1.1 PURPOSE
The Drilling Engineering Manual (DEM) is on the second level in a hierarchical system of
manuals which documents the Drilling Management System. The first level document is
the Drilling Management Manual (DMM), the documents on the third level are the Well
Design Manual (WDM) and the Drilling Operations Manual (DOM).
The purpose of the Drilling Engineering Manual is to:
• Provide detailed mapping of the driver and support processes performed by Drilling
during the process management cycle. This cycle results in the planning and
scheduling, implementation, analysis and improvement stages of Drilling activities.
• Illustrate the individual activities and tasks which form part of the processes.
• Detail the interfaces with other processes.
• Illustrate the activity flows, interfaces, responsibilities and routines undertaken to
ensure optimised performance of the processes.
• Provide timings for the tasks to ensure efficiency of the process.
• Emphasise the importance of performance monitoring, analysis, improvement and
feedback. Document the embedding of these activities into the routine conduct of all
processes, activities and tasks.
Non-core activities, such as administrative duties, are not covered in this document.
However, it is important that the closed-loop quality management system is applied to all
activities undertaken by Drilling personnel.

1.2 SCOPE
The contents of this manual shall be applied by all Drilling personnel for drilling activities
in Malaysia.
This manual describes the processes and tasks, not the detailed engineering considerations
and procedures. These are described in the following documents:

1.5 MANUAL CONTROL
Controlled copies of the manual shall be distributed to the manual holders listed on the
control page. The manual owner is also responsible for the distribution and registration of
any uncontrolled copies
All Drilling personnel must be familiar with the contents of this manual. They must apply
the contents and ensure that other stakeholders understand their responsibilities.

1.6 REVISION
All readers are encouraged to submit suggestions for revisions to this manual and the
Drilling Management System. Suggestions must be submitted in writing to the manual
owner, the Drilling Manager, through the Suggestions for Improvement system.

Suggestions for Improvement must include the following:
• Background to the proposed revision.
• Objective of the proposed revision.
• Draft of the proposed revision.
• The advantages and disadvantages of the proposed revision.
All suggestions must be screened and assessed by the manual owner. The owner is
responsible for incorporating agreed, approved updates in future revisions of the manual.
