BOARD OF DIRECTORS MEETING MINUTES - August 21, 2023
The monthly Public Board Meeting was canceled due to the annual budget meeting. However, an executive session
was held to discuss committee reports. Board President Peggy Zonca called the meeting to order at 5:00 p.m. on
August 21, 2023.

Attendance
The following Directors were present: Guy Balok, Peggy Zonca, Denise Hein, Michelle Todorov, Sandy Nolan and Randy
Blaylock. Michael Baynes was excused. Also present were Joe Poma, Property Manager, and Emily Lutzenkirchen,
Publications and Records Assistant.
Approval of Minutes: of August 8, 2023, with no recommendations. All in
favor. Motion Passed.
Board Action: Motion by Michelle Todorov, support by
Denise Hein, to approve and file the minutes of the July Engineering Committee Report: page 9
17, 2023, Executive session of the Board of Directors.

SUBJECTS DISCUSSED:
1. Madison Court– needs a volunteer. Still seeking a permanent liaison for this court, Lela will deliver Madison
this month.

2. Janice Howard accepts roll of secretary.

3. New proposal from GHD (trash) may be presented at the next board meeting.

4. Discussed flyer re: garbage responsibilities, distributed as a community reminder.

5. Lawn mowing every three weeks due to staffing shortages (short 3).

6. Sump-pump back up batteries will be installed in some units. They are low voltage, replace every two years.
Must be monitored by condo owner—owner to notify clubhouse when replacement is needed.

7. Tree and shrub trimming is done for the year—we are over budget. For large tree trimming, put in a work
order at clubhouse.

OLD BUSINESS
1. Clubhouse landscaping: The project will begin the week of August 28. Yvonne will contact John to meet before
that.

2. Beautification subcommittee: The subcommittee has finished canvassing the community and giving certificates
for the summer.

3. Shrub removal policy update: The language on the shrub removal policy has been updated and will be submit-
ted to Emily for publishing in the Herald. The process was also clarified. Earl will go around with Sharon once all
forms are submitted to check whether the request can be completed. Sharon will contact Jason to clarify dates for
the removal.

4. Updates on follow up items: Joe sent a report saying that the crack fill for the tennis courts will be in next year's
budget. 2 benches have been approved, waiting for the second one to arrive before installing them.

5. Signs on trash bins: The committee agreed that standard letter size signs are too small. That is the only size that
can be laminated in house. Outside options for printing will be sought for larger sizes. Copies of the “trash collec-
tion policies and procedures” document were distributed.

NEW BUSINESS
1. Request to replace a tree that was downed in the snow storm was approved.

2. A guest inquired about the basement floods and sump pump failures during the recent electricity outage. It was
reported that alternatives are being looked at including battery backup for the sump pumps .Note that the commit-
tee supports the backup idea.

Announcements:
Caps have been placed on the Crystal Lake stairway.

RECOMMENDATIONS TO THE BOARD:


1. Approve tree replacement request for small tree on 42302 Norwood Court.
2. The committee supports installing battery backups for sump pumps.

1. Staff Introductions: Completed staff introduction articles. Special thank you to Sandy Nolan for her work.

2. Letters to the Editor: Received another letter to the Editor which was accepted by the committee and a
member of the committee was appointed to prepare a response based on the group discussion. Both letter
and response will be printed in the September Herald.

3. Advertising: Committee members continue to canvas area businesses in hopes of obtaining advertising com-
mitments.

4. Ring Camera Contest: We received 11 entries for our Ring Camera Giveaway. Congratulations to resident
Mary Lou Golen. Watch for future giveaways in upcoming Herald issues.

5. New Business: Frequently asked questions of traffic and parking, Knox Boxes, and the fact that resident
concerns on social media are not monitored by HLCA were brought up. September Herald to have a tid bit
on each.

1. Artwork for Clubhouse: We continue to look at photo options for our budgeted artwork project.
2. Photo Album Project: Interested members of the committee will meet on Tues August 15th @ 1 PM to begin
scrapbooking collected pictures.

3. Events: Employee Appreciation will be held in September. This will be a “Thank you" to our staff for all they
do. On Saturday, Sept 16th we will sponsor a Family Feud Night. Sign-up sheets are at the Front Desk (spots
are still available and spaces are limited). Sign up today. Saturday, February 3rd, 2024, we will sponsor an
afternoon Tea Party. Please look for specifics in future issues of The Herald.

4. New Addition to our Library: We have added a section for Audio Books to our lending library. If you have
Audio Books you would like to donate, please make sure they are in good working condition. If you are inter-
ested in borrowing, please see our newest selection.

