Abstract
In year 2016, Ideal Quality Sdn Bhd engaged FIG Consultancy in designing the Active Fire
Fighting System and advising on the Passive Fire Fighting requirement for their new Industrial
Complex in Klang. The complex consists of multiple purpose group stated in Uniform Building
by Law 1984. The passive requirements were complying to Uniform Building By-Law 1984
(Selangor Amendment 2012) and Malaysia Standard 1183:2015 while the active requirement
is complying to MS standard year 2016 and before.

I would like to express my deepest gratitude to my supervisor IR Wong Siew Sheng and my second supervisor IR
Leong Peng Seng for guiding me these three years as a mechanical engineer. I would also like to thank my
engineering department colleagues for the fruitful discussions and brainstorming, the drafting department for
sharing their knowledge in drafting and administrator department for the managing skills that I had learned
throughout the years. I also want to thank all of the fire contractors and suppliers for sharing their experience on
site installation and product information in this project.
EXECUTIVE SUMMARY
This technical report provides information and demonstrate the understanding of the candidate in engineering
knowledge, understanding, and application in his engineering discipline as one of the requirement to underpin
the technical competences required to be a Professional Engineer. This report explains the difference in
requirement for firefighting active and passive design based on different purpose groups. The report clarified that
the active firefighting systems area design according to relevant Malaysian standards It also illustrates the
procedures in obtaining the authority endorsement as a part of requirement of obtaining CCC. This report
limitation is that the requirement for firefighting active and passive for the project in this report only cover a few
of the purpose groups but it will give an in depth understanding on how to properly classify the related purpose
groups and its firefighting system.

1.0 INTRODUCTION
Ideal Quality Sdn. Bhd. is an investment holding company which through its subsidiary
distributes latex examination gloves. The company is based in Klang, Malaysia. Ideal Quality
Sdn. Bhd which operates as a subsidiary of Kossan Rubber Industries Bhd.

Established in 1979, Kossan is one of the largest manufacturers of latex disposable gloves in
the world with an annual production capacity of 25 billion pieces and the largest technical
rubber products manufacturer in Malaysia with a total compounding capacity exceeding
10,000 metric tone. More than 80% of its products are exported to over 190 countries with
350 active customers mostly located in developed nations such as United States, U.K.,
Scandinavian Countries, Europe, China, Korea & Japan. KOSSAN manufactures and offers a wide
range of products including highly technical input engineered rubber products used in
automotive, infrastructure, marine, aviation, rail and mining industries through its Technical
Rubber Product Division and latex disposable gloves through its Glove Division. The Group
operates with 20 plants (19 in Malaysia, 1 in China) and has a total workforce to approximately
6,000 comprises both local and foreign nationals. Equipped with strong manufacturing
capability, KOSSAN has been the preferred OEM manufacturer and business partner by many
renowned MNCs for the past 2 to 3 decades. The Company is recognized for its capability in
bringing to its customers various innovative products with a fair price and consistent product
quality, professional business dealings and robust financial track record.

KOSSAN has been profitable with zero loss making record since inception and the Company
joined Bursa Malaysia as a public listed company in 1996. The Company has been in the radar
of both the foreign and domestic investment community for many reasons, notably consistency
in performance, proven execution capabilities, technical know-how in the rubber products
industry, consistency in dividend payments and prudent management philosophies. (Kossan

This project was awarded to FIG Consultancy Sdn Bhd in 2016 to obtain the G8 and G9 forms
from the Fire Authority as part of the requirement for completing the Certificate of Completion
and Compliance (CCC).

2.0 AIM
The aim of this technical report is to show the competency of the applicant in technical
engineering knowledge, ethics and regulatory issues.

The objectives for the above aim are:

1. Profound knowledge in engineering standards used and applied.


2. Profound understanding in laws and regulation
3. Understanding proper procedures for CCC.
3.0 PROJECT MANAGEMENT
3.1 PROJECT FLOW
This stage was where the preliminary requirement of
the buildings were being established. Each building
Planning Stage will be crossed reference to Uniform Building By Law
(1 month) according to their purpose group.

Design stage was where MS standards were used in


Design Stage conjunction to the purpose group requirement.
Detail drawings of sprinkler, hose reel, fire alarm, and
(3 month) wet/dry riser system shall be established in this stage
for construction.

The drawings from previous stage will be used to


procure materials to be constructed. Site supervision
Construction Stage is required in order to make sure that the
(6 month) construction follow closely the design drawing. Any
deviation from the drawing shall be re-check with the
standards for compliance.

After the construction was completed. The


Professional Engineer shall do an inspection for the
Inspection Stage systems installed. Tests shall be conducted and the
(1 month) equipment should work as it supposed to. Inspection
from the Fire Authority shall be made in order for
them to issue the G8 and G9 forms.

When the G8 & G9 had been issued by the Fire


Authority, the architect shall compile it with other G
Occupancy Stage forms from other authority bodies to issue out the
CCC for the local council issuance of Certificate of
Fitness (CF).

This project consists of buildings with different purpose group. Table below show the

10 of UBBL 1984 (2012 amendment).

In the referred standard, rubber factory falls under the category of Ordinary Hazard
Class III (OHIII). Due to the highest building that require sprinkler system is within
30m > h > 45m, the pump chosen is as per table below;

Under chapter, section, in MS1910 : 2006, the tank capacity for OH III – 45m is
180 m3.

The pipe sizes for the sprinkler system were chosen based of pre-calculated size
as referred in chapter, section,.
