the forms specified in the RFP document.
5. The bidder must possess compatible Digital Signature Certificate (DSC) of Class-II or
Class-III.

General Information
1. Introduction
those rapidly growing cities of eastern India which has greater regional influence after
Kolkata. Bhubaneswar is also a major tourist destination in eastern India due to presence
of numerous temples within the city. Strategic location of Bhubaneswar, close proximity to
the golden quadrilateral, makes it one of the promising destination for the future
development. Now to continue and maintain this development trends for the future years
to come, it is very crucial to have good public transit system along with good transit
infrastructure.
In its smart city proposal, Bhubaneswar has envisaged to become a city with sustainable
mobility choices and afterward the city has taken up various developmental projects to
scape with prioritizing the public transportation over private
transportation. Success and efficiency of a good public transportation system also
depends upon the infrastructure provided along with it.

passengers
To provide more convenient and easy transfer experience to the passengers by
integrating various modes
To explore and generate revenues from non-fare box sources
1.2 Approximately 15 acres of land has been earmarked for ISBT out of which about 4 acre
of land has been demarcated on the front towards National highway side for commercial
purpose and balance 11 acres for ISBT. The terminal related facilities are to be planned

at the rear side having the bus entry from the existing exit side, i.e., southern side access
road. The private vehicle entry/ exit for the terminal is to be kept from the northern access
road, thus integrating the terminal and non-terminal activities.
1.3 About 35 dynamic bus bays are to be planned for boarding and alighting passengers and
about 190 buses (open to sky) are to be planned for parking. One way conflict free
movement is to be planned within the premises. Bus depot facilities, i.e., bus parking and
workshop facilities like repair bays, bus wash & service pits etc. are to be planned at the
rear area, open to sky.
1.4 The private vehicle entry/ exit for the terminal is kept from the northern access road, thus
integrating the terminal and non-terminal activities. Ample space for private parking as per
requirement is planned near the private vehicle drop off for the terminal area. Dedicated
auto lanes and taxi lanes near the drop off have been planned for smooth movement of
these modes of transport.
1.5 The terminal building has the minimum mandatory facilities on the ground floor and the
remaining administrative facilities for terminal are to be proposed on the second and third
ms, etc. First floor is to be
reserved for some amount of commercial activities like food court.
1.6 The commercial area, within the terminal building is to be provisioned with retail spaces,
restaurants (fine dining), offices and the top floors are to be planned as a budget hotel.
The overall design of the terminal would trace the circulation of the passengers from arrival
to departure ensuring that each juncture required in the movement of the passenger is as
seamless as possible. The Bus stand/ terminal shall be visually appealing; open, spacious,
well-lit and consistent with the environment. It has been a deliberate action to include
Kalingan1 art and culture in the design elements so as to integrate with the modern look
and feel. The space and facilities here shall satisfy functional requirements in the peak
hour for the target year under all operating conditions. Station interiors shall be designed
with partition walls that are amenable for flexible space usage for retails, offices, and other
passenger amenities.

Material usage strategy will also be guided by fire and life safety requirements including
reductions in smoke generation and toxicity. Materials should be robust, hard wearing and
have low maintenance requirement over their life span. Surface finishes should be vandal
resistant and easily cleaned during the normal maintenance routine.
The lighting system shall be expected to provide a major contribution to the effectiveness
of safety, security and access to various facilities in the terminal area. The planning of the
terminal will have a barrier free entry throughout the facilities. Commercial facilities should
be developed in coordination with other facilities and be visible and easily accessible
without causing obstruction to the normal traffic flow. The facilities must enable
passengers, other customers and staff to use these facilities in convenience, comfort, and
safety at all times.
Overall design of the terminal infrastructure and facilities shall be based on low carbon
footprint and green building norms that promote conservation of energy and sustainability
of public transport infrastructure.
1.7 The successful bidder shall be required to undertake complete engineering designs,
procurement and installation of goods & services and construction of the all works,

including civil, electrical and electro-mechanical works, by the intended completion date
as specified in the Contract. Taking forward from the available information in the RFP and
Tender Drawings, the Bidder shall construct the building as per designs drawings that are
based on specification of National Building Codes and codes of Bureau of Indian
Standards. The bidder will carry out detail engineering for architectural concepts and
proposed building plans and will provide architectural drawings, structural drawings,
Good-for-Construction (GFC) drawings for Civil, Electrical. Plumbing, firefighting and MEP
works, detailed estimates and BoQ (Bill of Quantities) for the infrastructure, building and
facilities with an aim to achieve GRIHA 5-star certification.
1.8 Throughout the bidding document, the terms- 'bid', 'tender', RFP, contract and their
derivatives (bidder, tenderer, bid/ tender, bidding/ tendering, etc.) shall be synonymous.
Also, the [EPC] contractor shall mean the selected bidder for the work.

