FIREPLACE AND CHIMNEY CLEANING POLICY
(Short-Form)
Issued and Passed by the Board of Directors: October 1, 2005

The National Fire Protection Association (N.F.P.A.) cites one major cause of home heating fires
as a lack of regular cleaning and resultant creosote and nesting material build-up in wood-burning
devices, associated chimneys and connectors.
Highland Lakes Condominium Association, in the interest of reducing the likelihood of fires resulting
from improperly maintained fireplaces and chimneys, requires that all fireplaces and chimneys be
inspected and cleaned by a qualified, licensed and properly insured contractor on an annual basis.
This policy, as approved and adopted by the Board of Directors, is mandatory for all units containing
a fireplace.
Responsibilities:
Highland Lakes has adopted a Fireplace and Chimney Cleaning and Inspection Policy. The Association
shall be responsible for publishing co-owner notification in the Herald and making this program mandatory
for all units containing a fireplace.

Owners are responsible for ensuring access to each fireplace and chimney in accordance with normal
Association procedures, scheduling the annual inspection and cleaning, maintaining the fireplace and
appurtenant hardware and responsibly using the fireplace as designed.

The contractor shall diligently perform all duties per N.F.P.A. and building codes. The inspection and
cleaning report shall disclose in writing the name of the owner, street address, unit number, date of service,
name of technician, findings of the inspection, description of the service provided and confirm that the
fireplace and appurtenant hardware and chimney are safe or unsafe for normal usage. A copy of this report
shall be given to the owner and a signed true copy to Highland Lakes. Further, if the fireplace is found
unsafe, the contractor shall red tag the unit and immediately notify the Property Manager or Maintenance
Superintendent, and the owner of the unit.

The owner(s) of each condominium unit shall be responsible for the cost to inspect, clean, and maintain
their unit’s fireplace, flue and chimney. Repairs to the fireplace, firebox, firebricks, flue, and chimney up to
the point of the roofline shall be the sole responsibility of the condominium owner. Repairs to the chimney
roof enclosure, screen and/or vent pipe above the roofline shall be the responsibility of the Association.

Notes:
1) Fireplaces and wood burning appliances are used to a greater extent during the winter months or colder
weather. This is the time when fires typically occur due to a failure to clean and inspect. HLCA is advising
all residents of this issue. Your own inspection of your fireplace and the ability to see daylight as you look
up the chimney is not a sufficient determining factor that the fireplace is fit for use. Creosote, ash deposits,
nesting material, etc. may be bound to the inside walls and look like the wall itself. A qualified professional
must do the work.
2) HLCA has business numbers at the office for resident-recommended contractors that have done work here
for years. The price for the work is somewhat nominal.

The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held on the
third Monday of the month, in accordance with the By-Laws of the Association. Vice-President Peggy Zonca
called the October 18, 2021 regular meeting of the Board of Directors to order at 7:00 p.m.
Attendance
The following Directors were present: Guy Balok, Peggy Zonca, Denise Hein, and Sandy Nolan. Michael Baynes,
Michelle Todorov, and Randy Blaylock were excused. Also present was Emily Lutzenkirchen, Publications and
Records Assistant. Approximately 8 Co-owners attended.

SUBJECTS DISCUSSED:
1. Cider and Donuts: 5 dozen donuts and 2 gallons of Cider were served on Saturday, September 18th from
1-3 p.m. It was a beautiful day and enjoyed by all who attended. Thanks to ALL who helped.
2. Employee Appreciation: On Wednesday September 29th, a lunch from Mid Eight Deli was served to HLCA
staff. Just a small token of “thanks” to HLCA employees.
3. Holiday Party: Party planning is underway for the holidays. A flyer will go out in the November Herald
with details asking to reserve tables early so that we can accommodate all interested parties. The party date
is set for Saturday, December 4th. Please complete the form and return to Clubhouse by the date due.

SUBJECTS DISCUSSED:
1. Two courts need replacement Herald delivery this month, Eddington Place and Dorothy Gay.

2. Yard waste pickup dates are still unclear other than every two weeks lasting through November.

3. Discussion was held about hazardous waste and electronic waste. ERG environmental services located in
Livonia will take e-waste for a fee. This information will be put in the Herald.

4. Discussion was held clarifying the recent robocall about what can be placed/stored on common ground.

5. The ad hoc trash committee will be sending its report to the Board regarding long-term solutions to our
trash pick up. Our current bins do not meet township requirements. Discussion was held about what
should be considered bulk trash vs trash in the individual carts. Anything that is put in the carts should fit
in a bag. Any construction debris from a contractor should be hauled away by them.

6. Welcome packet and co-owner manual rewrite:


Kathy Baldwin, Barb Balok and Denise Hein reported that the welcome packet is near completion and will
be presented to the Board. Discussion about how the packet will be shared/distributed will take place at the
next meeting. The question was raised about whether a printed copy will be needed or will it just be online.
It was suggested that current residents as well as new residents may need a copy. It was reiterated that court
liaisons can help by letting the committee know when there are new residents in their court.

7. It was announced that court lights that are out should be called in to the office. Lights out on Silver Spring
Drive should be reported to DTE.

8. It was suggested that the next informational article in the Herald include a section on what a work order is,
how to request one and what types of things a work order should be used for.

SUBJECTS DISCUSSED:
1. Bridge update: non slip strips have been installed on the Rippling Lane bridge and the Bryn Mawr bridge.
Waiting for a quote from Seaside Seawalls for repair of the bridge and the dock by the clubhouse.

