Name of work : Providing Consultancy services for Drone videography of
Sadanpur Tunnel from Access Tunnel of PHLC Project

WORK AND SITE CONDITIONS

(1) INTRODUCTION :
The Providing Consultancy services for Drone videography of Sadanpur
Tunnel from Access Tunnel of PHLC Project is proposed village in
Khatakpur-Sadanpur, Ta.Shahera, Dist. Panchmahals. The work mainly
comprises of Providing Consultancy services for Drone videography of
Sadanpur Tunnel from Access Tunnel of PHLC Project.
(2) LOCATION :
The proposed canal works is located near village Khatakpur-Sadanpur,
Ta.Shahera, Dist. Panchmahals The site is located About 20-25 km. from
Railway station Godhra on Mumbai – Delhi Western Railway line. The work
site is approachable from Godhra-Lunawada State Highway.
(3) COMMUNICATION :
The nearest place for ordinary marketing is Shahera and Godhra, about 12
and 25 Km. from work site.
(4) BRIEF DESCRIPTION OF WORK :
The work to be carried out under this tender comprising of following items as
per Schedule – B, drawing and specification.
(5) AVAILABILITY OF LABOUR :
Available of labour is good except during Holi festival and harvesting period
However, there may be shortage of skilled labour like, masons, an
carpenters, Operators etc. The Contractor shall have to make his own
inquiries in this regard. The work comprises of guniting for which the
specialized larges is not avails in the area.
(6) HOUSING :
Area being highly rural there is no local housing arrangements available
and contractor will have to make his own arrangements for this staff and
labour etc.

(7) DRAINAGE :
Suitable and adequate arrangement shall be made by the contractor for
drainage of rainwater around his colony and the work spots. The contractor
shall also install and maintain at his cost a suitable drainage system to
dispose of sewage and sludge from his colony. The layout of the system shall
be got approved from the Engineer-in-charge. No extra payment shall be
made for the above work.
(8) WATER SUPPLY :
The contractor shall have to make his own arrangement of water supply for
his work. and for his labour camp etc.
(9) CAMP REGULATION :
The contractor shall be responsible for maintaining good order in his camp
and on his work and for that shall employ officers watchmen or other
persons as required. Un-authorized or undesirable persons shall be excluded
from the camp and from the site of work. If in the opinion (Which shall not
be questioned) of the Engineer-in-charge, any employee or agent of the
contractor misbehaves and/or cause obstructions in the proper execution of
the work, or other wise is proved undesirable, the contractor shall on receipt
of the instruction to do so (oral or otherwise) shall remove him from the
premises.
(10) MEDICAL AID :
There is no dispensary on project site Government Hospital is located at
village Khatakpur-Sadanpur, Ta.Shahera, District–Panchamahal. The
service of this hospital can be used for contractor’s staff and labour on
payment of requisites charges as may be required to be paid. The contractor
shall have to make his own arrangements for normal medical aids for his
staff and labours.
(11) ELECTRIC POWER :
There is no electric power for construction purpose at present. @ site of work
The contractor has to make his own arrangement by making necessary
efforts and expenditure for availing the electric power However the deptt. Will
co operate for expediting the concerned authorities in Madhya Gujarat Vij
Company Limited for availing the power supply. The contractor will be
directly responsible for payment of electrical charges as above with the
MGVCL.

(12) ROADS
The contractor shall construct and maintain suitable inspection paths in the
works limit. Any haul or approach road, if necessary for the contractor’s
work shall be provided at his own cost. There will however be no charge for
any reasonable use of any road constructed by Government. In case of
private lands the contractor will make his own arrangements for acquiring of
such land for use as communication.
(13) POST TELEGRAMS AND TELEPHONE :
A post office is available in Taluka Shahera and Godhra Telephone Exchange
is available at Godhra.
(14) BANK FACILITY :
State Bank of India and other Banks are available at Godhra.
(15) SUPPLY OF PETROL & DIESEL :
Diesel and Petrol Pump is available at Sahaera and Godhra about 12-15 Km
from site of work.
(16) MATERIALS AVAILABILITY:
i. SAND
Sand will be available in river Panam within average lead up to 30KM.
ii. COARSE AGGREGATES.
The Grit / Kapachi / Machine crushed Metal to be used can be
available from Timba / Sevalia quarry site. which is about 35 Km.
from site of work.
iii. CEMENT
Ordinary Portland Cement (OPC) of required specification shall
procured as under:-
v. GENERAL
The above details are given for guidance. However the contractor shall make
his own inquiry regarding quality and quantity of above materials and other
materials required for construction and accordingly he shall quote the rate.
No extra claim shall be entertained if the required materials are not available
from the above quarries and department is not liable for any discrepancies
mentioned in the foregoing para in case of any discrepancy in items and
specification of the work, the guideline given under clause No. 13(3) of "B-2"
shall followed.

