1.0 INTRODUCTION

ADANI GAS LTD (herein after called “AGL”), Adani Group Company is engaged in supply of Piped
Natural Gas (PNG) to Households, Commercial & Industrial consumers and Compressed Natural
Gas (CNG) to automotive sector. AGL is in the process of expanding its City Gas Distribution
network in various Geographical Areas authorized by the PNGRB.

AGL is now inviting tenders on competitive bidding basis for Supply, Installation & Maintenance
of Pipeline Route Markers for Steel and MDPE pipeline in various Geographical Area.

2.0 SCOPE

This document covers but not limited to following activities for the purpose of Supply, Installation
& Maintenance of Pipeline Route Markers.

2.1 SUPPLY OF PIPELINE ROUTE MARKERS

The Contractor shall fabricate Pole Type MS Route Markers for installation along the Steel Pipeline
route as per the technical specifications and AGL Drawing no. AGL/TSD/DRGS/012 defined in this
document. Similarly, RCC Route Markers shall be cast and supplied as per the technical specifications
and AGL Drawing no. AGL/TSD/DRGS/013 & 014 defined in this document.

2.2 INSTALLATION OF NEW PIPELINE ROUTE MARKERS

Installation of pipeline route markers shall be as per AGL drawings. The various steps for installation
of Pipeline Route Markers are as under:

1. AGL Engineer-In-Charge (EIC) will provide list where the Route Marker has to be installed or requires
maintenance.
2. Contractor shall position Route Marker along entire network at a maximum spacing of 100 meters
in urban area and 200 meters within industrial parks for steel mains.
3. Joint visit shall be conducted with AGL representative to finalize tentative locations. The locations
shall be finalized after locating other utilities using cable locator.
4. Contractor shall prepare site sketch of the proposed locations for applying permission to various
authorities.
5. Contractor shall carry out necessary co-ordination for getting permission from authorities. Any
expenses apart from reinstatement charges shall be borne by the Contractor. Reinstatement charges
shall be paid by AGL on submission of demand note from authority and receipt shall be submitted
to AGL on payment.
6. Upon receipt of necessary permission from authorities, Contractor shall obtain required further
approval from local bodies / authorities such as traffic police etc. for successful completion of
installation works.

7. After obtaining all the clearances / permissions, Contractor shall start actual site work for the
installation of the Route Markers at the respective location.
8. Contractor shall ensure proper arrangements for barricading, signboards, first aid kit, drinking water
etc. The deployed personnel shall have all necessary PPEs including reflective jackets, helmets,
safety shoes and gloves.
9. Excavate soil / surface of any type up to required depth as per AGL drawing no. AGL/TSD/DRGS/012
for Installation of Pole Type Route marker and AGL drawing no. AGL/TSD/DRGS/013 & 014 for RCC
Route Markers. Remove the surplus earth and disposal of the same shall be as per guidelines of local
statutory authorities.
10. All necessary tools, tackles, equipment, transportation of materials, consumables and
personnel to different work sites, living costs, insurance, taxes / duties etc. for satisfactory
completion of the work shall be in the scope of the Contractor.
11. Use of 1:2:4 M20 grade cement concrete in posts including box curing etc. with smooth exterior
finish.
12. The support pipe of the Route Marker shall be filled completely with concrete at site to provide
additional strength to the markers.
13. Contractor shall close out the permits obtained from the authorities (if any) as per the relevant
norms.
14. Generate daily progress report in approved formats & submit the same to AGL EIC.

2.3 MAINTENANCE OF EXISTING PIPELINE ROUTE MARKERS

Maintenance of route marker shall be in line with the scope but not limited to:

1. AGL EIC will provide the list where the Route Marker requires maintenance.
2. Additional Route Markers shall be installed to indicate the presence of a pipeline at road, highway,
railroad, stream, canal, nallah crossings and other locations where there is a possibility of damage
or interference. Markers shall not be installed for service pipeline within consumer premises.
3. As a maintenance activity, re-fixing and re-painting on the route marker shall be done. Route
markers shall be properly aligned after excavation.
4. Base of route marker shall be buried at the depth of 500 mm in case of re-fixing of route markers.
5. Details on Route Markers shall be clearly visible otherwise re-painting on Route Marker with same
color and details shall be done.
6. All necessary tools, tackles, equipment, transportation of materials, consumables and personnel to
different work sites, living costs, insurance, taxes / duties etc. for satisfactory completion of the work
shall be in the scope of the Contractor.
7. Since the work is to be carried out on and in the vicinity of charged pipelines, Contractor needs to
be vigilant and take all precautionary measures to prevent any damage or fire hazard during the
execution of the job.

