I) Introduction
For this module we had an project for the municipality, the municipality gave the task
to help them in the site of sport. They have an project going from 2016-2020 and they
gave us the honour to help them by proposing ideas. The first assignment was to
reward the strategy that the municipality already have and look how we could help
them. In this project we made a lot of researches about the different organisation that
help people to do sport and read information about it and put it in the presentation.
And we gave our idea of how we think it could be better. For the second assignment
we need to help the municipality by make a project plan to make sure that more people
go to kardingen ( sport complex ).For this part we made a lot of research about
Kardinge the stakeholders of Kardingen and we looked for how we could help
Kardingen to get more popular for everybody. We also made researches about the
cost of everything. We will start our report with information about the 5 strategies in
second time we speak about our two presentation. After that we will speak about the
BSlim strategy and finally we will introduce what we did for Kardinge.

II a) The 5 Strategies - Analyzes

The municipality of Groningen have the aim of making the inhabitants of the city
healthier and improve in this way, their wellbeing. When we compare Groningen to
other cities from the rest of the world, we see that there exists a significant and positive
difference favoring Groningen sport, health and vitality wise. Still, they are ambitious,
and they know that for a constant progress it is required a constant work.

The municipality bet on the sport as a tool of health improvement and diseases
prevention and the team in charge of the project want to make the sport more
accessible and attractive for their inhabitants, especially children and teenagers. They
have done their research and they came up with five strategies addressed to specific
targets:

- Facilitating clubs: What they are trying to make with this policy is to promote
sport clubs around the city. Recently, it has been noticed a decrease of
participation in sport clubs because of the growth of the amount of people practicing
sport on “unorganised” sports like fitness activities in private gyms or simply jogging
outside individually.

- Youth action: The municipality wants to make their sport policies reach all
sectors of the population. This specific policy consists on supporting economically
those families with children and low incomes which cannot afford the sport fee of
their kids. This favors not only the improvement of these child´s health but also an
easier integration with their friends.

- Sport Unite: The range of action of sport is very broad and it influences to all
sectors of the population. The municipality tries to offer a very long list of sport to
the citizens so they will have it easier to find their favorite sport. They also offer
these sports in different ways, and for different kinds of persons such as physically
and mentally disable people.

- (Re)Designing Public space to stimulate sport and physical activity:


There exists evidence that proves that depending on the environment on the
surroundings, people are more willing to practice sport. For this reason, the
municipality is considering this one as an important strategy in order to promote
sport. For example, when we look at the traffic, we see that the city center is
organized in such a way to avoid pollution in that area so the inhabitants can do
some jogging in parks or simply bike with a very low risk of getting contaminated
by traffic pollution.
- Make way for talents: They want also to promote young talents. There
already exists organizations taking care of these young promises like Lycurgus.
Lycurgus is a volleyball club in charge of develop the required skills to become a
top athlete of kids under 16 years old. This is a public organization so the
municipality is the last responsible of it. They have scouts who recruit talented
adolescents and bring them to the club to make them improve. In case of
impossibility of afford the fees of the club, there will be an economic support given
by the municipality for those really talented young boys and girls. Although this
policy is very well planned and a very supportive mode to stimulate kids to practice
sport, still there is always place for the improvement. For those teenagers over 16
there would not be place in this kind of clubs so they cannot develop their skills
longer in Groningen.

b) B-Slim & Monkey moves


My consultancy group and I decided to talk about the idea of BSLIM already existing
in the sport 050 in Groningen sport programs. This concept is very attractive and
innovative and based on the youth in action with more physical activity since the young
age. BSLIM is popular in Groningen and around the area’s since 2006. The activities
are a combination of new and existing initiatives and are organized at school, in the
leisure time and in the direct surroundings of the young children's. This will help
increasing the amount of physical activity by involving climbing, archery tag,
longboarding, crossfit all the student can experience these sports. To sum up this idea
their focus on increasing the PE hours, and using the public open spaces around the
schools of doing the PA after school. The main idea that have proposed is to combine
BSLIM program with another good working program SPRINGLAB in Utrecht. First I
am going to explain this concept, their motto is “ the world in action”. They combine
their creativity and ingenuity with research and scientific knowledge to bring about
sustainable change. Utrecht aims at active learning environment for children, they use
public open space to provide educational active children, for that reason we believe in
this combination between those two programmes.The consultancy group has the idea
to stay with the base of BSLIM and keep the name and add the SPRINGLAB concept
: moving learning process, a new educational norm. This will lead to an increase of
physical activity in the youth, making way for talent and sport unity by offering many
different sport possibilities. This contributes to the community of Groningen and will
help in many different ways.

c) The Race track

After analyzing the city of Groningen and its numerous club, we found out that they
were underdeveloped ones that could use new ideas to expand and improve.

