I. GENERAL INFORMATION

Title : Community Based Disaster Risk Reduction and Management

Budget Source : LDRRM Fund 5%

II. RATIONALE and LEGAL BASIS:


By its location in the tropics, the Philippines is found at the Pacific Ring of Fire and
Pacific Typhoon Belt. It exposes our country and even our locality to various natural
hazards like earthquake, typhoon, flooding and rain induced landslide. Other factors also
like climate change and rapid urbanization also contribute to susceptibility with these
hazards. Populations of the vulnerable groups are at risk to disaster and for these past
decades it continuously affected our community by harming lives, damaging properties,
livelihood and disrupting development.

The City of Tabuk has invested on science based tool thru the conduct of Tabuk
City Risk Assessment and Vulnerability Analysis last April, 2018. It was found out that
ten (10) barangays are exposed to flood, another ten (10) to landslide while twenty two
(22) barangays are exposed to both flood and landslide. It is in the light of these realities
that a related study must therefore be conducted by targeting the smallest unit, the
barangay. The conduct of community based DRRM provides an in depth analysis of
number of families, vulnerable groups exposed to hazards and at risks to the negative
impact of disaster. Likewise with the identification of capacities and resources present in
the barangay which is an important aspect in barangay disaster management and planning
would somehow make our people more disaster conscious and the barangays more
effective in preparing for and responding to calamities.
Legal basis:

1. NDRRMC MC Number 1 Series of 2018, on the adoption of the Quality


Assurance System and the Operation LISTO: Simplified Barangay
Disaster Risk Reduction and Management Plan template.

2. Joint Memorandum Circular No. 2013- 1 dated March 25, 2013 of


DBM, NDRRMC and DILG provides for the allocation and utilization
of the LDRRMF for Disaster Prevention and Mitigation such as conduct
of risk assessment, vulnerability analysis and other science based
technology and methodologies to enhance LGU ecological profile,
sectoral studies and mainstream disaster risk reduction and management
activities/ climate change adaptation in CLUP and CDP.

3. Joint Memorandum Circular No. 2014- 1 dated April 4, 2014 of the


NDRRM, DILG, DBM and CSC provides for the establishment of Local
DRRM offices
Sec. 4.0 Policy Guidelines
Subsection 4.4- Other maintenance and other operating expenditure and
implementation of DRRM programs shall be charged to the local
DRRM Fund subject to the provisions of the Joint NDRRMC, DBM and
DILG Memo Circular No. 2013-1 and COA Circular No. 2012-022.

III. OBJECTIVE:
1. To conduct community risk assessment in the 32 barangays.
2. To create an information database system of the barangays.
3. To produce hazard and evacuation route maps of the barangays.
4. To assist in the formulation of Barangay Disaster Risk Reduction and Management
Plan based from the data capture form.

IV. PARTICIPANTS:
CDRRMC data processors, technical working group, GIS mappers and BDRRMCs
of the 32 barangays.

V. PROJECT DESCRIPTION:
The project will be divided into two (2) phases, phase 1 will be the conduct of
community risk assessment by mapping and household survey of the 10 barangays exposed
to rain induced landslide and phase 2 for barangays exposed to both hazards (Flood and
Rain Induced Landslide).

The activity involves ground mapping, GIS mapping and household survey using
the BDRRM template. Data collected during the survey will be processed and validated by
the BDRRMC and CDRRMO. The final output will be stored in the CDRRMO database
system which will serve as reference for planning and operational purposes. In addition,
secondary data will be extracted from CBMS, BDRRM disaster reports and CDRRMC
reports.

IX. EXPECTED OUTPUT

The outputs will serve as data inputs in the CDRRMO database system and a reference for
Barangay Disaster Risk Reduction and Management Plan formulation that will consists of the
following:

1. Purok and barangay base map


2. Barangay disaster profile
- Elements at risk ( Population, dwelling units, infra facilities, and other facilities)
3. Exposure risk map per barangay
4. Household maps
5. Inventory of available resources of barangay
6. Barangay DRRM Plan