3.0 GENERAL CONDITIONS OF CONTRACT

3.1 WORKING IN THE AREAS OF EXISTING FACILITIES

Works on pipeline are to be executed in the areas of existing operating facilities. Contractor shall
obtain all necessary permissions from the various concerned authorities for working in and around
the facilities / areas coming under Jurisdiction of the said authorities. Contractor shall be fully
responsible for the safety of existing facilities / areas in all phases of work and shall fully abide by
the rules of AGL and the restrictions and conditions imposed by the said authorities from time to
time. AGL shall only give an introductory letter to the concerned agencies. However, all liaison work
shall be carried out by the Contractor for satisfactory completion of the work.

For working on Sundays / Holidays, the required permission shall be obtained by the Contractor well
in advance. During emergency, the work shall be suspended till the Contractor obtains further
permission. Idle period in case of interruption in this regard shall not be compensated to the
Contractor in what so ever reason.

3.2 WORK PROCEDURE

The job mentioned under the scope of work shall be carried out as per the procedure. The Contractor
shall obtain necessary clearance and work permit from competent authority before starting the job.
After finishing the job, it is Contractor’s responsibility to clean workplace and restore the site to
original condition and return the work permit duly signed to the satisfaction of AGL EIC.

3.3 RESPONSIBILITES OF CONTRACTOR / CO–ORDINATION WITH OTHER AGENCIES

SITE ORGANIZATION

The Contractor shall engage adequate expertise manpower and vehicles required at site to carry out
the scope of work mentioned in this document so as to fulfil all the conditions of the contract.

All expenses towards mobilization at site and demobilization including bringing in work force,
materials, liaison, clearing the site etc. shall be included in the prices quoted and no separate
payments on account of such expenses shall be entertained. The Contractor shall provide complete
transportation for his staff, working under him as well as for internal and external movement
including materials which are covered in the scope of work.

It shall be entirely the Contractor’s responsibility to provide all types of equipment, tools and tackles,
safety gadgets and precision instruments etc. necessary to perform the work in a proper and efficient
manner to complete all the jobs as per indicated time schedule.

Contractor shall be solely responsible for making available all requisite Construction Equipment,
Special Aids, tools & tackles, testing equipment and appliances for executing the work. Such
equipment etc. shall be subject to examination by AGL EIC and approval for the same being in proper
operating condition. Any discrepancies pointed out by AGL EIC shall be immediately got rectified,
repaired or the equipment replaced all together, by Contractor. AGL shall not be, in any way
responsible for providing any such equipment, machinery, tools and tackles etc.

Preparing approaches and working area for the movement and operation of the equipment levelling
the areas for assembly and erection shall also be the responsibility of the Contractor. Contractor
shall acquaint himself with access availability, facilities such as railway siding, local labor etc. to
provide suitable allowances in his quotation. Contractor may have to build temporary access roads
to aid his own work, which shall also be taken care while quoting for the work.

Contractor shall be solely responsible for the safety of the persons working on the job. Personnel of
Contractor shall abide by the rules & regulations in respect of safety & security of prohibited areas
and follow the procedures laid down by AGL from time to time. Excavated pipeline open trenches
shall be properly barricaded till backfilling. All Contractor personnel shall wear all the required PPEs
like Safety shoes, high visibility jackets, gloves, hard hats etc. Any accident major or minor shall be
reported immediately to AGL EIC and to statutory authorities.

The entire Contractor’s staff shall be ready to work on holidays and odd timings as per job
requirements. Contractor shall provide complete transportation for his staff, working under him as
well as for internal and external movement including material and equipment, which are covered in
the scope of work.

Contractor’s representative shall communicate AGL EIC every day for the work status. Contractor
shall maintain a daily logbook; wherein all work carried out shall be clearly recorded and duly
certified by AGL EIC. All other items, even though not specified but required for the completion of
the job, shall be supplied or arranged by Contractor with proper reporting and record, without any
time and cost implication.

REPORTING PROCEDURE

The Contractor’s supervisor shall be available at the site office / work place and he shall be fully
responsible for the above said documents and reports including day to day works of these records /
documents and interaction with AGL. The Contractor’s Engineer shall be in touch with AGL EIC on
daily basis for execution of site activities.

STATUTORY APPROVALS
Contractor shall be responsible for obtaining specific approval from statutory authorities for
installation of route markers, as required for the completion of the work.

The Contractor shall work in close consultation / coordination with AGL EIC and keep fully apprised
and informed to the AGL EIC about the various paper / documents, applications being filed with the
authorities / utilities as above. A copy of all the documents / applications including enclosures duly
acknowledged by the authorities / utilities shall be forwarded to AGL EIC within three days from the
date of acknowledgement by the respective authorities / utilities.

The necessary co-ordination, liaison and arrangements for statutory inspection and approval shall
be the Contractor’s responsibility. Inspection and acceptance of the work by statutory authority shall
not relieve the Contractor from any of these responsibilities under this contract. Any change /
additions required to be made to meet the requirements of statutory authorities, shall be carried
out by the Contractor, within the contract price, and to no additional cost to AGL.

Contractor shall be responsible for proper co-ordination with other agencies operating at site of
work so that our work may be carried out concurrently, without any hindrance. AGL EIC shall resolve
disputes, if any, in this regard, and his decision shall be final and binding.

