Chapter 1

The Problem

Introduction

Transitions in educational curriculum take place in the 21st century after decades of

research regarding educational reforms, innovation of educational materials and learning

techniques. Throughout the years, education stands as the foundation of progress and

development in the society. It is unarguably true that modernization boosts the importance of

education and should be one of our priorities. In the Philippines, it has been almost six years

since the K-12 curriculum was approved and implemented as the new curriculum of Philippine

Basic Education. In the school year 2017-2018 major pioneers of the new curriculum are

expected to graduate. The vision of the Department of Education to minimize the unemployment

rate in the country will be seen as accomplishment or not after these pioneers have graduated in

college. The number of students that have undergone Senior High School program and the

number of graduates that will pursue in college will be expected to be evaluated by DepEd to

determine the number of students who will not pursue the tertiary level and may establish their

businesses instead as one of the promising privileges of the K-12 pioneers.

According to the International Labor Organization (ILO), the Philippines‟ high

unemployment rate and low wages force most Filipinos to choose to become an OFW in the

hope of landing better paying jobs to support their own families. Many of them are skilled

laborers such as domestic workers, construction workers, production or factory workers among

many others which has a huge demand abroad, prompting many Filipinos to apply for work in
foreign countries despite the hardships it might bring as well as becoming separated from their

own families. This scene may soon become a reality for senior high school graduates who will

choose to enter the work force immediately, as K-12 not only allows for a more specific training

to master certain jobs, but also the additional two years in high school allows the students to

graduate in time to be 18 years old, the legal age to enter contracts, and become a full time

employee. Based on the fact that the Philippines does not have enough jobs or those that pay

enough to accommodate every Filipino, these senior high school graduates will certainly, as

many have had, look for greener pastures abroad.

Philippines is not one of those countries who pioneered in implementing Senior High

School and Filipinos are not considered professionals in other countries unless they will take

another two years of Masteral or Doctorate degree in the country where they decided to work as

professionals. The lack of financial sources and institutional materials are one of the major

reasons why Philippines become one of the late implementers of the said curriculum. Candidates

for the Senior High School graduation in school year 2017-2018 have received units that are

basic foundation of the courses they wanted to pursue in college or for the business and work

they wanted to do after their graduation. However, there are still some factors that they consider

in their preparations for taking up tertiary level. Moreover, late implementers of K-12 curriculum

are not the only ones that encounter problems and issues regarding preparation of senior high

school students in taking up tertiary level even those of the pioneers. A study conducted by

D.Bragg and J. Taylor (2014) entitled “Toward College and Career Readiness: How Different

Models Produce similar short term outcomes” in their University in Illinois they have a College

and Career Readiness (CCR) Pilot Act that supported the initial implementation of college

readiness programming by community colleges and their High Schools partners. A widely cited
definition of college readiness offered by David Conley (2010 ,p.21)suggests college readiness is

“the level of preparation a student needs in order to enrol and succeed.