17.0 CONSTRUCTION PROGRAMME.
The contractor shall submit the progress report as stipulated under clause
No. 71 of the "B-1" Form to ensure good progress during execution of work.
The contractor shall be bound in all cases to complete the work.

The contractor has to complete the entire work Within 30 Days otherwise the
farmers of Command area will be deprived of irrigation facilities and
subsequently financial losses to the farmers and state.

The contractor shall furnish contruction schudule accordingly.

GENERAL CONDITIONS

1. Definitions :
In the contract (as here in after defined) the following words and expression
will have the meanings here by assigned to them.
2. Introductions :
Words imparting the “Singular”
i) Approved / Approval :
Means approved in writing by Engineer-in-charge.
ii) Construction Plant :
Means all equipment, appliances or things of what so ever nature required
for the execution, completion or maintenance of the works of temporary works but
does not include materials or other things intended to from or forming part of the
permanent work.
iii) Contract :
Means the instructions and information for tenders, general and special
conditions of contract specifications, drawings, tender, including schedule of
quantities and tender prices) the formal agreement and all agenda and attachments
related to the above.
iv) Contractor :
Mean the particular person, firm or corporation with whom the contract has
been made for executing the works.
v) Drawings :
Means the drawings referred to in the specifications, any modifications of
such drawings approved in writing by the Engineer-in-charge and such other
drawing as may from time to time be furnished or approved in writing by the
Engineer-in-charge.
vi) Engineer-in-charge :
Means the Engineer-in-charge of the works of specified parts of the contract
of such other departmental assistant or subordinates to whom the Engineer-in-
charge may have delegated certain duties, acting separately within the scope of the
particular duties entrusted to them. The contractor will be given a copy of the
Government authorization designating him his authority at the time when contract
is signed. It is however, to be distinctly understood that no delegation of powers

shall be made to such departmental assistance or subordinates except in respect of
supervisor to ensure compliance of the contract conditions.
vii) Government :
Government of Gujarat, Narmada, Water Resources and Water Supply &
Kalpsar Department.
viii) I.S.S. :
Means Indian Standard Specifications.
ix) Day :
Means a day from midnight to midnight.
x) Month :
Means from the beginning of a given of a calendar month to the end of the
preceding date of the next calendar month.
xi) Week :
Means Seven consecutive days.
xii) Rupees :
Means Rs. Of Indian currency.
xiii) Site :
Means the lands and other places on under, in or, through which the works
are to be executed or carried out and any other lands or places providing by the
owner for the purpose of the contract together, with such other places as may be
specifically designated in contract or subsequently approved as forming part of site.
xiv) Superintending Engineer :
Means the Superintending Engineer in over all charges of the work.
xv) Chief Engineer :
Means the office to whom the Superintending Engineer of the Circle in over
all charge of the works reports.
xvi) Temporary works :
Means all Temporary work of every kind required for the performance of the
contract.
xvii) Works :
Means the works to be executed in accordance with the contract.
xviii) Employer or owner :
Means the Government of Gujarat, Narmada, Water Resource, water supply
and Kalpsar Department on its commencement of cusiness.

