Introduction

Background of the Organization

Arbaminch Textile factory (ATF) was established in 1979 EC. It is the


governmental textile factory in Ethiopia that supplies different textiles to local and
foreign market. The Factory is located around Arbaminch city. Currently the
factory has 668 permanent and 30 contract employees.

The Factory has its own leading principles. Based on its strategic plan the vision
statement emphasizes on "Being a factory which has great contribution in National
economy" its mission states that" Increase foreign currency by exporting different
textiles through producing, manufacturing and supplying them in rows".

The factory is headed by Board of Director and managed by the General Manager.
The Production and Technique Department has the Production and Technique
division. The Administration Department has the General Service and the
Personnel Divisions and the like other department.

This project is intended to deal with the Personnel division and the General
Accounts divisions. Under the Personnel division different activities are
performed, such as Employee record management, handling of incoming and
outgoing letters, controlling employee attendance, leaves, promotion etc.

Background of the project

This project focused on developing on human resource management system for


ATF and is initiated by the team members for the B.Sc Degree program in
Computer science & IT.

This project is conducted in two phases for eight months. The first phase of the
project deals with analysis and the second phase deals with design and
implementation of the new system.
Statement problem of the project

According to the preliminary interview and observation we have conducted, the


overall activity in human resource is undertaken manually. Due to this manual
work ATF is facing many problems.

Problems on manual employee record system.

Employee records are put in flat file with cabinets. This way of handling has the
following problems.

 Difficult to search employee information


 Decision making for management based on employees'
information is delayed
 Misplacement of files
 Loss of documents from file
 High stationary cost
 High labor cost
 Duplication of data
 Takes a lot of time to process data
 Cross referencing is difficult
 It requires more storage
Problems on Manual payroll system

 Payroll preparation takes more than a week


 Highly labor intensive
 High stationary cost
 High computational load
Due to these problems, we take this incident as an opportunity to develop an
automated new system. If the system is not automated the aforementioned
problems may persist and affect the profitability of the factory. But if the
existing system is automated then the new system will alleviate the problems
observed in the manual system allowing saving time, cost, manpower,
making report generation simple accurate.

Scope of the Project

The Scope of the project is to handle the human resource management system of
ATF. The specific activities, that the system capable of doing in employee record
aspect is the following.

 Develop an employee record data base which is capable of


entering new employee
 Update employee record
Record sick leave, annual leave attendance and other payroll related data. And the
system is capable of doing activities that has to be performed during payroll
preparation.

Objective of the project

General Objective

The main objective of this project is to develop a prototype human resource


management system for ATF, which could solve problems of the manual system
and utilize opportunities of a computerized system.

Specific Objective

The following specific objectives are outlined to achieve the general objective;

 Study how the existing system works


 Identity and analyze problems of the existing system
 Define requirements of the new system, analyze and prioritize
these requirements.
 Design the new system based on requirements specifications.
 Build a working model of the new system
 Finally implement and test the system developed.
Methodology

Data Source and Data collection

The main source of data for our project is the factory itself. So, we will use the
following primary and secondary data collection technique in order to gather the
required data and understand the system.

Observation

It is a fact finding technique that allowed a direct way of examining how the work
currently is done by observing the role of the people in the current system and how
do they go about their job.

By doing this, it will help us to capture problems, functions and requirements that
are not found through interview and inspection of the document of the existing
system.

Interview

The most important element in information system is people and no other fact-
finding technique places as much emphasis on people as interviews. Since the
workers of the section are cooperative and are willing to be interviewed, we also
have chosen interview as one of our requirement gathering methodology. As a
result, we interviewee responsible staffs and tried to learn more about the work
flow the organization and gather facts and opinions.

Schedule and Time

Our project will be completed within the planned frame of time due to the fact that:

1. The project scope is limited and clearly defined


2. The project team size and composition is a strong asset that will enable it to
accomplish the tasks in parallel and with sharing the responsibilities for handling
different modules at a time.

3. Since there is a non-negotiable academic calendar for the project, the project
team will exert the best effort to complete the project with in the stated deadline.
