I. TRAINING TITLE
Orientation on Gender and Development and Magna Carta of Women: A Gender-Responsive
Initiative of Barangay Luyos, Tanauan City, Batangas

II. PROPONENT
The activity is an initiative program of Hon. Patricio M. Arcega and the Sangguniang Barangay
of Luyos, Tanauan City, Batangas

III. PROJECT IMPLEMENTER


The Office of the Sangguniang Barangay of Luyos in coordination with the City Gender and
Development Office and the Tanauan City Police shall lead in the implementation of this
learning activity

IV. BACKGROUND/RATIONALE
It is recognized that true and meaningful development would not be attained unless gender
concerns are integrated into all levels of development processes. In this regard, the national
government has mandated all government agencies to integrate gender and development
concerns into their plans, programs, projects and activities. This mandate is spelled out in RA
7192 or Women in Development and Nation Building Act and Sec. 27 of RA 8174 which
requires all government agencies to set aside at least 5% of their budgets for gender-related
activities.
It is declared in Section 9. Chapter IV Rights and Empowermentof RA 9710 also known as
Magna Carta of Women, that all government personnel involved in the protection and defense of
women against gender-based violence shall undergo a mandatory training on human rights and
gender sensitivity pursuant to this Act. Section 17 of the same, Women’s Right to Health
mandates thatthe State shall provide women in all sectors with appropriate, timely, complete, and
accurate information and education of all aspects of women’s health in government education
and training programs, with due regard to the formation of a person’s sexuality that affirms
human dignity. It is also stated in Section 24, Right to Education and Training that the State shall
ensure the conduct of Gender-sensitive training and seminars and Section. 26. Right to
Information direct the access to information regarding policies on women, including programs,
projects, and funding outlays that affect them.

Relative to the Local Government Code, Gender and Development awareness is essential to
understand the importance of gender roles and needs of women and men in every organization as
well as in the communities. It does not only focus on gender equality but also in making women
and men’s role visible in planning, budgeting and implementing gender responsive activities.
For the purpose of realizing the above mandate, it is necessary that Barangay Officials of
Barangay Luyos and its residents become aware of the gender concerns that have direct impact
to the community. This gender and development orientation is a step towards making Barangay
Luyos an active partner in the promotion of gender and development in the city of Tanauan.
V. OBJECTIVES
At the end of this one-day training, the participants shall have raised their level of awareness on
GAD issues and concerns. Specifically, they shall be able to:
1. Know the importance of Gender and Development
2. Understand the role gender plays for advancing gender equality in their lives and work
3. Identify gender roles in the family, household and society
4. Know the importance of the barangay in responding to gender needs and the salient
features of RA 9710
5. Take part of delivering commitments to equal human rights for all
6. Learn and apply the best practice of other municipality / city on GAD implementation

VI. PROJECT DESCRIPTION


This orientation shall be coordinated with the City Gender and Development Office. The target
participants are 60 men and 70 women from the Sangguniang Barangay of Luyos, employees
and representatives of various barangay organizations. Lecture, workshop, discussion and open
forum shall be used for the conduct of this orientation.The topics to be discussed and facilitated
by the expert learning service providers from GAD Pool of Trainers are the following:
 Sex and Gender
 Gender Bias
 Manifestation of Gender Bias
 Magna Carta of Women

Exit Plan: After the conduct of this orientation, participants are expected to understand the role
gender plays for advancing gender equality in their lives and community roles. Constraint that
involves woman disadvantages shall be prevented through a strong campaign of the Barangay
Officials of Luyos on the elimination of gender bias and discrimination among all sexes within
the community. The Sangguniang Barangay of Luyos should be an active partner in promoting
gender and development in the City of Tanauan by ensuring that succeeding programs, projects
and activities reflects gender fairness.
