump house , laying, installing, energizing, etc. of pumping system including
pumps, rising main, main lines, branch lines, distribution network, controlling
and regulation systems, e tc. for supply of water for irrigation under pressure
including supply, installation, commissioning and testing.
After commissioning of the system and taking of electrical connection,
the operation and maintenance of the system has to be taken up by the
contractor for two years.

The Scope of work of Project e nvisages
Planning and designing of HDPE mains, Distribution Syste ms as pe r the
de sign crite ria of rele van t I.S. Codes, Departmental Codes, Circulars issue
d by departme nt from time to time e tc. Whe re ve r land is to be acquire d
for the purpose of Diggi, sump we ll, pump house , othe r buildings&
approach road that for pe rmanent work the contractor will prepare
all documents re quire d as pe r the Land Acquisition, Rehabilitation
and Rese ttle ment Act, 2013 and or as pe r Land Acquisition,
Rehabilitation and Rese ttle ment Rules of 2015 (as ame nded). Any
docume nt which is re quire d from the gove rnment agencie s, such as but
not limite d to Jamabandi etc. will be collected by the contractor for
which official re quisition where ve r re quire d will be provided by the
Department.
The case pre pare d as above will be submitted to the
Enginee r in charge who will give a re quisition le tt e r whe reve r re quire
d for submission to the conce rne d authorities, the case in re spe ctive
authorities will be pursued by the contractor for e arly cle arance . Any
obse rvation or re quire ment of any authority in the above case s will
be complied by the contracto r.
On issue of the final award, payment to the Land
Acquisition Office r will be made by the de partme nt and on
acquisition the process of taking possession and mutation will be
complete d by the contractor, for which also any official re quisition
re quire d wi ll be provide d by the Enginee r in charge and his re prese
ntative s
If the contractor so desire s he is free to purchase the above
re quire d land at his own cost for which the payment will be reimbursed
to him which will be e quivalent to the amount as calculate d by the land
acquisition officer of similar land in the adjoining are a based on the
same methodology as adopted by the land acquisition office r, irrespe
ctive of the cost of re gistry if any. The land so purchase d by the
contractor at his own name will have to be transfe rred, mutate d and
handed ove r to the department on comple tion of the work. No delay
on account of the above will be attributable to the state and the contract
is plan his work accordingly.
Temporary land required for borrow area, underground pipe
line, haul road, diversion, camp office etc will be arranged by the
contractor at his own cost for which no extra payment will be made
and crop compensation, if any, etc., shall be at Contractor’s cost.
Whe re ve r the Pipe network syste m is crossing Ra ilway line , Gas Pipe
Line , Cableways and all types of road, the contractor has to pre pare ,
necessary proposals for see king all statutory pe rmissions of conce
rne d authorities at his own cost. The Enginee r-in-Charge will proce ss
such proposals to the Railway , Gas, cable way , Highway authorities
or any Gove rnment authority conce rned. Pursuing with these
Authoritie s for the i approval etc., complying conditions imposed by the m
, and any re quire d construction e tc. shall be the re sponsibility of
the Contractor for which payment if any will be made by the
department .
Construction of outle t structure with fixing of APM outle t,
construction of feede r/approach channel conne cting the canal to the
Diggi, Construction of Diggi, Sump well, Pump house , installation of
Pumps , control panels etc. involving all civil, me chanical and e lectrical
works .
De signing, Laying, commissioning and te sting of unde rground
pipe d mains and distribution syste m including inline
structure s & othe r miscellaneous works comple te to provide wate r
fo r irrigating fie ld of farme rs through Pre ssure Irrigation syste m. The
De partment shall provide the layout of the pipe ne twork of all the
diggies / chaks include d in this package , It shall be contractor’s re
sponsibility to design and provide the drawing along with planning
of the whole syste m for due approval from the Supe rintending
Enginee r, so that the syste m is sufficient to delive r the design quantity
of wate r to e ach fie ld of e ach di ggi/chak and to complete the syste m
as pe r good and acce ptable engineeri ng practice along with any othe
r works ne cessary for e asy ope ration and mainte nance of the syste m.

