San Enrique Peace and Security Plan

I. MISSION:

Disasters and emergency requires the maintenance and peace and order in a
chaotic environment. It is empirical to maintain peace and security in the community where
people would be displaced and would seek temporary shelter. This plan is designed to
guide the Philippine National Police to their effort in securing the properties to prevent
looting to areas affected and securing the evacuation centers thereby preserving peace
during disasters.

II. OBJECTIVES:
a. To secure locations affected by disasters during and after the event.
b. To secure and maintain peace and order to the evacuation centers preventing
crimes from occurring and;
c. To maintain peace and order in times of disasters.

III. ORGANIZATION:

Chief of Police - Disaster Commander

San Enrique PNP - Team 1

NOPPSC Based in Hinigaran - Team 2

NOPPSC Based In Brgy Dulao Bago City - Team 3

BFP/Rescue Group/ANTI-CRIME GROUP/Bantay Bayan Inc - Team 4

IV. CONCEPT OF OPERATION:

In the event of Disasters and Emergencies, the Philippine National Police together
with Allied Forces will be assigned in different areas of responsibility requiring the
maintenance of peace and order. The Chief of Police (COP) will mobilize and set up
security post, conduct police visibility and secure vital infrastructure. Different delineation of
responsibilities is listed below:

Team 1 - San Enrique PNP

The Silay City PNP shall be responsible is assisting in securing the immediate
evacuation and pre-emptive evacuation. Conduct police visibility and control traffic and
movement.

Team 2 - NOPPSC Based in Hinigaran

The NOPPSC will secure and set-up security post on the different evacuation
centers. Maintain peace and security on evacuation centers. Conduct security patrol in the
different evacuation centers. Night time security and identify hot spots for security to focus
on – toilet / wash facilities, out buildings, areas of poor lighting, main entrance and exits,
food and clothing storage areas, personnel areas – in particular where personal belongings
and equipment may be stored.

Team 3 - NOPPSC Based in Dulao, Bago City

The NOPPSC Based in Hinigaranwill assist the San Enrique MDRRM Responders in
Search and Rescue Team and Clearing Operation as well as secure the different disaster
responders. Conduct police visibility on disaster affected areas especially on the abandoned
disaster area. Assist in securing vital facilities and government critical assets.

Team 4 - BFP/Rescue Group /Anti-Crime Group/Bantay Bayan Inc.

The BFP/Rescue Group /Anti-Crime Group/Bantay Bayan Incwill secure all

government infrastructures to include securing vital installation such as Globe Tower, Public
Market and Supermarts to ensure no sabotage nor no looting will occur.

V. RESOURCES:

All resources of the respective units on their own and assistance to logistical support
shall be coordinated with the San Enrique Disaster Risk Reduction and Management Office.

VI. DIRECTION and CONTROL

The direction and control of disaster operation at the City level will be exercised by
the San Enrique Disaster Risk Reduction and Management Council through the facilities of
the Office of City Mayor (San Enrique City Disaster Risk Reduction and Management
Office) assisted by the COP. Direction and control will be exercised through the San
Enrique Disaster Operations Center located at Rizal St. San Enrique and to be supervised
by the Chief of Police. Direction and control at the Provincial and National level will be
exercised thru proper channel and observing the Incident Command System (ICS) in place
as provided for by the National Disaster Risk Reduction and Management Council.