xix) Tender Amount :
Means the total tender amount indicated by the Contractor in Volume – I,
Schedule - “B” of the tender document or its negotiated amount.
xx) Contract Amount :
Means the amount of the work done in accordance with contract duly
certificate by Engineer-in-charge in the bill of the final payment.
xxi) Contract Value :
Means the total value of the works as mentioned in letter of acceptance of
the tender.
2. Contractor’s Obligation :
The contractor shall be deemed to have carefully examined the work and site
conditions, the specifications schedule and drawing and shall be deemed to
have fully informed himself regarding the local conditions.
If he shall have any doubt as to the meaning of any portion of this general
conditions, the special conditions, the scope of the work, the specification or
any other matter concerning the contract, he shall in good time before
submitting his tender, set forth the particulars thereof and submit them to
the Engineer in charge that such doubt may be removed. The contractor
shall unless in cases specially provided for, make all payments at his own
expenses, undertake to do all things and supply all labour materials
construction plant, equipment, temporary works transport supervision in
every thing whether of a temporary nature or permanent nature required in
& for construction, completion and maintenance of the work & for
performing the obligations of the contract for which Narmada & Water
Resources Department would have to undertake to do the construction
completion and maintenance of works.
3. Recoveries :
Any recovery advised by the Government or arised from the work shall be
recovered from any bill or money retained from his contract.
4. The Engineer-in-charge Decision :
It shall be accepted as an inspectable part of contract that in matters
regarding material workmanship, removal of improper work, interpretation of
contract drawing and contract specifications, the decision of the Engineer-
in-charge which shall be given in writing shall prevail.

5. Base lines and Graded :
Permanent base lines and cross lines shall be established at sufficiently
close interval with bench marks at all corner points to serve as, “reference
grid”. The contractor shall provide at his expenses, all templates pillars
stacks, equipment, material and labour for establishing the grid line, and
pillars and preserve during the whole of construction. These shall be laid out
with prior approval of the Engineer in charge. No baseline or benchmark or
reference mark shall be used as reference line benchmark or level for the
work without prior approval of the Engineer. The contractor shall maintain
certified copies of such approved reference line, marks and levels and shall
not remove any of them without the prior approval of the Engineer.
The contractor shall further lay out the work from these reference base lines
in consultation with the Engineer and shall be leveled in connection
therewith, not withstanding the fact that the same might have been checked
by the Engineer staff
The contractor shall be responsible for the proper execution of the work to
such lines and grades as may be specified in the drawings or established or
indicated by the Engineer.
6. Fencing, Lighting and Ventilation :
(A) Except as here in after provided the contractor shall unless otherwise
specified the responsible for the proper fecing, lighting, ventilation regarding
and taking of the necessary safety measures for all works comprised in the
contract and / or for the proper provision of temporary roadways, foot ways,
guard gences, caution notice etc. as far as the same may be required
necessary by reasons of the work for the accommodation of workmen, foot
passangers other traffic and of the owners and occupants of adjacent
properly and of the public and shall remain fully responsible for any
accident that may occur or, account of this failure to take all timely
precautions.
(B) Lighting
All the work appearance & structure shall be adequately illuminated with
electric lights to the satisfaction of the Engineer. The power lighting
connecting wiring equipments shall be subjected to the inspection and
passing by electrical inspector to Government authorise under the Indian
Electricity Act. Any addition and alteration omission shall be got approved
from the Engineer and got certified from the electrical inspector. The work

sports such as faces of excavation, concreting and masonry work, grouting
etc. shall be adequately flood lighted to the satisfaction of the Engineer. All
costs involved in drawings low tension or high tension lines, meters,
switches, starting and lighting accessories are to be born by the contractor.
Assistant will be given by the Department in form of expediting power supply
release and connections by Gujarat Electricity Board. Wherever more than
one agencies working in the areas, the contractor who has already provided
lighting arrangement shall extend the facilities to the other contractors who
shall pay for such facilities at mutually agreed rates. In case of dispute, the
matter shall be decided by the Engineer in charge whose decision shall be
final.
Ventilation :
All component of work shall be properly & adequately ventilated by
system of ducts and fans to the satisfaction of the Engineer. Positive
artificial means of ventilation shall be installed and shall be operation at all
times.
When more than one agency is working at one location, all the agencies
should co-operate with each other. No contractor shall stop or threaten to
stop his ventilation system and jeopardize the work of other contractor. The
contractor who will be using the ventilation facilities installed by other
contractors shall make payment to him at mutually agreed rates. In case of
dispute, the Engineer’s decision shall be final and binding to all parties.
In case works there are connecting passages, ventilation circulation system
be kept getting modified as & where different passages get joint during
excavation of the same and when they get out of further works of concreting
etc. in hard. Also the demand of fresh air may change when more than one
agencies are working. The general layout ventilation shall be charged
suitably to avoid any part being isolated from ventilation system for proper
air circulation.
7. Explosive and Inflammable Materials :
If explosive or Inflammable materials are to be used for the execution of the
works, the contractor shall at his own risk and expenses, obtain such
license for storing and using explosives. The contractor shall produce such
license whenever demanded by the Engineer-in-charge or his subordinates
for its verification for storage of explosives and inflammable materials.
Contractor shall construct and maintain either temporary or permanent