TEMPORARY WORKS

All temporary works, ancillary works, enabling works, including dewatering of surface and subsoil
water, preparing approaches and working areas, wherever required for execution of the work, shall
be the responsibility of the Contractor, and all costs towards the same shall be deemed to have been
included in the quoted prices.

EXISTING SERVICES

Drains, pipes, cables, overhead wires and similar utilities encountered in the course of the works
shall be guarded from damage by the Contractor at his own cost, so that they may continue in full
and uninterrupted use to the satisfaction of the AGL thereof.

Shall any damage be done by the Contractor to any mains, pipes, cables or lines (whether above or
below ground etc.), whether or not shown on the drawings the Contractor must make good or bear
the cost of making goods the same without delay to the satisfaction of AGL EIC.

SITE CLEANING

Contractor shall take care for cleaning the working site from time to time for easy access to work
site and also from safety point of view. Contractor has to backfill the excavated portion & trenches

with proper compaction after installation of Route Markers. Expenses towards reinstatement of the
trenches to be done by Municipal Corporations shall be borne by AGL.

Working site shall be always kept cleaned up to the entire satisfactions of AGL EIC & concerned
authorities. Before handing over any work to AGL, Contractor in addition to other formalities to be
observed as detailed in the document shall clear the site to the entire satisfaction of AGL EIC.

3.4 ADDITIONAL WORK / EXTRA WORK

AGL reserves the right to execute any additional work / extra work, during the execution of work,
either by themselves or by appointing any other agency, even though such work is incidental to and
necessary for the completion of their work awarded to the Contractor. In the event of such decisions
taken by AGL, Contractor is required to extend necessary co-operation and act as per the instruction
of AGL EIC.

3.5 TIME BOUND PROGRAMME

Time is essence of this contract. If Contractor fails to carry out survey job within the time stipulated
on guidelines given by AGL EIC, AGL shall have full right to get done the job by any other party, at
the sole risk and cost of the Contractor.

In case of exigencies, Contractor shall carry out the work round the clock, making all necessary
arrangement like relieving his personnel, arranging food etc. for his employees without any liability
to AGL. However, any additional things like reliever, food & team of additional manpower shall be
arranged by Contractor.

The Contractor shall mobilize his manpower, material, accommodation, instruments etc. within 7
days from the date of acceptance of work order or LOI.

3.6 HEALTH, SAFETY, SECUIRTY & ENVIRONMENT

The Contractor shall comply with AGL HSE requirements and guidelines and as directed by AGL
EIC/HSE Dept from time to time. Refer Annexure VIII for Adani Standard Safety Requirement.

1. The Contractor shall send their personnel for safety training (which will be given by AGL HSE
department) prior to engaging in the work. AGL will issue a Safety Technical & Operational
Competency Certificate (STOC) to individual after successful training. No one shall undertake work
without a valid STOC certificate. AGL will arrange such trainings as per the request from the
Contractor.
2. Work Permit: Contractor shall be issued the necessary work permits or extension of work permit
while working at site. Contractor shall ensure adherence to HSE norms as directed by AGL from time
to time.

3. Personnel Protective Equipment: Contractor shall ensure usage of all suitable Personal Protective
Equipment for all the personnel during performing the entire job.
4. Contractor shall ensure Annual health check-up of all his employees is done mandatorily as required
by AGL IMS based on ISO 45001:2018.
5. Environment: Contractor shall ensure all prevailing norms for preserving the environmental aspects
including safe disposal of oil rags, grease, paints, edge sharp material & other chemicals. Also,
Contractor shall ensure the cleaning the site every day after completion of job. Safe and periodic
disposal of cotton waste generated during maintenance activities as required by AGL IMS based on
ISO 14001:2018 & PCB guidelines and submission of documented proof in format as statutorily
mandated or desired by AGL shall be in the scope of the Contractor.
6. Security: Contractor shall ensure that the existing installations are not damaged during the job,
including security aspects at site for assets, material, personnel, information, etc.

3.7 PENALTY

1. In case of any work in the scope of the Contractor, after being intimated is not completed within a
reasonable period (adjudged / estimated by AGL EIC as mentioned in maintenance job order) penalty
shall be levied at @Rs.500/- per day.
2. Penalties for non-compliance of AGL HSE norms shall be as defined in Annexure-A of this document.
3. AGL will not tolerate any kind of indiscipline within the premises from the Contractor’s employees
during the tenure of the contract. If any such incident is reported, then the Contractor will be
penalized @ Rs.10,000/- per instance and also the Contractor shall terminate such employee from
his/ her service immediately and condition of non-availability of manpower will be applicable after
24 hours from the termination of service.
4. If the Contractor fails to provide PPE and Uniform to his manpower within the stipulated time, then
AGL will provide the PPE and Uniform at his risk and cost. Original invoice value plus 15 % overhead
charges will be recovered from Contractor’s bill.
