BOARD OF DIRECTORS ANNUAL MEETING MINUTES - May 18, 2020
The forty-fifth annual meeting of the Board of Directors and Membership of Highland Lakes Condominium Association
was held via Zoom on the 18th day of May 2020, in accordance with the By-Laws of the Association. President Guy
Balok called the meeting to order at 7:00 p.m.

Attendance
The following Directors were present: Randy Blaylock, Michelle Todorov, Peggy Zonca, Sandy Nolan, Michael
Baynes, Ann Creviston, and Guy Balok. Also present were Joe Poma, Property Manager, and Emily Lutzenkirchen,
Publications & Records Assistant. Approximately 21 Co-Owners also attended.

President’s Annual Report


Guy Balok welcomed Co-Owners and thanked all members of the Board for the time and dedication they have put forth
over the past year. See pages 9-10 of the June Herald for the entire report.
Treasurer’s Annual Report
Ann Creviston reviewed the financial condition of the Association. See pages 11-14 of the June Herald for the entire report.
Election Results
Kathy Baldwin announced the Election results thanking all Election Committee members for assisting in counting the
ballots and for their hard work: Barb Balok and Maureen Osiecki.
Kathy reported there were a total of 243 correct ballots counted, representing 38% of the Co-Owners entitled to vote. See
the Election results on page 15 of the June Herald.
Board Action: Motion by Ann Creviston, support by Sandy Nolan, to destroy the ballots after 30 days. All in favor.
Motion passed.

Welcome to the forty-fifth Annual Meeting of The Highland Lakes Condominium Association.
During this time of uncertainty with the COVID-19 Virus many of us have never experienced
events that have tested us like this in our lives before. It’s during times like this that we come
together to overcome these stressful times. Please take a moment of silence to recognize all of
those who helped to make Highland Lakes what it is today, including those who we have lost
over the last year; not to mention those everywhere that are laboring under the effects of the
pandemic

It seems trivial to highlight our successes over the last year with the recent events that we are all
enduring. So, I am going to give an abbreviated President’s report.

First of all: Thank you for your understanding and patience during our scaled down operations.
As the County and State Government allow, we will be resuming tasks. At this time the
Clubhouse remains closed, as well as the Athletic Courts, the Beaches and the Pool. We depend
on the State and County to dismiss their orders that originally closed our facilities. Our
maintenance staff continues to work while maintaining Social Distancing, but the Clubhouse will
remain closed to the public until further notice.

The purpose of the annual meeting is to announce the results of our Election for the Board of
Directors and provide information concerning the state of the Association. It is my privilege to
give you an overview of our community’s health. It is with a great deal of pride and confidence
that I advise you that our last fiscal year ended within budget on a sound footing. On behalf of
the Board, I thank and congratulate our staff for their commitment during the past year and
during the recent COVID Virus. Our Maintenance Department works hard year round. Thank
you, Jason and the maintenance staff for all you do. Of course, the Association could not operate
efficiently without our administrative staff. Thanks to Joe Poma, our Property Manager, who
continues to help us through this pandemic and keep abreast of the ever changing executive
orders, and for his continued efforts to maintain a financially stable Association. His legal
knowledge is an asset and it has facilitated our excellent collection rate. Additionally, we are
privileged to have such dedicated workers as Sharon our Bookkeeper, Emily, Records and
Publications Assistant, and Terry our Lead Receptionist, with Linda and Eric, both Secretary
Receptionists. The following committees play an ongoing role in the quality of life in our
community: (in no particular order) Clubhouse, Court Liaison, Community Social, Grounds,
Ecology, Pool, Engineering, and Finance. It is evident that all committees work for the common
good. The RV and Tennis Committees require less time, but also are important, as are
organizations such as the Women’s Club, euchre and pinochle groups, and our crafters. Thanks
to all of you who assist in projects and activities and devote your time and expertise when
needed. One of the factors that have made Highland Lakes unique among condominium
developments is our self-management business model and the participation of the Co-Owners,
which contributes to our quality of life and the control of costs. Over the years we continue to
see membership in our committees decline, and the Association still faces a challenge to
encourage co-owners to discover the rewards of contributing to the activities in their community.

We must remember our community is 49 years old. If we intend to preserve our property values,
we must stay involved.

The Board of Directors has faced many difficult decisions in our efforts to maintain and improve
our buildings, roads, and grounds during the pandemic. We started the re-siding project earlier
this year. We were off and running, but our progress was delayed because of the pandemic.
Siding Crews are now getting back on the job, our Siding Ad-Hoc Committee is still involved
with coordinating color selections and answering questions. Our paving project continues with 1-
3 years remaining in the overall project. We have practically completed the Clubhouse
Renovation project, thank you to everyone that was involved, including the Clubhouse
Committee.

One last thing, over the past few years we have been asked to participate in focus groups with the
Northville Township Board. Along with a focus group on Water & Sewer Rates, we have been
asked to share thoughts about the odors emitting from the Advanced Disposal Landfill and their
intent to expand in the future. I was asked for our input regarding the future Public Safety/Shared
Services needs and Millage, this group crafted a millage after considering mountains of
information that included growth, traffic congestion and level of service to the community.

Thanks to Kathy Baldwin and crew for serving as Inspectors of the Election this year. In
conclusion, I would like to express my gratitude to my fellow Board members, Committees and
Staff. Without their dedication and concern for the welfare of this Association, Highland Lakes
would not be what it is. Thanks to all of the community, past and present Board Members and for
the privilege of serving on your Board and being a part of this Association.

3/4 c. unsifted flour 1/2 c. water


1/4 tsp. pepper 1 6-oz. can tomato paste
1 tbs. plus 1/2 tsp. salt 1/2 tsp. thyme
3 lb. veal in 1-1/2-inch cubes 1 tsp. tarragon
1/3 c. olive oil 1/2 tsp. grated orange rind
2 medium yellow onions, chopped 1/2 lb. mushrooms, sliced
1 clove garlic, minced 2 tbs. chopped fresh parsley
1-2/3 c. dry white wine

Preheat oven to 325 degrees. Mix flour, pepper and 1 tbs. salt in paper bag;
add veal and shake. Heat 1/3 cup olive oil in large heavy skillet. Brown veal,
a few cubes at a time, over moderately high heat. Add additional oil as need-
ed. Transfer veal to 3-quart casserole. Saute onions and garlic in skillet until
golden. Add wine, water, tomato paste, thyme, tarragon and remaining salt.
Simmer, uncovered, about 2 minutes. Add orange rind and pour into casserole.
Cover and bake 2 hours. (Casserole can be prepared to this point a day or two
ahead. Cool and refrigerate until about 3 hours before proceeding.) Reduce
oven temperature to 300 degrees. Mix in mushrooms, cover and bake an ad-
ditional 30 minutes. Remove from oven and stir in parsley. Serve with rice or
noodles.

My highest priority during this COVID-19 crisis is the health and safety of
Northville Township residents and businesses. Our community needs stability in
these unstable times. My commitment, leadership and experience will continue to