SUBJECTS DISCUSSED:
1. Updates from Joe: 3 NEW Lifeguards have been hired to help cover the end of the season as most of the
Lifeguards will be returning to school. Pool schedule will be subject to change during the last two weeks of the
season depending on coverage. The “kiddy” pool will be closed for the remainder of this season. A new filter
will need to be purchased for next year.
2. Events: High School Late Night Swim was attended by 10 guests. Pizza was served to all and was considered
a success by those who attended. Trivia Night was very well attended. While 63 people signed up for the event,
we were able to accommodate extras. Looking forward to Hot Dog Days (last of the season) on Saturday, Au-
gust 19th, 12-2 PM.
3. Upcoming Events: Adult Karaoke Saturday, August 26th, 8-10 PM, on the pool terrace deck. Pool Closing
Party Sunday, September 3rd, 4-6 PM, cake to be served at 5.
4. New Secretary Appointed: Thank you to Nancy Rocha for volunteering to function as Secretary for the group.
Nancy has agreed to finish this year and continue for next year’s pool season.

SHRUB REMOVAL REQUEST FORM
Fall 2023
The deadline for removal requests is Friday, September 29th.

All requests must be approved by a Grounds Committee


representative and must be submitted in writing to the Clubhouse
office. This program will take place during the weeks of October 16 -
November 1, 2023. (Weather permitting).

The Association will bear the cost for the removal of the shrub(s) and recommends that the
co-owner purchase and plant a replacement shrub or some other attractive landscaping.
According to the Co-Owner’s Manual, SHRUB REPLACEMENT policy, Co-owners are
reimbursed $30 per shrub, up to two shrubs per year, for replacement of dead or diseased
shrubs. Please refer to Co-Owner’s Manual for complete details.

SHRUB REMOVAL
INFORMATION
Because Highland Lakes is 52 years old, many of our
shrubs and bushes are overgrown or are in poor
condition. It has customarily been the practice that,
unless the shrub or bush is dead, the Grounds
Committee will not approve its removal. This policy has
been modified somewhat, to allow for the removal of
overgrown shrubs and bushes or those that are in poor
condition. There are conditions to be met however;
these conditions are outlined on the Shrub Removal
Request Form on the other side of this flyer.
The time established for the fall 2023 Shrub Removal
Program is during the weeks of October 16 - November
1.
Requests must be submitted to the Grounds Committee NO LATER
THAN October 2, 2023, so that the Committee has ample time to review
the request. The Committee has a mail box in the Clubhouse office. Be
sure the form is completely filled out.
The Association will bear the cost for the removal of the shrub(s) and
recommends that the co-owner purchase and plant a replacement shrub
or some other attractive landscaping. The Association will reimburse you
up to $30 toward a new shrub with a limit of 2 shrubs per year.
If such removal will necessitate a landscape plan, you must submit that
plan, along with a Grounds Request, indicating what you are putting in
as a replacement and a representative of the Grounds Committee will
inspect the planting. Please be aware that this program will only take
place during one week in October or November, weather permitting.
Please Note: Patio shrubs and bushes are not covered for removal; they are the
Co-Owner’s responsibility. This program only covers the bushes on common grounds.

FISHING ON HLCA LAKES
The Michigan Department of Natural Resources has informed the Association that a fishing
license is required when fishing on the lakes “if the DNR has stocked the lakes with fish in the
past”. The DNR stocked our lakes years ago and there is no exclusion available based on the
number of years that have passed. This applies even though 2 out of our 3 lakes are surrounded
by Highland Lakes property (i.e., private property is still subject to the rule). Therefore, any
adult resident wishing to fish on Curtis Lake, Crystal Lake, and Swan Harbor Lake, according to
the MDNR, must possess a valid fishing license. Contrary to some rumors, these are not “catch
and release” lakes. Residents may keep what they catch.

Crockpot Tex Mex Tater Tot Casserole
Bursting with flavor and cheesy goodness, this Tex Mex Tator Tot slow cooker recipe is sure to get rave
reviews from the family!

INGREDIENTS

1- pound ground beef 1 can 15.25 oz whole kernel corn


1- pound 16 oz breakfast sausage (Jimmy Dean) 1 bag 32 oz frozen tater tot
¼ cup chopped onion 3 cups shredded Colby cheese
1 teaspoon salt
1 teaspoon pepper
1 teaspoon onion powder
1 can 10 oz. Rotel diced tomatoes & green chilies, drained

INSTRUCTIONS

1. In a skillet over medium heat, warm the onion. (cook for 2 minutes)
2. Add ground beef, breakfast sausage and seasoning. Cook until the meat has no more pink (4-6 min-
utes).
3. Add the Rotel tomatoes can and corn. Mix well. Cook for 2 minutes.
4. Spray your slow cooker liner with nonstick cooking spray.
5. Pour half of the frozen tater totes in bottom of the slow cooker.
6. Add half of meat mixture, spread evenly.
7. Add last half of the frozen tater tots.
8. Add the last half of the meat mixture.
9. Set the slow cooker on high.
10. Cook for 2 ½ hours.
11. Cover with cheese.
12. Cook for 30 minutes more.
