CHAPTER 1

INTRODUCTION

Public market is always referred to as Palengke derived from a Spanish word

means a "[wooden] palisade or stockade" (Diccionario de la lengua espanola, 2001).

Public Market is very important establishment in a community. For years, public market

has been a place for many farmers and vendors to sell their goods. Palengke like usual

public market, it has wet & dry division and for few specific places a terminal has also

been anticipated. A lot of people still come and go to either market their products or to

purchase. Public Market being the heart of every town was being considered as the

reflection of poverty. The current problems regarding the market tend to make the latter

dying more due to the rise of mall and supermarkets.

The market does not only provide a rich experience for city consumers, but as

well as the connection of every farmer, fishermen and other traders that provide these

products. In fact, a public market is a worldwide urban existence tradition as old as

cities themselves continuing today in a greenmarket movement.

Public Market, although their display can be bought to the mall and other

supermarkets, there’s always a wider and cheaper range of products when buying in

public market where retailers can choose from. The Redevelopment of Butuan City’s

Public Market Complex may change the mindset of the community as a reflection of

poverty but instead the very reflection of abundance and prosperity. And a more

improved & beneficial Butuan City Public market.


Rationale of the Study:

As to Butuan, the 1st and highly urbanized and regional center of the Caraga, a public

market has been up and stood for several years. It is where the Bagsakan of all local

agriculture coming from nearby Barangay and Districts. It also has been the tourist’s

destination for the fresh fruits, vegetables, meat and fish being delivered directly from

the farms. The Public Market of Butuan City has been catering a lot of vendors and

customers for years already, however, there were no further improvements when it

comes to sanitary and the system considering the traffic of people and the vehicles to its

nearby streets.

The Public Market in Butuan City is identified as wet, stinky and composes of

noisy and busy vendors and consumers because of calling its attention. It has no

specific sections for stalls and retails and no proper walkways, the reason why it was

extended to the pathways that cause traffic to the pedestrian. It also caused unpleasant

disturbance to each costumers because of no proper garbage disposal and which

causes the drainage system to clog up and the reason of overflow. The structure along

with the retail shops are weak and old, and didn’t provide parking areas.

The researcher voluntarily makes this proposal to modernize the basic system of

the said market, as Philippines a developing country. The new and improved Public

Market Complex should be accessible and well-planned not just for the consumer but

for the retailers. The sanitary system will be more useful for it will be recycled and can

make the wholesalers earn more. By that case, City Government of Butuan has the

capacity to regard this development that in the near future would benefit its local

residents and its surrounding environment.


Statement of the Problem

The problems that can be addressed in this study are the so called market

environment, tourism development and livelihood as part of income and employment.

The researcher aims to answer the main problem of the study:

“What would be the solutions needed to make the Public Market having the

messy and smelly environment, including the system considering the traffic of

people and the vehicles into a neat and organized market and make it more

functional and aesthetic to the present and future needs?”

Main objectives of the Study:

 To improve the Public Market considering the sustainability, safety and

functionality of each area.

 To provide a more convenient and accessible market for the consumers and

retailers.

Sub-objectives of the Study:

 To provide more areas considering the traffic caused by motorists and

pedestrians.

 To provide solution to every waste material that could benefit not only for the

environment but also for the consumers.

 To somehow minimize the problem caused by garbage disposal.

Significance of the Study:

Public Market is typically one of the most visited places in the community. Markets

are filled with different products which are derived from farms or agriculture sector.

The significance of this research is to improve the image of public market from a

muddy and cluttered market into a neat and organized market district, and also to
modify the image of people to a decent and sustainable market. Public Market is

identified as messy and smelly, because of the rumpled garbages that causes the

drainage canal to block, because of this system, unpleasant odor has been the markets

daily scent and caused the market to overspill. Each stalls have no specific sections and

no proper walkways. There is no proper public parking that causes traffic congestion for

both motorists and pedestrian.

This research helps the market to improve the old system to its new and good

structured market. The researcher will provide a well-planned and design for each areas

that gives answer to every problem. The researcher will also provide a more accessible

and comfortable public market for the community. The study will revive and allow the

thinking of planning that architectural design can elevate the unpleasant situations and

conditions of Public Market in Butuan City. This revision would be the vital activity to a

more organized and modernized public market which affects the economic growth to the

consumers and retailers. Most importantly the contribution to the development of the

public market design not only in the Butuan but to other public market as well.

Scope and Limitations of the Study

The study project will only cover the effectiveness of the place-making, the

accessibility and well-organized use of every space, the prevention of the old system

specifically the sanitation as well as the security and safety of Butuan City Public

Market. Equally important in the study is the observation of the existing public market,

its public area, the informal settlers and the general condition that can be developed

and enhanced. To improve and achieve this plan scheme, it would include related

activities, amenities and facilities that could possibly bring new perspective of public

market experience.