3. Eligible Bidders
3.1. This Invitation for Proposals is open to all bidders registered with the State Government
of Odisha and bidders of equivalent Grade / Class registered with Central Government /
MES / Railways having adequate experience in construction of multi storied composite
building works. Bidders are advised to note the minimum criteria specified in the
3.2. All bidders shall fill the Technical formats as provided in Section III of this document.
4.1 All bidders shall provide Technical Formats (duly filled up) as provided in Section - III,
a preliminary description of the proposed work methodology and schedule, including
charts wherever necessary. The proposed methodology should include construction-
schedules backed with resource planning duly supported with broad calculations of
estimates and quality assurance procedures proposed to be adopted. The construction of
ISBT building conform to Bhubaneswar Development Authority as well as NBC norms.
The bidders shall submit the following documents (as also provided in the format
of Checklist - Annexure - II of Section -III) for qualification
4.2 JVs and Consortiums shall not be allowed for this assignment.
A. Eligibility- Technical
I The Bidders shall have demonstrated experience and proof toward successfully
completing Similar Works2 in the manner below within last 7 (seven) years ending on
31.3.2017. Value of executed work shall be brought to current price level at simple rate of
7% per annum
for this contract shall mean- construction of Inter State Bus Terminal/
Bus Terminal/ Truck Terminal/ Transport Nagar/ Transit Hub etc. for any Central or State
Government Department/ Public Sector Undertaking/ Other Govt. entity/ Local bodies or
any Private Sector entity.

a) At least one similar work of value INR 140 Crores or more completed as a
single entity
OR
Note: The Bidder should submit completion certificate issued by the Client, clearly
indicating the nature, scope of work done, actual completion cost and actual date
of completion.
For Private Sector Project, the bidder should submit certificates issued by
Managing Director, Chartered Accountant and also submit TDS certificates.
B. Eligibility- Financial
1. The bidder should have an annual average turnover of INR 400 Crores (Rupees
Five Hundred Crores) certified by chartered accountant during last 5 (five) financial years
ending 31.03.2017.
2. Bidder shall furnish latest bank solvency certificate for amount of at least (50% of the cost
of the project put to tender) in the current financial year. Certificate should be issued
after 31.12.2017 and clearly stating that Banker shall be extending necessary financial
support required for execution of the project under consideration.
3. The bidder should be making profit during each of the last three financial years,
ending on March 31, 2017.
C. Bidding Capacity
Bidders who meet the minimum technical and financial criteria will be qualified only if their
available bid capacity is equal or more than the total bid value. The available bid capacity
will be calculated as under:

B = Value (updated to the price level on the year in which proposals are
received) of existing commitments and on-going works to be completed during the
next 18 calendar months.
Note: The statements showing the value of existing commitments and on-going works as
well as the stipulated period of completion remaining for each of the works listed should
be countersigned by the Engineer in charge, not below the rank of an Executive Engineer
or equivalent.
The bidding capacity of the contractor should be equal to or more than the estimated cost
of the work. The bidding capacity shall be worked out by the formula.
a. Bidding Capacity = (A X N X 2) - B
Where
A = Maximum value of construction work executed in any one year during last 7
financial years.
N = Number of years prescribed for completion for which the bid has been invited.
II. Bidders must furnish with their Bid, a detailed construction planning and methodology
supported with layout and necessary drawings and detailed calculations to allow the Client
to review their proposals and that banker shall be extending necessary financial support
required for the execution of the subject work.
Note: The bidders shall submit the above minimum requirement of List of Plant and
Equipment (Format provided in Section - III) duly certified by a Chartered
Accountant.