The horse clubs aren’t that represented in Groningen although this city has got a
great green potential with its free areas, therefore we came up with the idea of
implementing a horse track, which would attract more tourist, enhance horsing as a
sport and get new members to the city, this big investment has already show
success in Vincennes, a French city which is known because of its racetrack.

Even though this idea could be very beneficial, it has a significant cost around
millions, and therefore, it would not be applicable immediately and that is why we
came up during the second presentation with another idea, which was almost free
and instantly doable.
III) a) Kardinge Route

For the Kardinge assignment, we have been asked to perform and to come up with
innovative ideas regarding the development of the area of Kardinge which is a place
where different clubs are operating separately.
This area has got a lot of potential taking in account that diverse activities take place
there everyday.
Unfortunately, we identified two main issues that restrain the potential of Kardinge,
this area is lacking of visibility due to its difficult accessibility but it also lacks of
working together to achieve better spirit, indeed, it’s been proved that companies
working together have greater possibilities.
To tackle these problems, we came up with two main ideas that would solve them.

After long desk researches and after having asked all the stakeholders their thoughts
regarding the Kardinge Area, we came up with a plan that would help them getting
more visibility and accessibility, this plan builds up within three phases.
The first one will be to implement street lights on the streets leading to Kardinge to
allow people to cycle there by night, indeed, as we all know, everyone works usually
during the day and do sports afterwards, which means, by night.
Assuming so, people might be reluctant or feel unsafe going alone on a long bike trip
with that setting, even just to see the holes.

Second of all, according to the stakeholders and our own experience, the area is
difficult to find without any location finder device because it’s far from the city center
and offset.
Therefore, the solution we can up with was to add road markings like Zernike to help
finding the location easily and without the need of using electronic devices.

Lastly, we believe that a plan of the Kardinge Area with all the facilities, their
locations and the whole setting should be available at the main entrance to ease the
access.

Money wise, the costs won’t be too high since there won’t be too much materials
needed and since the annual budget is 150.000, we came up with around 10.000
needed.

To be precise, street lights cost around 750 each, some type of them can lights 100
meters streets, meaning that we would need around 12 to cover the whole way.
Regarding their maintenance, the electricity costs and so on, they are covered by the
population’s taxes.

According to our studies, road markings are not that expensive either, 1 painting ton
is worth 450 to 550 euros, 3 of them might be placed on the crucial crossovers to
assure the visibility and the directions.

Signs are going to be useful especially by night with retroreflecting effects so that i’ll
still be seeable, they cost around 75 euros per unit.

b) Kardinge Together
During the assignment the consultancy group had the idea to bring the whole
kardinge community together. Where we get this idea from is from the stakeholders
themself. A couple years ago they have tried that all the Sport clubs will have the
same mission and vision about kardinge area. The stakeholder are currently not
contributing something to the kardinge whereas with those events they will need to
promote their club during the special day when the visitors will come so the clubs
need to be involved into the process to make it successful. Nevertheless, those
monthly events will help improve their relationships, create a same vision and attract
new visitors.To be more precise about the event, it is a monthly event hold at the
kardinge area where each sport club will be present and will collaborate to maximise
the success. This event will be like a open day to attract new people, there will be
musique, everywhere sport clubs holding a speech or showing something to the
people to amuse them and create a bond and same purpose for each stakeholder.
The benefits are increase of visitors, importance at the place, cohesion and
collaboration between the different activities possible at kardinge.

c) Dancing Morning Workouts

The idea of doing Dancing workouts is already successful in many cities such as
Amsterdam for instance.

The concept is extremely simple, we provide materials like dancing songs played on
loud speaker, we hire one or two choreographers to start the movement, and then
people join, dance, do sports.
This morning workouts can be launched by anyone and accessible for everybody,
whether you are ten or eighty-six, there is no problem joining, the rhythm is personal
and nobody forces anyone to be quicker.

The costs for those activities are minimal, choreographers can be volunteers and the
materials can be borrowed to the music centers.