spe cification

The pipe network shall be laid by the contractor strictly in


accordance with th e Layout approve d by the De partment all rele
vant points on the sanctione d drawing should be accurate ly establishe d
in the fie ld. The Survey stones already available in the field should
be taken into consideration and all the missing stones may they be
bloc k stones or murabba stones should be re-established at site and
got confirmed by the departmental authorities.
De sign, Installation, commissionin g and testing of pump
functions, discharges and pre ssure in rising mains, branche s, late rals and
sub late ral s yste m.
Ope ration and Mainte nance pe riod of 24 months afte r date of issue of
comple tion ce rtificate and getting e lectric connection on the diggi.
Commissioning and trial run of the e ntire syste m and
maintenance during part commissioning, and running &
maintenance pe riod of 24 months ove r and above stipulated 18 months
(Eighteen months) pe riod of comple tion for construction of entire work
shall be responsibility of the contractor. During this pe riod the major
faults and othe r de fe cts will be the liability of contractor. The powe r
charges shall be borne by the Contractor for te sting. Howeve r, during
O & M pe riod powe r charge s shall be borne by the WUA.
It shall be the re sponsibility of the contractor to ge t the electric
connection for the WUA in the name of WU A for which the charge
s shall be borne by the contractor.
Formation of WUA :-In the WUA formation process the
contractor shall provide full assistance to the de partme nt in
accomplishing following activities: -
a. Preparation of voter list both interim and f inal:- The
contractor shall collect all re levant docume nts from the conce
rned offices viz re venue , colonization, offices of gram pachayat or
panchayat samiti with due authorization from the IGNP de partment.
He shall then ge t the vote r list pre pare d in acco rdance
with the record colle cted from various departme nts. The vote r
list shall the n be got provisionally approve d by the
Executive Enginee r for display.
b. Display of lists at requisite points :- The inte rim vote r list shall be
displayed at various locatio ns as specified by the Enginee r in
Charge. Afte r the due proce ss of he aring the complains and
objections by the De partme nt is ove r, the final list shall again be
displayed at re quisite points by the contractor.
c. Election Process :- All activities re lated to ele ction of WUA shall be
re sponsibility of the contractor, the contractor shall provide all the
material and assistance re quire d for e lection
including stationary, ve hicles e tc.

1.3 ESTABLISHING AND IMPLEMENTING BARABANDI:


This activity is basically a tra ining of the WUA which shall ne constantly given by
the contractor for the full O&M pe riod. Each action of the contractor in this
regard shall be due ly intimate d to the WUAs and it should be the constant e
ndeavor of t he contractor to keep the me mbe rs of the WUA with his re pre
sentative to e xecute all the tasks of this activity. The contractor shall pre pare
a re cord of all cultivators of a particular diggi along with landholding de tail
of e ach cultivator and intimate to the WUA along with the de partment . He
shall pre pare barabandi of the cultivators of that diggi and ge t it approve d
by the Enginee r in charge and ensure its strict imple mentation. He shall be re
sponsible for pre paring the de mand by e xecuting girdavri of the fie lds for e ach
cropping se ason, this activity shall be ensure d by the contractor by e
mploying a pe rson with knowledge of wate r re venue collection works and
with me mbe rs of WUA . The girdavri shall be got sample che cke d by the Enginee
r in charge afte r due written intimation
by the contractor . The demand thus cre ate d shall be got approve d by the de
partment and the approve d demand shall be deposite d in the conce rned
Division office during his O&M pe riod . The amount of e ach de mand shall be de
posited within a pe riod of three months from the sanction of de mand with the
he lp of WUA in the colle ction process . The contractor shall be fully re sponsible
for all the de mands due in his O&M pe riod. The individual collection of wate r
charges from the cultivators of that diggi shall be the responsibility of the
contractor, in case of de faulte rs the contractor shall pre pare a case in detail with
all re levant docume nts and submit the case with concent of WUA as pe r
the provisions of Irrigation and Drainage Act and PIM rules pre vale nt at that time ,
for action against the cultivator who is not depositing the wate r charge s with the
contractor. The contactor shall be authorize d by the department to lodge FIR
against any culprit who disrupts the smooth
functioning of the pre ssure irrigation syste m.