required for storage in accordance with the requirement of the appropriate
Government explosive rules in force. Such magazine shall be clearly marked
“Dangerous explosives”. In the regional script and shall be in the care of
competent watchman at all the time. The department shall not take any
reponsibility what so ever in connection with the storage of explosive on site
or of any accident etc. In connection there with all operations of the
contractor in which explosives are applied shall be at his own risk and upon
the sole responsibility. the contractor will have to engage licensed blaster for
all his such operation in actual excavation and needing blasting etc.
8. Liabilities for Accidents to Persons :
On the occurrence of an accident which results in to death of workmen
employed by the contractor or which is so serious as likely to result in death
of any such workmen the contractor shall within 24 hours of happening of
such accidents intimate in writing to Engineer, the facts of such accidents.
The contractor shall identify Governing against all loss or damage sustained
by the Government, resulting directly from his failure to give intimation in
the matter aforesaid including the penalties including the penalties or fines
if any payable by the Government, due lapse contractor shall be fully
responsible to give notice under the workmen’s compensation act. or
otherwise to confirm to the provisions of the said act regard to such
accident.
In case of an accident in respect of which compensation may become
payable under workmen’s compensation act whether try the contracotor or
the Government as principle employees it shall be lawful for the Engineer
retain out money due and payable to the contractor, such or sums of month
as may in the opinion of the Engineer be sufficient to meet liability. the
opinion of the Engineer shall be final to all matters arising under this clause.
Contractor will be bound to provide in writing with the details
employments, emoluments paid and status of the workmen concerned mat
be required, under the act to the Engineer-in-charge.
9. Access to site and work in site :
The Engineer, may if considers fit from time to time to enter upon and lands
which may be in possession of the contractor under this contract for the
purpose of executing any work nor included in this contract and may
execute such work not included in this contract by agents or by other
contractor at his option and the contractor at his option and the contractor

shall, in accordance with requirements of the Engineer afford all reasonable
facilities for execution of the works including occupation of lands by
structure or otherwise for and workman or for the workman of the
Government who may be employed in the execution on or near the site of the
work not included in the contract or of any contract in connection with or
ancillary to the works and in default the contractor shall be liable to the
Government for any delay or expenses incurred by reasons of such default.
Provided always that if the exercise of these powers shall cause any damage
to the contractor he may within fifteen days of such damage arising makes
statement of the same to the Engineer who shall from time to time access
the value in his judgement of such damage and the Government shall from
time to time pay to the contractor the amounts (if any) accepted as justified
by Engineer.
10. Other Contract for the works :
Government has the right to split up the work and site conditions in to
distinct items and this contract shall apply duly to these items which shall
have been specified in this contract should the Government enter in to other
contract for specified items of the contract work, each contractor shall co-
operate with other to fullest extent shall allow to each other every facility and
co-ordination for execution of their works simultaneously and satisfactorily
as intended in the designs and specification and drawings.
If there should be a dispute or disagreement between the contractors for any
cause what so ever the same shall be referred to the Enginner-in-charge
whose decision regarding the co-ordination, co-operation and facilities to be
provided by any of the contractors to the other shall be provided by any of
the contractors to the final and binding upon all parties and such a decision
or decisions shall neither vitiated any contract nor absolve the contractor of
his responsibility under the contract nor from ground for any claim or
compensation.
11. Interest on Money Due to the Contractor :
No omission by the Engineer to pay the amount due to upon
measurement or otherwise vitiate or make void the contractor nor shall the
contractor or otherwise vitiate or make void the contractor nor shall the
contractor the entitled to any interest upon, any guarantee R.A. bill and final
payments in arrears not upon any balance which may on the settlement of
his account become due to him.

