BOARD OF DIRECTORS MEETING MINUTES - July 15, 2019
The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held
on the third Monday of the month, in accordance with the By-Laws of the Association. President Guy
Balok called the July 15, 2019 regular meeting of the Board of Directors to order at 7:06 p.m.
Attendance
The following Directors were present: Guy Balok, Michelle Todorov, Peggy Zonca, Sandy Nolan, Randy
Blaylock, Ann Creviston and Michael Baynes. Also present were Joe Poma, Property Manager, and Emily
Lutzenkirchen, Publications and Records Assistant. Approximately 12 Co-Owners attended.

Discussion: The submitted minutes stated that residents

The Social Committee announced the Ice Cream Social/

1. Asphalt & Concrete Project: The asphalt & concrete project for 2019 included 10 courtyards, various
sidewalks & approach walks, interior road patchwork and new catch basins throughout the property. When
completed, we ended up being about $70,000 under-budget. Since this project is property-wide and aimed at
restoring the entire site, it was decided that we could fit more work into this year. We opted to tar & crack-
fill Ironwood, Lyric, Longwood and Inlet and most importantly, we decided to replace all of the sidewalks
on the south end of Scenic Lane, extending from Amboy Court to Viewpoint Court to the east. It is likely
that 2020 will include 10 more courtyards, bringing our total completed to 38 out of 43, with the following
year reserved for the clubhouse parking lot, the 5 remaining courtyards and perhaps some interior road work.
It is my intention to complete the re-surfacing of all interior roads in 2022. At that point, the budget will
switch to a maintenance schedule and the funding levels will be directed to the siding project and thereafter
to fences.
2. Budget Process: Over the last few years, we have managed to keep the assessments levels almost flat; in
2016, there was no increase. In 2017, it was 69 cents and for 2018, it was 82 cents. We have not come close
to keeping up with inflation or the cost of living and although I anticipate the need for an assessment increase
this year, I do not think it will be a staggering amount. We are seeing rising costs in utilities, tree removal
and unit repairs specifically. The very cold winters have impacted the natural gas portion of our budget
substantially, while the amount of rainfall earlier in the year caused dozens of unit foundations to leak at a
per-unit repair cost of over $3000. Since our property is partially forested and full of mature trees on the
common elements, backing up to fences and prone to disease and failure due to age, the need to have com-
panies like Davey Tree regularly visit the property is obvious. Whether due to aesthetics or safety, residents
call for tree service on the common elements at a much higher rate now. One thing I want all residents to be
aware of when considering the budget is that the projects we have / had going on here (i.e. asphalt, siding,
clubhouse renovations, etc.) have nothing to do with any potential increase, because those projects were al-
ready budgeted in the past and paid for. For example, we already have 1.2M dollars for the sprinkler system
in 2025-2027 and 2.5M dollars for the fences as of today. Likewise, we have 4.325M dollars for siding and
have been using the over 3M we have for asphalt & concrete. These necessary capital improvement projects
rode in on the coattails of our 5M+ funding levels for the roofing project. What we can not plan for far in
advance is the direction of utility costs or inflation in our categories. Some have gone up, others down, and
we budget for those accordingly.
3. Mosquito Treatments: Eradico Services applied mosquito control pellets to all of the sewer grates on the
property as well as in the shallow water areas along the lake shorelines. If you see gray tablets on the bot-
tom, those were placed there in July to control the mosquito population and are not harmful to people using
the lake. They generally will not apply these tablets to beach areas, and concentrate on shoreline areas with
vegetation, brush, grass and trees.
4. Siding: Our current siding contractor, Roof-Rite has completed Building #9 across from the clubhouse. I
encourage all residents to drive by and document your observations, whether good or bad, because your
opinion will matter as we work through this project. This initial building was our trial run and included ev-
erything that we could possibly stumble on with the initial construction phase of HLCA. I received a broad
range of comments and learned that most residents really like the Castle Stone Gray for the siding color and
many of them think the rear of the building looked better (and newer) without shutters installed. You will
note the new polymer window panel appliqués, new shutters and bright white trim wrapping around all of
the windows. Also pay attention to the new light fixtures on the front of the building, new mailboxes and
address plaques (these are carved, cast aluminum and look pretty classy). We were very fortunate in that
we did not find a ton of rotted wood under the old siding and only had a minor amount around the doorwalls

