1. INTRODUCTION
Public administration as an aspect of governmental activity has existed as long as
political systems have been functioning and trying to achieve program objectives
set by the political decision-makers. Public administration as a field of systematic
study is much more recent.
The basic idea behind this course is to familiarize the students how the government
functions; an understanding of the role of law within government; and become
familiar with the legal and administrative workings of government. Enhancing
their research skills, students will analyze the relationship between law, politics
and public administration.
The course deals with Public Administration, Controls over Public Administration,
Theories of Organisation, Principles of Organisation, Public Enterprises,
Administrative Law, Administrative Adjudication, Financial Administration,
Development Planning, and Transparency in Administration.
The modern state cannot confine its field of activities to only maintenance of law
and order, dispensation of justice, collection of revenue and taxes. The modern
state is expected to provide more and more services and amenities to the people.
This results in tremendous growth both in the governmental responsibilities as well
as in the administrative machinery of the state. Naturally the scope of public
administration is increased.

2. LEARNING OBJECTIVES (Knowledge, skills and outcomes)


A. Knowledge
The overall objective of this course is to enable the students to (i) demonstrate
knowledge and understanding of the wide range of concepts like controls over
public administration, delegated legislation, administrative adjudication and (ii)
demonstrate a comprehensive and accurate knowledge and understanding of the
details of existence of organs of government as separate entities and also when
they function in close compatibility.

B. Skills
The overall objective of this undergraduate course is to inculcate you with the
following set of skills:
Cognitive
Knowledge of public administration will demand that students have the capacity
to demonstrate insight in presenting materials drawn from a wide and sometimes
contradictory range of primary and secondary sources and evaluate them on the
basis of legislation and procedures learnt.
Employability
Public Administration will demand that the students be able to decipher the
functioning of governmental machinery and the paradigm shift which has
occurred therein.
Subject Specific
Public Administration demands ability to identify and select issues from the
administrative activities and to analyze such activities in the light of primary and
secondary sources provided in the subject.

C. Outcomes
The key skills will be highlighted by this course i.e. independent research.
These skills will be central to your success in completing this course‟s scheme
of assessment.
Independent Research / Group work
In preparing for the coursework assignment, particular emphasis will be placed
on independent learning i.e., the ability to take initiative in the design
(individualized approach or plan of action) and research of the stated project.
The coursework in question is deliberately broadly drawn, and is designed to
challenge you in this regard.

D. Final Outcome
Assessment is by compulsory coursework examination (40% internal + 60%
External= 100%) under the auspices of the Symbiosis International (Deemed
University), Pune.

3. LECTURES
A. Times and Attendance
Three lecture times have been set aside for this course for B.A LL.B. Verify it
from the timetable assigned for each division. Lecture outlines, principally in the
form of PowerPoint slides, will be made available in „The Library‟ on
„Curiosity‟ Portal at https://slsnoida.curiositylive.com. In addition, Session Plan/
Course material will be also provided continuing suggested reading such as
Books; Journals. To facilitate your understanding of these lectures, you should
always read at least the relevant pages of suggested readings in advance of each
lecture.
As per Symbiosis International (Deemed University) Regulations, please
note, “Students are expected to attend minimum 75% of all scheduled
sessions and other forms of instruction as defined by the programme of
study.”
The student will not be eligible to appear for the examination if he / she fail to
put in the required attendance. The students can update themselves of their
attendance daily online in „Attendance‟ on „Curiosity‟ Portal at
https://slsnoida.curiositylive.com
You are notified that two online sessions with the help of „Banyan Tree
@Curiosity‟ will be conducted for Tutorials. We will be expecting your response/
answer/ reply within stipulated time given. Those, who will respond/answer/ reply
within stipulated time given will be granted attendance for one lecture each. This
activity is compulsory for all and attendance so granted will form part of the
total attendance.

B. Notifications:
Learners are informed that notice/s, if required, with respect Academic
Administration, either by Course in Charge or Faculty In Charge, Academic
Coordination will be sent using „Owl@Curiosity‟. Either Course in
Charge/Faculty in Charge, Academic Coordination or Learner using
„Library@Curiosity‟ will publish no notifications. You are required to keep
yourself duly informed.

These text were selected because they provide in one volume a combination of
text, cases and materials, designed to be read as a whole i.e., a “one-stop shop”.
Nevertheless, the text provides the basic reading for the course only. Once you
start reading about the course and the relevant books, there is a multiplier effect
of each subsequent text that you read on the subject.
It is creditable if you, in respect of the proper use of independent research and
study, follow up in the Library some of the case studies, articles or other
material referred to in the prime textbook or in class – or even to do some
research of your own. A good resource to use is online databases such as
Emerald; Ebsco; JSTOR; SCOPUS available on campus network.

5. ASSESSMENT:
You will be examined in this course by Internal (40%) and External Assessment
(60%) format. Internal examination will be conducted for 40 marks. It will include
the following mode of evaluation:
A. Ist Mode of Evaluation: Long Term Paper (10 marks,)
B. IInd Mode of Evaluation: One tutorial (20 marks each)
C. IIIrd Mode of Evaluation: Viva-voce (10 marks).
The Symbiosis International (Deemed University) for 60 marks will conduct
external written examination at the end of semester. It consists of ten objectives, 2
mark each (20 marks) and 4 subjective questions 10 Marks each with an alternative
(40 marks).

6. INTERNAL ASSESSMENT: MODE & SCHEDULE


A. Project: Mode & Schedule
Process of Allotment of Topic:
The students will choose their long term paper topics in the first week of July, after
the introductory session in class, i.e. by July 06, 2019 in person. There will not be
any problem, even if students come with same broader topic, because what
students intend to analyse and how they analyse the same will be an entirely their
own creativity.
If two students come up exactly with the same topic, the course in-charge will
discuss with both the learners and suggest other alternatives.
The long term paper aims to analyse theories of Public Administration, critical
analysis of policies passed by various governments in the format- Introduction,
Brief Literature Review, Highlights, Loopholes/ criticism, Suggestions &
Conclusion.

GUIDELINES FOR LONG TERM PAPER


The learners will choose a topic of their choice after due consultation with the
Course In-charge.
1. Introduction (1 Mark), Literature Review ( 2 Marks), Justification/
Validation of the Topic (3 Marks), Criticism (3 marks), Conclusion (1 Mark)
2. No Spiral Binding / plastic covers, only stapled copy, with the Cover Page.
3. Printing to be done on both sides
4. No handwritten submissions shall be taken.
5. Please ensure the timely submission of your term paper. Delay of every day
shall invite (-2 marks)
6. As per the anti-plagiarism policy, all projects shall be subject to plagiarism
check vide the „Turn-it In‟ software. The projects with more than 20%
plagiarized content shall be marked „zero‟.
7. Submit the Cover Page & Print out of the Turnitin Report itself.

B. Tutorial: Mode & Schedule


The tutorial will give the learners an opportunity for assessing their learning of
Public Administration. If the learners are well prepared to take part in such
test, the more they will learn from it and excel in examination as well as
understanding the subject. It will contain at-least two questions.
Tutorial will be an open book exam and learners are allowed to bring any
reading materials except electronic material during the tutorial.

Banyan Tree Sessions


For the purpose of preparation for Tutorial, two Banyan Tree Sessions will be
conducted.
Both these sessions are COMPULSORY for all learners. Your quality
response/ answer/ reply within stipulated time given should be submitted.
Those, who will respond / answer / reply within stipulated time, will be granted
attendance for one lecture. No response from learner will result in absentee.

The third mode of internal evaluation will be Viva-voce which will cover the