12. Contract Documents and Matters to be Treated as Confidential :
All documents, correspondence, orders, decisions and other matters
concerning the contractor shall be considered as of confidential and
restricted nature by the contractor and he shall not allow access there to any
unauthorized persons of any kind. In case of any discrepancy in the item
and specification of work the provision / guide line on page No. 20 of B-2
form under Para “(b) Description shall be followed.
13. Work during Night or on Sunday and Holidays :
Unless otherwise permitted none of the permanent works shall be
carried out during night. Sundays, or authorized Holiday without the
permission in writing. However, when work unavoidable or necessary for the
safety of life properties for works the contractor shall take necessary action
immediately and advise the Executive Engineer accordingly.
14. Patents Right :
In the event of any claim or demand being made or action being
brought against the Government enforcement of letter of patent registration
of design or trade mark in respect of machinery plant work materials or
thing used or supplied by the contractor under this contract or in respect of
any method of using or in respect of any method of using of working by the
Government or such machine part work material or the things belonging to
the contractor he shall identify Government against all cost and expenses
arising from or incurred by reason of any such claim provided Government
shall notify the contractor immediately and claim is made and that the
contractor shall be at liberty, if he so desired with the assistant of the
Government if required put of the contractors expenses to conduct all
negotiations for the settlement of the same of any litigation that may arise
there from the provided that no such machinery plants, materials, thing
shall be used by the Government for any purpose of in any manner other
than that for which they have been supplied by the contractor and specified
under this contract.
Whenever the contractor desires to use any design device, materials
or purpose covered by the letter of patent of copy right, the right for such
use shall be generally secured by suitable legal agreement with the
contractor or owner and use of agreement shall be executed with the
Engineer-In-Charge.

15. Co-Operation with other Construction Agencies:
When two or more contractors are engaged on work in the same
vicinity, they shall work together in a spirit of co-operation and
accommodation. The contractor shall not take of cause to be take any steps
or actions that may cause disruptions, discontent or disturbance to the
works, labour and arrangement of other contractors in the neighboring on
the project locally, In case of any difficulties amongst the neighboring on the
project locally. In case of any difficulties amongst the contractors, the
Engineer-In-Charge shall direct the manner in which each contractor shall
conduct his work so far as effects the other.
16. Notices How to be Given:
Where any legal notice or any other document or any order or
direction is to be given to or served up on the contractor, It shall be deemed
to be duly given, observed if it shall have been either delivered to him
personally or to his recognized agent (Including in the case of company) the
secretary of such company or delivered at or sent through registered post
A.D. addressed to the contractor at the contractor’s office on the site or sent
through the Registered Post A.D. Post addressed to the last Known place of
business or above of the contractor or in the case of a company to registered
office and in the case of a firm contractor a notice or other documents which
shall be so given to or served on any one of the partners in such firms shall
deemed to have given to or served on all of them.
17. Cost of Facilities and Incidental Work:
The cost of all the facilities or any other incidental work etc. as
prescribed in various clauses that may have to be provided by the contractor
for the purpose of this contract shall be born by the contractor and no
payment shall be made for the same unless specifically mentioned or
stipulated.
18. Damage by Floods or Accident:
The contractor shall take full precautions against any damage to the
works by floods or from accidents. No compensation shall be allowed to the
contractor for and of his plants or materials lost or damaged by flood
unprecedented or otherwise or from other such cause, during monsoon or
unexpected rain shall be liable to make good any damage to the plant,
machineries or material of department hired by him and lost or damaged by
flood or from other cause while in his possession for use on words.

19. Relation with Public Authority:
The contractor shall comply with all proper and legal orders and
directions given from time to time by any local or public authority and shall
pay out his own money and fees or charges to which he may be liable.
20. Title of Clauses:
The title of the clause does not form part of the same and shal not
effect their legal construction.
21. Jurisdiction:
The contract shall be governed by the laws of Indian for time being in
force and he subject to the Jurisdiction of Indian Courts. In case of disputes
leadings to the contractors or Government of Gujarat approaching a court of
low it shall be the court within whose jurisdiction the site of work is
situated.
22. Construction of the Contract:
The contract shall in all respects be constructed and operated as a
contract as defined in the Indian contract act, 1872 and all payments made
where under shall be made in Rupees unless otherwise specified.
23. Vehicle Tax:
The contractor shall have to pay the vehicle tax and goods tax even if
the vehicle are to be plied in the project area. No claim for refund for the
same shall be entertained. Toll tax, Entry fees, excise etc and all other type
taxes shall be payable by tie contractor.
24. Observation of labour Acts:
The contractor shall strictly observe all requirement laid down in the
contract labour (Regulation and abolition) Act, 1970 and Gujarat Rules,
1972 and other Acts, in force from time to time so far as applicable.
25. Tress Pass:
The contractor shall at all time to be responsible for any damage to all
tress pass committed by him or his agent, or working people in carrying out
the work unless such tress pass in authorized by the Engineer-In-Charge or
work.
26. Other Permissions:
The contractor shall approach directly to the municipal and other
authorities for obtaining any type of permission required by low, Suitable
assistance will be tendered by the department for expedition such
permission, No claim for delay if any will be entertained.