1.4 THE SITE


It shall be presumed that the contractor has satisfied himself as to the nature
and location of the work in ge ne ral and local conditions particularly those be
aring on availability of mate rials, quarry roads, dump are as, working
platforms, transport handling and storage of mate rial, disposal of spoils,
availability of labour, we athe r conditions etc. and has estimate d his cost
accordingly. Gove rnment will be ar no re sponsibility for any lack of
acquaintance with the site conditions and the conse quence the reof to the
contractor.

and in this document is furnishe d for gene ral information only and, the
gove rnme nt will not be re sponsible for the accuracy the reof for any de
duction, inte rpre tation or concl usion drawn the re
from by the contractor.

1.5 CLIMATE CONDITIONS

The rainy se ason comme nce s from about middle of July and lasts up to about
the end of Se ptembe r. Beyond Se ptembe r sporadic showe rs cannot be ruled
out. The maximum tempe rature in summe r may go up to about 50°C and the
minimum tempe rature in winter may go down to about 0 °C. May and June are
ge ne rally the warmest months
and De ce mbe r and January the coldest. Fre quent sand storms occur
in the summe r se ason.

1.6 AVAILABILITY OF LABOUR


The unskilled labour may be available locally. Some skille d labour is also
available in the project are a. The contractor must, howe ve r, make his own
enquiries and asse ssment re garding availability of
labours.

1.7 WATER SUPPLY


The contractor will make his own arrange me nts for wate r supply and drainage
for works as we ll as for drinking purpose for his own and labours. The supply
for the dome stic use of wate r for labours and his colonies shall be potable and
in accordance with the gene ral rule s and re gulations of public he alth. The
contractor shall maintain prope r disposal of night soil e tc. He should keep
the colony cle an. The contractor should dispose off night soil e ffluents away
from the
work site and colony.

1.7 CAMP REGULATIONS

The contractor shall be re sponsible for maintain law & orde r in his camp and
on his work and to that extent shall e mploy such office rs, watchman or othe r
pe rsons as re quire d. Unauthorized or unde sirable pe rsons shall be excluded
from the camp and from the worksite . If in the opinion (which shall not be que
stione d) of the Engineer -in-charge , any e mployee or any age nt of the
contractor misbehave s or causes obstructions in the prope r exe cution of the
work or othe rwise makes himself unde sirable, the contractor shall, on re ceipt
of instructions from the Enginee r to do so, re move him from the pre mises
within
twe nty four hours. He shall not be allowe d to ente r the working are a.

1.8 MEDICAL AID


The contractor, shall provide at his own cost "FIRST AID" arrange
ments at the various work spots in acco rdance with labour rule s and
regulations and as dire cted by the Engineer.

1.9 DUMP AREAS


Mate rial e xcavate d from work are as, if any shall be dumped in the are as
approved by the Engineer -in-charge .
1.10 SUPPLY OF POL'S
The contractor has to make his own arrange me nts for the supply of petrol, die
sel and lubricants.

1.11 ELECTRIC POWER FOR CONSTRUCTION PURPOSES


The Gove rnme nt will not provide powe r for the construction purposes and for
lighting and othe r domestic use in the colony. The powe r supply for work
as we l l as his colony will be arranged by the
contractor himself at his own cost.

1.12 OTHER CONTRACTORS


In the matte r of dumps, haul roads, drainage dive rsion and the line , e ach
contractor shall take into conside ration the need and re quire ments
of the othe r contractor and the de partment if any working in the vicinity.
Furthe r no contractor shall take or cause to be taken, any ste p or
actions that may cause disruption, disconte ntme nt or disturbances to the
work, labour or arrange me nt etc. of the othe r contract or in the project.
1.13 INCONVENIENCE TO PUBLIC
The contractor shall not deposit mate rials on any site , which will se
riously cre ate inconvenience to the public. The Engineer -in-charge may ask the
contractor to re move any mate rials which are dange r, inconvenience to the
public or cause the m, to be re move d at the contractor's cost.