and kick-panel underneath. Unlike the roofing project that included replacement of most of our roof deck-
ing on the buildings, it would make sense that the vertical portions of the building did not have that problem
as water was shed except for gaps in trim-work around windows and doors. We hope to proceed at the rate
of 10-15 buildings per year and will be doing an entire courtyard at a time rather than skipping around the
property. Courtyards will still be chosen according to a lottery.
5. Watercraft: Registration for all watercraft is necessary every year and registration stickers must be placed
on the watercraft and visible to the maintenance staff. If you purchase a registration sticker in winter, do not
forget that you placed it in your drawer at home to hold for the summer. You can purchase a sticker from the
front desk as early as January and most residents have them displayed in April or May. We confiscate and
sell un-registered watercraft regularly, so please remember to purchase this $5 sticker. Although we attempt
to notify residents or give them friendly reminders, we are not required to do so, and once confiscated, the
resident has to pay a $75 impound fee to get the watercraft back “if” we still have it. The staff is not being
unreasonable here, but is simply following the wishes of our co-owners in keeping the lakes clutter free and
enforcing the rules here evenly.
6. Lawn & Leaf Bags: The Grounds Committee, Maintenance Staff and Management have gone to great
lengths trying to educate residents on proper trash disposal and we continue to have problems despite mul-
tiple robocalls, e-mails and even A-frame signage; whatever it takes. The trash hauler will not pick up
compost bags that are full of dirt or rock. Here is the typical cycle: A resident that does not follow the policy
and does not care leaves a bag of dirt next to the corral. It’s too heavy for the trash haulers to pick it up and
if & when it rains, the bottom of the bag breaks open and everything dumps on the ground. The residents
that do care, call the office and want their corral cleaned up…because they care. Our maintenance staff has
to drop what they are doing and clean the corral. Grounds work is put on hold, shrubs do not get trimmed
and people complain. I have not overlooked the possibility that neighboring homeowners, apartment dwell-
ers or local landscaping companies are using our corrals, but that accounts for a small portion of what we
see. Sometimes, residents know they are violating the policy and take it out there after dark so as not to be
seen. Let’s face it, if you are cleaning your patio and need to get rid of dirt, nobody wants to call a contrac-
tor and pay a couple of hundred dollars to have it professionally hauled away. There are certain things that
are difficult to do here and condominium communities are restrictive. On an occasional basis, residents may
call the office and request an appointment to take fill dirt to our maintenance yard and we can dispose of it in
our 30 yard dumpster (residents pay assessments for this too), but please do not leave it at the corral. A few
other things we are noticing are improperly disposed of construction materials, with nails, screws and glass
as well as mulch in “plastic” bags and pieces of concrete sitting next to the trash corral. The Association is
aware that residents pay for trash removal services, but those are human beings that haul the trash and they
pull muscles and get cut & bleed like everyone else. Please be conscious of your surroundings as much as
our trash hauling company will be conscious of the cost required to sustain our services at the point of con-
tract renewal.

added to the test program. Mike will convey this to management.
4. Judy presented the next “Trash Talk” corral poster. Note to maintenance that as a new one is attached to corral, the one already
there should be removed.
5. Discussed rear porch lights as part of the residing program. As it stands now, co-owners will have to supply their own if wanted.
6. Brought up September meeting on the patio. Not enough in attendance to go anywhere with this subject.
7. Discussed some ideas for the Grounds Committee regarding the Silver Springs beach area.

7. Reviewed proposal from Restore The Mitten for eradicating invasive plants reported to be in Highland Lakes. Committee
recommends adding RTM to HLCA's resources for dealing with small collections of invasive plants needing to be removed.

On July 10, 2019, as visitors completed their tour of the Highland Lakes Woodland
project, during the Country Garden Club of Northville’s 26th Annual Garden
Walk, they were greeted by a friendly voice around the corner introducing himself
and his garden. “Welcome to Paradise! I’m Stan the Man, the curator of the
Serenity Garden.”

Welcome To Highland Lakes Woodland
The Highland Lakes Ecology Committee welcomed over 500 visitors to the Woodland Trail
on Curtis Lake, Wednesday, July 10, as part of the 26th Annual Garden Walk presented by
the Country Garden Club of Northville. Proceeds from this event support local and na-
tional organizations that promote environmental causes and the committee was proud to be
invited to particpate, to showcase the renewal taking place with the hard work of volunteer
homeowners of Highland Lakes Condominium Association.

You’ll find crew members in the woods area, generally on Tuesdays after 11 a.m. and the
committee meets the 2nd Tuesday of each month, in the Highland Room. Volunteers and
service groups are always welcome and should attend a meeting or contact Cathy, Sharon or
Liz about the work.

Preheat oven to 300 degrees. Place roast on foil. Mix chiles, chili powder, oreg-
ano and garlic. Spread on roast. Wrap and seal. Place in pan and bake 4-1/2
to 5 hours. Unwrap and discard fat and bones. Shred meat and put in large
pan with drippings. Stir in tomatoes and heat. Season with salt and cayenne.
