This pertains to the appointment of Ms. Lorena A. Dulnuan as Tourism Operations Officer -1
of LGU Alfoso Lista. I believe that her course Bachelor of Arts in English can be considered
under the “other related fields” educational requirement of CSC Resolution No. 1800010. Ms.
Dulnuan had subjects in Oral and Written Communications, Technical Writing, General and
Educational Psychology, Sociology, Economics, Humanities, including Philippine History, Asian
Civilization and a study of World Literature - basics of understanding human needs and
behavior which are directly associated to reasons why people travel, either to experience things,
find stories that will enrich them or find satisfaction in areas of nature, culture, history and the
like.
Our municipality had no clear and definite plan for tourism. When Ms. Dulnuan was designated
as tourism officer in 2014, she started from scratch. Learning and studying our tourism
potentials, we began developing the Municipal Eco Park and the birdwatching site which she
now manages, and some ecotourism activities. We have a track record of visitors at the Mun.
Eco Park from 3,636 in 2015, 9,584 in 2016, 19,454 in 2017 to 43,070 in 2018, and generated
a revenue (environmental fee) of P1,018,935 from April 2017 to January 2019. There are five
eco park personnel under her supervision.
She has worked as well in the formulation of our eco tourism policies, development and
management plans and programs, writing of project proposals, organizing and coordinating of
tourism related events and other related functions. She continues to coordinate for farm tourism
which is one of the major thrusts of the government. She has also attended trainings, seminars
and meetings relevant to her duties and functions as tourism officer-designate.
I understand the purpose of the educational requirement for the position, but in my opinion,
tourism is not technically exclusive of those courses stated in the CSC Resolution. Tourism
operations can be learned by practice, training and experience as many other professionals do.
In Ms. Dulnuan’s case, we should not limit her tourism technical abilities, and I strongly affirm
that her course is related to tourism.
I vouch for Ms. Dulnuan’s growth and learning in the field, her efficiency and commitment as civil
servant in the LGU.
