government. According to the Bureau of Local Government Finance, the annual regular revenue of Tayabas City
for the fiscal year of 2016 was ₱488,476,468.48. And its population based on 2015 Census, the city has 99,779
people and ranked in national as 166 out of 1,634 in combined numbers of cities and municipalities in the
Philippines,(Philatlas, 2019). The city’s population, economy, and development are growing faster, by that, the
needs and demand of the city's food production are increasingly which often causes a heavy traffic especially by
the Tayabas Public market area where also within the perimeter of the poblacion and by the small or narrow
roads which are usually one to two ways only. Additionally, based on the observation of the researcher, during
class day in Tayabas East Central Elementary School which can be located before the main entrance of the city,
the number of vehicles also increased which causes again a long run time of traffic. The terminals of tricycle,
van and jeepney are separately and insufficient distributed in some areas, in accordance to this, the proposed
plan is to transfer the existing terminals in the proposed site in Brgy. Wakas, where there is a Tayabas Bypass
Road that connects in different barangays, municipalities and cities, which can be used for the easier access of
transportation, goods and services and it helps to lessen the traffic and pollution in the poblacion.
Aside from that, Manolo Labitigan, acting as executive assistant to the mayor, said that “the city
government will be converting the present public market area into a commercial district area to be leased to
private traders and investors, while a 3-hectare new city public market building will be constructed in Barangay
Wakas” because the current Tayabas public market are small, dirty, stinking, deteriorating, and unorganized
circulation of activities that causes severe effects in health, safety, and the lifestyle of the buyers or consumers
and even the vendors or producers. August 25, 2019 at 10:30 in the morning, the researcher visited the existing
terminals and conducted an interview, with a question of “Are you in favour of transferring the existing public
market and terminal in the proposed location of the local government in Brgy. Wakas, Tayabas City?” Nine(9)
out of Fifteen(15) respondents or 60% of the subject persons are in favour to have a new public market and
centralized transport terminal, which according to them, they are willing to cooperate by the plan of the city mayor
and they have no choice just to follow the regulation of the city ordinance just for the beauty, cleanliness, and
orderliness. The other four(4) persons or 26.67% are not in totally in favour for the new I look forward to your
consideration and approval.
