124th Amendment Bill, 2019

The Constitution (One Hundred and Twenty-Fourth Amendment) Bill, 2019, introduced
by Dr. Thaawarchand Gehlot, Minister of Social Justice and Empowerment in the Lok Sabha
on January 8, 2019. It seeks to provide 10% reservation to the economically backward
sections of the citizens. The economic backward sections include the poor upper castes as
well as some farming communities. The reservation of up to 10% for “economically weaker
sections” in educational institutions and public employment will be in addition to the existing
reservation policy.

The Constitution (124th Amendment) Bill, 2019 was passed in Lok Sabha by 323 members
voting in the favour & 3 members against the bill. Subsequently it was passed by the Rajya
Sabha by 165 members voting in favour & only 7 members against the bill. Then, the
President Ramnath Kovind has given the assent to the 124th Constitutional Amendment Bill
(which is now Constitution 103rd Amendment Act, 2019) on January 12, 2019.