The benefits are multiple, first it will increase the popularity of the city as it might be
buzzing, also, everyone that participates will be physically active which is positive.
Lastly, since the costs are minimal, it could be implemented easily on either
Vismarkt, Groentenmarkt or any public spaces in the city where people are walking
by.
d) How we came up with our ideas

For the first presentation the municipality asked us to, firstly, analyze and explain the
current situation of how the city hall is organized and vision on sport, as well as the
strategies to achieve it. Secondly, they asked us to elaborate two ideas to achieve
their vision according to their strategies.
Considering these requirements, we did an analysis of the existing coalition (Groene
Links, D66, PVDA, Christen Unie) of the city hall. We researched about their goals in
sport and how each of these political parties see conceive sport within society. We
realized that most of them have common goals which made easier to understand the
common goal. After that, we briefly explained the five strategies of the municipality
with the common goal of practicing sport more attractive and accessible for the
citizens. To conclude our presentation, we exposed our two ideas to achieve their
goals.

For the second presentation we were asked to make a brief summary of the first
presentation and add a plan to improve the area of Kardinge. For this, beforehand we
had to do a research of the stakeholders involved and it was not easy to get the
information since some of them were reluctant to give information and some others
were just closed during winter season. Still we manage to get enough findings about
the stakeholders´ needs to address a proper plan for the improvement of the sport
activity at Kardinge. They all agreed on the fact that the area is a bit far from the city
center and is not very accessible for all targets. Then we elaborate the plan “cycling
paths”. This plan consists on giving more importance to the cycling paths which go to
Kardinge. The idea was to paint on the road signals like the existing ones for zernike
campus but with the name of Kardinge on it and arrows pointing to the place. Also, to
improve the accessibility of the area we came up with the idea of putting vertical signs
along the road, so people who do not really know where it is they would not have any
problem finding it and also people who do not even know what Kardinge is, they would
start thinking about what that place is. Also, the roads would be very visible since we
thought about putting street lights shedding the path. Of course, there are more ideas,
but considering the budget they gave us, we had to create a cheap plan so this was
our main idea.

It is true that i missed 2 meetings but i was always available on whatsapp, so i tried to be
reachable for anything. When I saw that there were whatsapp messages on the group chat I
tried to answer as soon as possible and collaborate in the best way I had.

INDIVIDUAL REFLECTIONS:

Jorge Hidalgo Cano:

In general, the working process has been good. It is true that there have been some
misunderstandings due to the lack of communication. It is also true that my busy schedule
did not allowed myself to attend some meetings but that have never been a problem in my
performance and contribution to the group. To be fair, the meetings were proposed by one or
two members of the group the day before the meeting so I could not reschedule my duties or
even propose another date. Anyways, I did my best, but considering that my circumstances
outside the studies are not easy, I could not focus on this project as I would like to. One of
my mistakes that I see I committed is the lack of communication concerning this issue but is
very difficult to speak clearly when I have a hard mess in my head. I have learned from this
that I have to take my time to realize of my situation, so it does not interfere with the group
working process. Overall it was an experience where I learned a lot and I hope my
classmates did it too.

Matthias Herberger:

The overall experience was, to me a success, we all learned a lot regarding the ongoing
system of policies, strategies and progress within cities.
Regarding my professional skills, presenting in front of the city advisors was beneficial in a
way that I learned how to deal with stress during professional meetings, how to express
myself in front of a experienced audience, how to work within a team of people I didn’t know
much about and also about their different cultures.
Even though we had rough times, we always had the work done in the end.
I have done everything I could, even if I had to fill some of my colleagues parts and end their
jobs, it taught be how to be more patient and do the job by myself to get it done on time.
For the next presentation and group works, I think I will make your that my colleagues and I
are on the same page to avoid misunderstandings and communication issues.
However, I learned a lot and I am thankful that I had enough time to carry the project to
where it stands.

Mauro Jurriens:

As my clavicula broke, I could not be 100% serious during the work so, next time I will try to
be more focused on the project even though I have problems, because problems happen all
the time, and sometimes you just need to deal with everything at the same time, and I need
to learn how to process multiple problems when they come altogether.

Chris Elsen:

For my personal reflection I would say that during the whole assignment of Policy Games I
have done my fair part of work. The first reflection would be the better communication within
the group because for me the most Important is the group meetings to talk in person and I
am not really easy on communication.
Nevertheless, I have been one of the key members of the group With the organisation and
structure during the assignment. I have learn to communicate With my group members
during the time and the feedback. Personally, I have learn to do presentation without being
scared or very stressed because I had a good knowledge of the topics and ideas. During the
couple of weeks there Were Some troubles within the group because of lack of participation
or involvement of other group members What sometimes could lead to frustrations. I have
learned to talk to people by explaining my frustration to Find a solution for the next
assignment. The second presentation was better prepared and made With collaboration
within the group because of better communication and involvement. The part of research
and idea's development was really complicated sometimes because we didn't know in Which
category we needed to go.
Policy Games has help me develop in a professional way and also my personal
development.