27. Occupancy of Additional Land:
In case when it becomes necessary for the due fulfillment of the
contract for the contractor to occupy land out side the W.R.D. limits the
contractor shall make his own arrangements with the land owners and pay
such amount as may be mutually agreed up on by them, The department
will provide all possible assistance to the contractor to enable to obtain land
for such purpose.
28. Work Order Book:
A work order book as prescribed by the Government will be required
on the work and the contractor shall sign the orders in token of acceptance
as given by the Engineer in Charge or his representative. He shall carry out
in the true spirit and as required for the correct performance. Work order
book is the property of the department and shall remain in the custody of
the department supervisory staff on duty. The field compliance shall be
carried out promptly and reported to the Engineer-in-Charge in good time by
the contractor so that the work can be checked. If the contractor fails to take
note of the orders or instructions issued in the work order or tries to avoid
the same, Engineer-in-Charge will have power to take suitable recourse. Any
such action of the Engineer for the non-compliance on the part of the
contrctor will be binding up n him, be made unless or authorized.
29. Signed Drawings-No Authority to the Contractor :
Signed drawings alone shall not be deemed to be on order for work
unless it is entered in the agreement or schedule or drawings under proper
attestation of the contractor and the Engineer-In-Charge or unless it has
been sent to the contractor by the Engineer-In-Charge with a covering letter
confirming that the drawing is an authority for work in the contract.
30. Copies of Drawing and Specification:
Three copies of the drawings and modified or supplementary drawings
and specification shall be furnished free of cost to the contractor.
31. Plan and Drawing :
The contractor shall submit the following information to the Engineer-
in-charge for approval within the time stipulated against each item below.
a) A general layout plan of construction plant and equipment for the
execution of work which the contractor propose to adopt at site in
b) Drawings or prints in triplicate showing the location of major plants
and other facilities which he proposed to put up at the site including

any charge in the general lay out, at least 14 days prior to the
commencement of the respective work.
32. Materials and Workmanship :
(c) Contractor’s Superintendence and Supervision
The contractor shall provide and install superintendence during the
execution of the work and as long there after as may be necessary for the
proper fulfilling of the contractor’s obligation under the contract. The
contractor or a competent and authorized agent or representative approved
of a in writing by the Engineer-in-charge, whose approval may be any time
withdrawal to be constantly on the works and shall give his whole time to
the superintendence of the same.
The contractor shall provide and employee sufficient number of
qualified men for supervision on all aspect of work.
B) Construction Plant :
The contractor shall provide & install all necessary construction plant
and shall use such methods and appliances for the performance of all the
operations connected with the work entered under the contract as will
secure and satisfactory quality of work and rate of progress which will
ensure the completion of the work within the time specified.
33. Protection of Adjoining Premises :
The contractor shall protect the adjoining site against structural
decorative and other damages that could be caused by the execution of these
works and make good at his cost, any and all such damages.
34. Tools and Duties :
The contractor shall, unless otherwise specifically provided in the
contract pay all duties, tools octroi duties, quarry fees, royalties and other
taxes on all materials and articles that shall be used in work.
35. Release of Claims :
After completion of the work and prior to final; payment the
contractor shall furnish to the Engineer-in-charge a release of clims against
the Government arising out of the contract other than claims specifically
identified, evaluated and excepted from the operation of the release by the

36. Observance of Laws, Local Regulation and Attachments :
The contractor shall confirm to all lows of the land, and the
regulations and byelaws of any local authority, and of any water or lighting

