Principal Responsibility

Leadership

 Keeping Safety as the first item on meeting agendas


 Driving compliance by maintaining focus on the Life-Saving Rules as a means to prevent injury.
 Investigating any non-compliance in the organisation.
 Participating in site visits and engagement with the frontline workforce about safety.
 Take part in Site Safety campaigns.
 Personally driving and verifying implementation of the HSSE Plan and ensuring actions are closed
out.

Accountability

 Act as the focal point within Asset for Technical safety engineering standards.
 Guide the Asset Organization in compliance with Technical Safety Standards and Procedures as
per HSSE Control Framework to assure the integrity of the facilities.
 Manage and supervise all aspects of Technical safety engineering activities.
 Provide Technical Safety input to new projects and modifications of the existing asset
 Ensure Asset Organization compliance with Technical Safety requirements.
 Plan and participate in Technical Safety reviews as per Asset Process Safety Manual
 Provide Technical Safety Engineering input for process safety reviews and assessments
 Participate in Desk Safety Reviews to support Technical Change Management, Fire Safety
Reviews, Model Reviews, HAZOPs, Pre-start-up reviews) and ensure follow-up and close-out of
actions.
 Provide Technical Safety engineering input and sign off to plant changes
 Carry out major accident hazard Quantitative risk assessments.
 Carry out Hazards and Effects Management Process (HEMP) studies as required to support
 Develop and execute plans to review Process Safety Standards
 Lead investigations on Process safety incidents, either in-house or in Group networks
 Provide asset support in the analysis of key Process Safety Leading and Lagging Indicators
 Support pre start-up safety reviews following changes to facilities.
 Complete Technical Safety Engineering actions in the Operations HSE Case Remedial Action Plan.

Challenges

 Working within a complex organization e.g. the workforce is multi-cultural


 Provide the right balance of challenge and support to Operations / Projects in the role as a
Technical Authority for Technical Safety Engineering.
 Ensure that effective controls are in place to manage the risk from all Process Safety hazards to a
tolerable and ALARP level at all times.
 Managing the introduction of new Technology and its related hazards in the asset, where
Company standards have not been fully developed.
 Managing SIMOPS (Simultaneous Operations) risk assessments.
 Effectively optimize resources allocation between planned and ad-hoc HSE activities, ensuring
prompt response for service.
 Develop and maintain good working relationship between all staff and Contractors.

Requirements

Skills & Experience

 University graduate in Engineering (Chemical, Mechanical, Fire, Safety, Electrical, Physics or


Mathematics).
 Significant experience in production or engineering of oil and gas facilities, including considerable
experience in Technical Safety Engineering.
 Skilled in Physical Effects Modeling and Quantitative Risk Assessment, experience with PHAST,
Shell FRED and SHEPHERD software
 Proven ability to prepare, lead and facilitate Technical Safety Engineering workshops, such as
HAZID, Bow-Ties, and Facility Layout and Siting.
 Skilled in developing ALARP demonstrations for Technical/Process Safety risks and developing
HSE Cases.
 Knowledge of Engineering standards and guidelines, including Sour Gas design and operations
standards and guidelines.
 Experience with project Technical safety management implementation and project execution.
 Knowledge of Fire Protection standards and guidelines.
 Effective communicator who can influence key stakeholders.
 Application of HEMP for Significant Risks / HSE Cases.
 HSE planning and procedures
