BARANGAY ORDINANCE
BARANGAY ODINANCE NO. 01 Series of 2015

AN ORDINANCE ESTABLISHING THE REGISTRY OF BARANGAY INHABITANTS

WHEREAS , for more effective and easier identification of inhabitants, as a tool in planning and
development, and to have an updated Barangay profile and ready reference in the number of inhabitants in the
Barangay.It is necessary that a registry of Barangay Inhabitants (RBI) be established, kept, maintained, and
continuously updated as reiterated and prescribed in DILG Memorandum Circulars Nos. 2005 – 69 – 134 and
2008 – 114.

NOW THEREFORE, on motion of Kagawad Elias E. Arcaya, duly seconded by Kagawad Roberto I. Interino
and Kagawad Rommel N. Bataller, BE IT RESOLVED by the Sangguniang Barangay of Barangay Buensuceso,
Gumaca, Quezon in session duly assembled , as it is hereby resolves TO ENACT the following Barangay
Ordinance, to wit;

Section I. Titile: This Ordinance shall be known as ‘an Ordinance Establishing the Registry of Barangay
Inhabitants’.

Section 2. Establishment: There is hereby established a Registry of Barangay inhabitants (RBI) which shall be
kept, maintained, and continuously updated by the Barangay Secretary. The RBI shall consist of the individual
record of Barangay Inhabitants containing therein the names, address, place and date of birth, sex, civil status,
citizenship, and occupation of the Barangay Inhabitants.

Section 3. Coverage. All persons residing within the territorial jurisdiction of Barangay Buensuceso, Gumaca,
Quezon, regardless of length of stay, must be registered with the office of Barangay Secretary and included in
the Registry of Barangay inhabitants.

Section 4. Purposes. The RBI shall be used only for the following purp[oses:

1. For easy identification of inhabitants;


2. As a tool in planning;
3. As an updated reference in the number of inhabitants of the Barangay

Section 5. Protection of Right to Privacy. The Punong Barangay shall adopt necessary measures to ensure that
the right to privacy will be observed in the process of maintaining and updating records of Barangay inhabitants
which shall include but not limited to the following:
1. The data to be recorded and stored shall be used only for the purpose establishing the identity of a
person. RBI form A and RBI form B as prescribed by the DILG shall be used as the data capture
instruments;
2. In no case that the collection and compilation of other data in violation of a person’s right to privacy
shall be allowed or tolerated ;
3. Stringent system of access and control to data shall be instituted;
4. Data collected and stores for this purpose shall be kept and treated as strictly confidential and a
personal written authorization of the owner shall be required for access and disclosure of data;
5. 0Any correction or revision in the inhabitant’s record shall be done provided that a written from the
owner is obtained;
6. The chief of Police and the Local Civil Registrar may from time to time, be allowed to verify the records
kept by the Barangay Secretary when the circumstances warrant;

Section 6. RBI Task Force and Updating of Records.

To facilitate the updating of records of Barangay Inhabitants, the Barangay Secretary shall be assisted
by a Task Force to be created by the Punong Barangay . The RBI Task Force shall be responsible for the house to
house distribution of RBI Form A and RBI Form B and retrieval of same. RBI form A & B shall be accomplished in
two (2) copies by the household head, one copy shall be maintained by the household head and other copy shall
be kept by the Barangay Secretary. New Barangay Inhabitants aged fifteen(15) years old & above shall
accomplish RBI Form B in two (2) copies, the person accomplishing the form shall retain one copy and the
Barangay Secretary shall keep the other copy. The records of Barangay Inhabitants shall be updated every six
months.

Section 7. Consequence of Non Registrants. Any person who is not recorded in the Registry of Barangay
inhabitants shall be considered non – resident of the Barangay and therefore shall not be issued Barangay
Clearance, Certification or Permit of the kind that normally reserved for Barangay Inhabitants.

Section 8. Effectivity. The Ordinance shall take effect immediately.

ENACTED by the Sangguniang Barangay this 18TH day of February 2015 at Barangay Buensuceso, Gumaca,
Quezon.