companies with whose system the structure is proposed to be connected. He
shall, before making any variations from the drawings or specification that
may be necessitated for so confirming give to the Engineer-in-charge written
notice specifying the variations proposed to be made and the reasons for
making them and apply for instructions there on. In case the contractor does
not receive such instructions within seven days, he shall proceed with the
work confirming to the provisions regulations or bye-laws in question and
any variations in the drawings of specifications so necessitated shall be deal
with under the clause “Extra Items”. The contractor shall give notices
required by the said Acts, regulations or bye-laws and pay the required fees
on connection there with. He shall also on sure that no attachments are
made against materials or works related to the contract. The contractor shall
protect and indemnity Government against all claims or liabilities arising
from or based on the violation of such loose ordinance, regulations, bye-
laws, decrease or attachments by him or by his employees. In case of any
disputes required to be referred to court of law the same shall be referred to
Civil Court, Godhra Jurisdiction.
37. Safety Provision :
The contraction in his operation shall arrange for safety measures as
required inclusive of the provisions in the safety manual published by the
Central Water and Power Commission, New Delhi (January, 1962 edition). In
case the contractor fails to make such arrangements, the Engineer-in-charge
shall be entitled to cause them them to be provided and to recover the cost
there of from the contractor.
For failure to comply with the provisions of the safety manual the
contractor shall without prejudice to any other liability, pay to the
Government a sum not exceeding Rs. five hundred per day for each day of
default.
38. Income Tax / VAT / LABOUR CESS/ Other local/ Tax
Deduction will be made towards Income tax VAT / Labour cess /
other local tax at source by the employer as directed by the Income Tax
Department and or other competant Authority.
39. GST and other taxes
GST will be applicable for this work as per prevailing rules and rates
of Government tendered may quite the rate considering GST rules, which
will applicable and accordingly deducted from bill as per prescribed rates

40. Removal of Contractor’s Men :
The contractor shall on the written direction of the Engineer-in-
charge. Immediately remove from the works any person employees their on
who may in the opinion of the Engineer in charge to be incompetent or has
misconduct himself. Such person shall not be employes shall not be
employed again on the works without written permission of the Engineer-in-
charge.

DETAILED SPECIFICATIONS GENERAL :
(1) The method of execution of the items shall conform to the relevant
specifications as per the latest version of the Indian Standard unless
specified otherwise and so far as is applicable.
(2) Wherever a reference to any Indian Standard appears in the code, it shall be
taken to means as a reference to the latest version of the standard.
(3) Work Tests shall invariably be got carried by the contractor, when the same
are specified in the code. Tests shall have to be carried out, even though the
same may not have been specifically mentioned in the code, if in the opinion
of the Engineer-in-charge, they required to be carried out. All the tests shall
be got carried out in the laboratories specified by the Engineer-in-charge.
The cost of testing carried out by other than laboratories of NWRWS &
Kalpasar shall be borne by the contractor. Necessary labour required for
collection of samples shall be provided by the contractor free of cost. The
transportation charges for supplying samples to laboratories shall be borne
bt the contractor.
(4) Samples for tests shall be sent to the laboratory in time and the results,
there of shall be promptly obtainrd and reported to the Engineer-in-charge.
Satisfactory test results shall not absolve the contractor from dismantling
and redoing any work revealed to be defective at a later date. The contractor
shall have no claim for any payment or compensation whatsoever on
account of replacement of such defective work. Contractor shall take all
precautions and care, during dismantling and redoing the work, to ensure
that any other work, so far executed does not get damaged or affected
(5) The work shall be carried out in true line and in conformity with the detailed
drawings and specified pattern.
(6) All work shall be carried out, in a workman like manner and as per the best
techniques for the particular item.
(7) All tools, templates, equipments etc., for the correct execution of the work,
as well as for checking lines, levels alignment of the works, during execution
shall be kept in sufficient numbers on the site of work.
(8) All installations pertaining to water supply and its fixtures a well as drainage
lines and sanitary fittings, shall be deemed to be completed only after giving
satisfactory test, by the contractor.
(9) Scaffolding shall be provided by the Contractor at his own cost for such of
the items for the execution of which it is essential.

(10) Conduit pipes will be placed during the course of work for concealed
electrification which shall be allowed during construction. Contractor shall
co-operate the other agency for the above said work.
(11) Quality control on the works shall be executed through
(i) Laboratory tests on the ingradients as well as finished products at
various stages of production.
(ii) Control on production, machinery performance and
(iii) Adoption of proper procedure during construction, this will lead to
results expected by the detailed specification for the various items of
the work.
The entire responsibility of adopting the correct construction procedure,
selecting proper materials, employment experienced and knowledgeable
personnel (labour, Artisan Supervisor, Engineer) of the plant and equipment
to produce the works and satisfying the standards regarding quality will rest
with the contractor. The contractor shall abide by the relevant latest Indian
standard specifications, other applicable standard specifications and the
instructions given by the Engineer-in-charge in this respect.
The contractor shall provide satisfactory sampling and test facilites and
labour for easy quick collection of adequate quantity of representative test
samples.
The cost of providing test samples and testing of various materials as
specified shall be included in the rate tendered for various items in
Schedule/B.
(12) It shall be the sole responsibility of the contractor to execute all the items of
the work under this contract in total conformity and having quality as per
the specification and standards of the I.S. code referred therein, detailed
specifications given here under / herein after even if there may or may not
be any Supervision by Government Staff. The contractor while filling the
rates in tender should keep this aspect in consideration.