2. Benches: ordered benches are expected to arrive in late November. Material cost for cement pads is about
$200.

3. The beautification award subcommittee will meet this month and have a report next month.

NEW BUSINESS:

1. Tree request: one new tree request was received. Joel will follow up with the resident regarding size, exact
placement, miss dig and expense and report at the next meeting.

2. New Bench request: a new bench was requested to be placed on the northwest corner of the Pond Court
entrance. Approval by the board is recommended with the co-owner paying the full expense.

3. Pruning: discussion was held regarding the need for periodic professional pruning to clear dead branches,
make deep cuts to overgrown shrubs, thin shrubs that require it and other pruning not possible by our
limited grounds crew. Residents are encouraged to have overgrown shrubs removed.

4. Clubhouse landscaping: previous plans for updating the clubhouse landscaping were reviewed. Previous
decisions were shared: keep Carmen’s corner as is (northwest corner), no invasive plants, keep existing
locust trees, desire a four season interest and low maintenance. Previous proposals included, new
plantings, irrigation, edging, lighting, mulch patio and maintenance. The committee members decided
to walk around the clubhouse during the day. Items to be discussed include: which areas need updating,
and what to keep and what to remove. Since the clubhouse sign brickwork is failing, it was decided that
landscaping for this are should wait until the sign is replaced or repaired. Either of these must follow
Township requirements. Landscaping will continue to be an agenda item.

Announcements:
1. Work has started on the Crystal Lake bank project.
2. Plantwise is scheduled for fall buckthorn removal and treatment.

RECOMMENDATIONS TO THE BOARD: Approve new bench request for Pond Court. Co-Owner will pay
full expense.

3. Guy Balok explained that the state of Michigan is mandating that all communities inspect cross-connection
hazards to include households. Northville Township will soon be inspecting all homes. A vacuum breaker
will be installed on both outside faucets in each Highland Lakes unit to prevent cross-connections and
ensure safe drinking water. The cost will be absorbed by our Association.

Association and Co-Owner Responsibilities

One of the most frequently asked question is what the Association’s responsibilities are and what is Co-
Owner responsibility?

This is a list of the most commonly asked questions. Any upgrade or betterment to the unit is the Co-
Owner’s responsibility. Examples include the following: new carpet, wallpaper, new paint, finished
basement, new appliances, etc. This would also include any item not on the original building specifications
(items added by owners). Please call the office to request a work order for any Association maintenance
responsibilities.

Special Note: The current owner of the unit assumes full responsibility for any modification to the unit from the
“as built” condition. Should these cause an issue into adjoining units, the owner of the unit where the
modification was made would be responsible to repair to “as built” condition for their unit and the effected
adjoining units.

Snow Removal Request Form
Handicapped/Disabled List – If you are in need of special attention with snow and ice removal, as
a courtesy, the Association maintains a list of those Co-Owners and residents that need this service,
forms can be obtained at the Clubhouse office. This form must be filled out yearly.

You must complete and return the Special Attention Form along with a copy of your handicap
sticker that is displayed in your car. (We will make the copy for you.) Anyone with a permanent
handicap plate will of course be on the list. However we will still need a completed form on file and
we will need to know if this condition is a temporary or permanent condition. Additionally, those
residents with permanent handicap plates will need to provide a copy of their vehicle registration.

We cannot guarantee that Maintenance will be able to provide this special attention for every
snow event; however, we will make every effort to do so.

Residents who meet the above criteria and provide a doctor’s note stating your disability will have
the snow cleared away from their porch and sidewalk first, and within snow policy parameters.

S NOW R EMOVAL P ROCEDURES
NORMAL SNOW EVENTS:
 2-3 inches - Clearing will begin during the snowfall and maintenance will work normal hours following the
established Snow Policy.
 4 inches or more – Maintenance will clear on weekends and at night following the Snow Policy.
LARGE SNOW EVENTS: 6 inches or more - Maintenance will begin clearing main sidewalks and trafc lanes during the
snow event. If necessary, they will continue the removal effort until 10:00 p.m. The next morning they will begin a second
clearing effort and work until all walks and courts are cleared, or until 8:00 p.m.
SNOW EMERGENCIES/BLIZZARDS: More than 10 inches - Efforts will be focused on keeping main roads, trafc lanes
and main sidewalks open to emergency trafc only. Once those elements are clear, work will begin on approach sidewalks
and courts. Maintenance will work up to 14 hours per day, until the roads, courts and walks are clear. Contractors may be

emergencies will be handled on a case basis.
PARKING SPACES: After the primary snow removal efforts are completed, maintenance will begin clearing parking
spaces if cars are out of the court. Management encourages Court Captains to facilitate the removal of cars and contact
the Clubhouse to advise when their court is clear and management will then contact maintenance to begin plowing the
parking spaces within that court. If maintenance is ready to plow a court, the Association may also contact the court
captains to facilitate the movement of parked vehicles.
OVERALL GOAL: The Association shall have the sidewalks, courts (not parking spots), and roads, clear within 48 hours of
the cessation of a snow event.
HAZARDOUS CONDITIONS: During the winter, the weather conditions favor the potential for
slippery sidewalks, porches and roads. Please use due care and caution during this time
of the year and keep a supply of ice-melter, which is available at the Clubhouse, at
your home for your use.

Why does my court seem to be last during the recent snowfall?


ANSWER: To attempt to bring some semblance of fairness, the starting point of snow
removal efforts change each time.