-: Special Conditions :-

1. Contractor has to make his own arrangement for site clearance,


lighting system, labour camp, drinking water, etc. services no extra
payment made for all domestic/general Services.
2. Video shooting/Videography must be done on 8K and above Quality
Drone Camera with IR and Thermal Camera.
3. After Completion of Underground Tunnel Videography and
photography, same must be submitted to the office in two (2) copy.
4. Ongoing Live Videography has to be shown to the Engineer in Charge.
5. Underwater/Underground Tunnel Videography work experience must
be required by agency.(60% of tender Amount-Form 3A Required)
6. certified Drivers for Underwater works must be reuired for any
emergency. (minimum 4 certified drivers)
7. It shall be mandotary for the Agency to arrange for 1 Ambulance
during the ongoing work at the site.
8. It is Mandootary to provide maximum 6 seater Boat at the site for any
water/under water works.
9. After Completion of Videography & Photography, it is mandotary to
provide necessary remedial measure for the damaged portion of Under
ground Tunnel.
10. Final Video of all work/Chainages Should be arranged in Continues
Chainages and in one Video and also submitted Separately. Also
Detailed Photograph required for where Damage in Tunnel.
11. The Contractor shall be responsible for carrying out additional
quantity of videography of similar nature of work at same rate
wherever required or sugested by the Engineer-in-charge.
12. The Payment of work/Videography should be made on Km Basis only
and no Extra Payment for full Width and bottom/top of tunnel
Videography.

Name of work : Providing Consultancy services for Drone videography of
Sadanpur Tunnel from Access Tunnel of PHLC Project

-: ITEMWISE SPECIFICATIONS :-

Item No. 1: Videography survey (8K) with Drone per Shot with high
defination inbuilt camera with IR Range 50 mtr with inbuilt 6
inch display and internal backup ( Parrot Anafi 8K Thermal Drone
Camera or Equivalent) with required flight for accurate Report
and fine tuning for final vidio, Resizing and Fromating the Final
Video, 2 Hard Disk and 2 Pen Drive with final saved video and
Drone Engineer Service Charges including all work completed
etc. Complete.
1. The Videography Team shall visit the site after the intimation /
confirmation of Engineer-in charge. Total no. of days may vary
depending on site & work requirement.
2. The Videography Team shall consist of at least 01 members having
adequate experience of underwater/Underground inspection/ work.
3. The Videography Team shall inspect under water embedded
components of the gate. The Videography Team shall also remove the
debris/stone/boulders etc. if any.
4. The Videography Team shall carry out inspection /necessary
adjustment (if any) of underwater embedded components of tunnel as
per requirement.
5. The Videography Team shall also carry out inspection in other
locations as per requirement.
6. The necessary arrangement for continuation of tunnel shall be carried
out with the help of Videography Team for this purpose. Wherever
required, Videography team will go into the water & inform about
damaged/Silted portion of Tunnel.
7. Firm shall submit inspection report in respect of Vidiography
inspection of Underground Tunnel & other locations. Firm shall also
provide videography report in soft copy along with inspection report,
in case videography is carried out during inspection. If any damage
shown in Structure/Underground Tunnel part or components, Zoom
videography of that portion is to be submitted in office.

8. All tools & Tackles related to diving work shall be arranged by the
contractor at his own cost for successful execution of work.
9. All the work shall be executed as per the direction of Engineer-in-
Charge.
Mode of Measurements and Payment :
The payment shall be made on per Km rate basis for all work done by
agency like site clearance, videography with 8K Drone Camera
(Thermal) , detailed video and Photographs for damaged portion, 2 pen
drives of 32 GB with 2 Hard Drive with Drone Engineer charges
including all Tax and GST.
